The purpose of this study Is to investigate how federal legislations for school libraries and school library standards have affected the development of school libraries in the U. S. The U. S. school library statistics, school library standards, and federal legislation were analyzed. The results show that school libraries have been developed by continuous supporting from federal legislation, rather than that of states' governments or school districts. The school library standards also are considered important factors for school libraries' improvement. As understanding the history of the U. S. school libraries' development, Korean school libraries are needed persistent supports from Korean government.

채 10년도 안되는 기간동안 학교도서관은 천국과 지옥을 오가고 있다. 2002년부터 교육인적자원부(현 교육과학기술부) 주도로 시작된 '학교도서관활성화사업'을 통해 낡은 학교도서관 시설은 현대식으로 바뀌었으며, 교원으로서 사서교사는 1998년부터 지속적으로 현장에 배치되었고, 2007년 "학교도서관진흥법"이 제정되면서 나름 학교도서관에 대한 구체적인 법적 관심을 받았다. 먼지 쌓이는 교실 한 칸도 되지 않던 창고같던 학교도서관은 늘어난 장서와 PC를 포함한 다양한 IT 기기, 편안하게 책을 읽을 수 있는 교구 등을 갖추면서 나름 도서관답게 바뀌기 시작했던 시기이다. 학교도서관 운영의 주체성과 자율성을 가질 수 있는, 많지는 않더라도 교사라는 지위로 사서교사가 전국의 초 중등학교에 지속적으로 배치되던 시기이기도 하다. 도서관 관련 법에서 늘 구석에 있던 학교도서관은 "학교도서관진흥법" 및 시행령이라는 단독법안으로 제정되어 법리 상 관심을 받던 시기였다. 여기에 더해 책 읽기에 대한 관심이 커지면서 학교도서관을 중심으로 다양한 책읽기 프로그램 등이 운영되고 나름 학교도서관이 활성화되는 것 같았다. 하지만 화려하게 바뀐 학교도서관은 자격이 있는 인적자원 배치와 지속적인 장서의 공급 등을 통해 유지되기보다는 운영시간 연장 등 시설 자체의 운영에 초점이 맞춰지는 시기로 바뀌었다. 98.6%에 이르는 학교도서관 설치 대비 46% 밖에 되지 않는 인적자원의 배치 현황, 그나마 학교도서관에 배치된 인적자원의 14.7%만이 정규직 사서교사, 사서(직원)이라는 현실은 안정적이고 지속적인 인적자원 배치에 대한 기대를 더 이상 할 수 없는 어려운 시기로 바뀌었음을 보여준다. 단독법안으로 학교도서관의 진흥과 활성화에 기여할 것으로 기대했던 "학교도서관진흥법"은 학교도서관 관련 시설, 인적자원, 운영에 대한 분명하고 명확하지 않은 법조항 때문에 관점에 따라 다양한 해석을 할 수 있어 오히려 학교도서관의 발전을 저해한다는 일부의 비판도 받았다.

현재 미국 데이비슨 초등학교에서 도서미디어 교사로 활동하고 있는 송은경씨가 4월 학교도서관 미디어의 달과 관련해 미국의 도서미디어 교사의 자격과 역할, 학교도서관 미디어의 달 활용방법, 학교도서관 미디어의 달의 각종 행사를 소개해 주었다. 우리나라 학교도서관 활성화에 좋은 참고가 되기를 바란다.

This study aims to identify the characteristics of Korean secondary school students in perceptions on and needs to school libraries, and suggest an effective library management directions based on the characteristics. To achieve this purpose, we compare the perceptions on and needs for library elements, such as facilities, collections, programs, etc., between middle school students and high school students, and analyze the differences. Based on the results from the analysis, we suggest to establish an orientation of school library management. We also suggest a need of further study in which differences in the perception and needs among grades in a level of the secondary school for more detailed customization of library services.

A school library manifesto means the policies and rules on school libraries and includes the direction which they should follow and the criteria which school libraries should keep. Compared the school library manifestos of IFLA/UNESCO, IASL with that of Japan, the school library manifestos of IFLA/UNESCO are constituted with mission of the school library, funding legislation and networks, goal of the school library, staff, operation and management, implementing manifesto etc. and underline funding legislation and networks. The IASL policy statement on school libraries includes functions, materials, facilities, personnel, lifelong education, skills, literacy development, government and public support etc. and emphasizes lifelong education, skills, literacy development. The school library manifesto of Japan includes philosophy, functions, staff, material, facilities and management etc. and highlights philosophy. As a result of comparison and analysis of the school library manifestos of IFLA/UNESCO, IASL and Japan with that of Korea, the school library manifesto of Korea needs to comprise mission, facilities, staff, lifelong education, skills, literacy development, funding legislation, operation and management, government responsibility for implementing the manifesto, etc. by accepting the components in the manifestos of advanced countries, stressing the educational roles of school libraries and by separating the educational area from others.

The purpose of this study is to investigate the cases of cooperation between school libraries and public libraries in order to reinforce their cooperation, and to prepare the base for development of school libraries. Data is collected through five workshops which attended school librarians, public librarians, and the peoples in the several regional offices of education. The results show three models of school and public library cooperation. School library - public library cooperation model is suited for metropolitan area where school library and public library are developed. Public library support model is suited for mid-size cities where school libraries are undeveloped. School library and public library integration model is suited for small towns where both school libraries and public libraries are undeveloped. These models, however, should be revised through testing several libraries and different situations.

Gannam-gu established 'school digital libraries' in 15 of their elementary schools between September 2001 to October 2002, and now offers library services to both students and residents All expenses and human resources for these libraries are provided by the Gannam-gu and schools provide only their vacant classrooms. This is a good example of combined school-public library The type of combined school-public library can be a useful suggestion for our educational situation. So the purpose of this study is to reveal the actual condition and the efficiency of the library established by Gannam-gu, a well-known case of a combined school-public library.

In order for school library to fully serve as a key educational element of a school, teachers' positive perception on the library's role is essential. Due to the lack of the perception, however, school libraries are not closely related to class activities in practice. Since teachers' perception on school library has been regarded as an given environmental factor in the field of school libraries, alternatives for revitalizing school libraries proposed in previous studies were not effective in practice. We developed a hypothesis that activities in school libraries have a certain impact on the teachers' perception, and tested the hypothesis and identified library factors to the perception in this study. Through a series of statistical analyses with the data from a questionnaire survey with teachers in elementary schools, we identified that the teachers perceived the library as non-curricular element, their perceptions were affected by the library. Consequently, the school library can influence the teachers' perveption. This study has implications to explore practical alternatives to improve the teachers' perception on school libraries by activities in school libraries.

This study is for a small sized library to expand the functions of public libraries in the community. This study aims to encourage local residents utilizing information and public libraries by opening parted facilities to public and naming it a substitute. It is expected to contribute to richer welfare system. In detail, the study discusses progression of the small sized library as well as budgeting and hiring staffs in Committee on Library and Policy. However, there is limitations in terms of capabilities because school library is different from public library target users, space, unit plans. Therefore, this study investigates a small sized library as a function to find out type, plan, and space availability and size of ideal open school library.

이 대담 시리즈는 학교도서관에 대한 도서관계 안팎의 관심을 높이고 현단계 학교도서관 운동이 나아갈 길을 모색해보려는 취지에서 시도된 것이다. 과거 학교도서관 운동을 주도하였거나 오랫동안 학교도서관 현장을 지켜온 인물들을 찾아 그들의 경험과 의식속에 쌓여 있는 역사를 끌어내어 오늘을 비추어 보고 내일을 전망하는 계기로 삼을 것이다. 이번 대담에서 만난 사람은 도서관에 기반을 둔 하교 교육의 실현을 위해 40여 년의 세월을 교육 현장에 바쳐온 박태신 선생이다. 선생은 일찍이 1950년대부터 학교도서관과 인연을 맺어 부산 경남 지역을 중심으로 학교도서관 운동을 선도하였으며, 교감(1966-1972), 부산시교육위원회 장학사(1973-1975), 교장(1976-1990) 등의 역할을 통하여 학교도서관이 있는 인간교육의 실천을 몸으로 보여왔다. 그리고 지금도 변함없이 도서관과 교육 문제에 대한 깊은 열정과 왕성한 활동을 지속하는 젋은 도서관인이다. 대담 일시 : 1998년 2월 13일 오후 2시-4시 30분 대담 장소 : 부산교육대학 앞 [늘노래선교단] 사무실
