이 대담 시리즈는 학교도서관에 대한 도서관계 안팎의 관심을 높이고 현단계 학교도서관 운동이 나아갈 길을 모색해보려는 취지에서 시도된 것이다. 과거 학교도서관 운동을 주도하였거나 오랫동안 학교도서관 현장을 지켜온 인물들을 찾아 그들의 경험과 의식속에 쌓여 있는 역사를 끌어내어 오늘을 비추어 보고 내일을 전망하는 계기로 삼을 것이다. 첫번째 대담에서 만난 사람은 1960년대 학교도서관 운동을 주도한 김두홍 선생이다. 선생은 경남고등학교 사서교사(1956-1962), 경상남도 교육연구소 연구사(1962-1964), 경상남도 교육위원회 장학사(1963-1966)로 활동하면서 학교도서관 운동을 주도하였으며, 한국도서관협회 기획부장과 총무부장(1966-1968), 한국과학기술정보센타 소장(1968-1980), 신라대(구 부산여대) 문헌정보학과 교수(1980-1993) 등을 거치면서 관계와 학계에서 두루 활동하셨다. 대담 일시 : 1998년 2월 19일 오후 2시-4시 대담 장소 : 김두홍 선생 자택(부산시 금정구 남산동)

The purpose of this study is to analyze the link between the School Library Development Plan and the Library Advancement Plan. And to find ways to strengthen the educational community cooperation. As a result of the research, we found 18 connections between the School Library Development Plan and the Library Advancement Plan. In particular, all types of libraries should participate in the Educational Community Cooperation. And emphasized that the school library should act as a gateway. In order to strengthen the cooperation of education community, the library specialization of each kind of library and the establishment of curriculum of school library were suggested.

As school libraries increase quantitatively, the importance of volunteer activities in school library is highly emphasized. In that regard, this thesis approaches and discusses the concept of the school library and school library volunteers systematically through the literature review. Surveys and interviews were conducted to investigate and analyze school library volunteers. The survey was completed by school librarians and school library volunteers separately from the 12 elementary schools in the Seoul Dongjak District Office of Education. The current situation of school library volunteers has been analyzed through surveys and accompanied interviews and, based on the analysis, some suggestions were made to improve school library voluntary activities.

In information society, enhancing information literacy is a common goal of the academic and school libraries. Consequently the academic libraries connect with the school libraries through information literacy In this study, a academic library visiting program is presented and proposed as a policy to link the academic and school libraries. This program may be a alternative to activate school library-based teaming and overcome lacks of resources and teacher librarians, in the academic libraries. it may be a policy to improve lacks of materials and carrels and overcome the problem of service increase in the opening academic library for local communities. And it will contributes to the educational role or the librarian.

지난 3월 1일 <학교도서관저널>이 창간되었다. 도서관계로서는 무척 반갑고 기쁜 일이었기에 <학교도서관저널>을 많은 도서관인들에게 소개하고 싶었다. 이에 <도서관문화> 편집팀도 <학교도서관저널> 한기호 발행인(한국출판마케팅연구소장)을 찾아, 도서관을 연상시킬 만큼 책이 가득한 사무실에서 세상과 마주한지 얼마 되지 않은 따끈따끈한 저널이 제 집 찾아갈 준비를 하는 모습을 보면서 <학교도서관저널>에 대해 이야기를 나누었다.

This is a study on types and current status of school library in japan that are open to public. it aims to increase library access and further improvement of accessible information environment by opening the libraries within schools. In case of Japan, libraries' importance to school education enacted world's first School library act by 1953 and installation rate of school libraries is achieved up to 100%. These libraries opened to its local community is in the process of increasing library usage and now in total of 11.6% of lower, middle, and upper school are already opened to their local community. Considering decreasing usage of facilities in schools, teacher vacant time, expanding libraries, and other various alternatives should be considered together. It will lead to equal access to information environment and lifelong education. The study suggests ways of installing school libraries in appropriate sizes and forms within their local societies. It also propose possible ways to open school libraries to perform their own functions.

This study suggests a fundamental contents role model for multimedia school library. For the purpose of the objective, this study, at first, overviews currents situation of school libraries in Korea, and analyzes three multimedia school libraries of the United States and three school libraries' homepage of Korea to compare the contents of information services.

The purpose of this study is to analyze the mutual cooperations of school and public libraries in Japan, and to investigate the possibility of its application to Korea. To the end, discussed in details are the characteristics and limitations of cooperative activities between school and public libraries in Japan. The major contents of this study are as follows: First, analyzed are the present conditions of school libraries in Japan, with emphasis on human resources, facilities, and school library policies. Second, comprehensively investigated are the cooperation projects of school and public libraries which have been conducted by the central and local governments. Finally, discussed are the meanings of library cooperations in Japan and its implications for Korea.

경상남도는 학교도서관 분야에 있어서 양적으로나 질적으로 타시ㆍ도의 추종을 허락하지 않을만큼 앞서고 있다. 광복후 새로운 교육이념에 입각한 새로운 학교도서관운동이 거기서 일어난 까닭이기도 하겠거니와 학교행정당국이 남 먼저 학교도서관의 교육적 가치를 인정하고 계획적으로 이를 육성하여 온 까닭인 것이다. 이윤근 경남도교육감은 편집자에게 다음과 같은 말을 들려 준 적이 있다. ‘해방후 우리 교육계에는 온갖 바람이 불어 오고 또 불어 갔다. 그것들은 모두 바람이어서, 불어 간 뒤에는 남는 것이 없었다. 학교도서관도 이 같은 한 가지 바람이겠는가? 아니다. 학교도서관은 우리 도의 경우 학교교육의 모든 분야에 너무도 밀접하게 연결되어 있어서 이것을 제거하려면 학교교육 자체를 크게 손상시키게 될 판이다. 우리의 학교도서관이 이만큼 자라난 것은 첫째 우리 일선교사들의 공으로 돌려야 하겠지만, 행정을 맡은 우리가 그 방면의 인재를 구해서 지도력을 십분 발휘할 수 있는 체제를 마련하여 준 까닭이라고 본다.’ 여기에 소개하는 경남도 교육위원회의 금년도 학교도서관 육성계획(중등분)을 볼 때, 이 교육감의 증언이 아주 정확한 것임을 알 수가 있다. 본계획은 ① 66년도부터 시작된 3개년계획과 ② 3개년계획의 2차년도가 끝난 66년초의 현황과 ③ 66년도의 지도 계획 및 ④ 66년도 지도계획에 따른 각학교 계획지침의 4부면으로 구성되어 있다. ‘시ㆍ도단위 교육행정당국이 학교도서관 지도계획을 어떻게 세울 것인가?’라는 질문에 대하여 최선의 대답이 될 것으로 안다.
