Hamburg is going with the HafenCity Project to create new urban space for city's bustling central district. HafenCity will add an additional 155 hectares to Hamburg's central urban area, increasing its total area by some 40 percent. The new developments in HafenCity will be oriented towards the River Elbe and the great seaport. Its centre will have a close relation to water. They will be used for the construction of a fascinating mix of residential accommodation, offices, cultural and leisure amenities, retail facilities and restaurants set in a framework of an elaborate urban layout. This study is focusing on the purpose of the project goals, the task of the Hamburg authorities and GHS (Gesells chaft f$\ddot{u}$r Hafen und Standortentwicklung) and an urban planning ideas competition (draft masterplan). Regarding of the new trend of the reurbanisation in Europe, the aim of this study will be to find out, in which way Hafencity is trying to develope the new city district as a model for the European inner city of the 21st century.

The qualities of the HafenCity are mainly marked through the location at the water, the river Elbe and the historically embossed milieu the Speicherstadt. A tightly mix of residential accommodation, offices, cultural and leisure amenities, retail facilities and restaurants manages diverse identities of quarters in a framework of an elaborate urban layout. This study is focusing on the purpose of the project goals, the task of the Hamburg authorities and GHS (Gesellschaft fur Hafen und Standortentwicklung) and an urban planning ideas competition (draft masterplan). Regarding of the new trend of the reurbanisation in Europe, the aim of this study is to find out, in which way HafenCity is trying to develope the new city district as a model for the European port city of the 21st century.

북항 재개발사업에 대한 기대와 관심은 항만시설의 기능성과 효용의 차원과 나란히 지역민의 정체성에도 깊이 뿌리닿아 있는 문제다. 이러한 의미에서 북항의 이슈와 함께 해항도시는 자신의 항구적 문화적 전통과 정체성을 어떻게 유지하며 발전시켜 나가는가라는 근본적이고도 광범위한 의문이 자연스럽게 제기된다. 본 연구에서는 이러한 논의의 확장과 심화를 위해, 독일 함부르크의 사례를 살펴볼 것이다. 함부르크의 슈파이허슈타트와 발린슈타트, 그리고 하펜시티는 도시를 의미하는 슈타트, 시티라는 명칭을 통해서 그 공간이 단지 하나의 건물, 장소에 머무르는 것이 아님을 암시하고 있다. 본 연구는 슈파이허슈타트의 경우는 함부르크 원도시와 일종의 제유법적 관계로서 읽고자 한다. 이러한 의미에서 슈파이허슈타트가 건설된 역사적 사회적 맥락을 논의하고, 이러한 맥락이 어떻게 공간적 시각적으로 확인될 수 있는가를 슈파이허슈타트와 원도심간의 교각을 통하여 확인해 볼 것이다.

Nowadays, interests on Eco-city planning as Solution for problems of energy demand and environmental change has grown. so Eco-city planning became a major political topic for urban planning and urban design in many advanced nation cities. The purpose of this study is to find out the organized characteristics of Eco-City planning by analyzing successful overseas case where wasted historic port area in city is are regenerated with a environment-friendly concept for Eco-City "HafenCity". It is located on Hamburg-mitte in Hamburg, Germany and is currently the largest construction project in Europe. HafenCity as Home to about 12,000 and the workplace of 40,000 people is being created to accommodate a variety of uses including residential buildings, business, office and retail space as well as cultural and leisure facilities. First of all, HafenCity impresses because of its size as well as because of its Urban planning for eco-city. It presents the excellent change from wasted historic port to the ecological urban space.

In this Century, most of ports have been changing in order to keep up with change of the world. The ports are became larger and integrated with high technology because containers which pass through the ports are sharply increasing. Not to turn over the world wide competition of the ports, a renewal of Bukhang in Busan was promoted firstly in Korea. In this study, final draft renewal plan of Bukhang in Busan at this stage was compared with renewal plan of Haffencity in Germany in order to propose improved renewal plan of Bukhang in Busan. Renewal plan of Haffencity in Germany was very similar with Bukhang in Busan in terms of renewal period and direction. From the results of these comparisons, it was concluded that participation of private enterprise and international capital should be invested. Also, the facility plan of Bukhang was suggested to vitalize citizen's participation and embodimentof renewal plan. Prior to making a development plan enough consideration on the preservation of the environment is needed for the environmentally sound and sustainable development (ESSD). Also Korean tradition and culture should have to be considered in order to create the most Korean appearance.
