The study shows the possible use of the index flood frequency curves for an estimation of flood quantiles at ungauged locations. Flood frequency analysis were made for the annual maximum flood data series at 9 available stations in the Han river basin. From the flood frquency curve at each station the mean annual flood of 2.33-year return period was determined and the ratios of the flood magnitude of various return period to the mean annual flood at each station were averaged throughout the Han river basin, resulting mean flood ratios of different return periods. A correlation analysis was made between the mean annual flood and physiographic parameters of the watersheds i.e, the watershed area and mean river channel slope, resulting an empirical multiple linear regression equation over the whole Han river basin. For unguaged watershed the flood of a specified return period could be estimated by multiplying the mead flood ratio corresponding the return period with the mean annual flood computed by the empirical formula developed in terms of the watershed area and river channel slope. To verify the applicability of the methodology developed in the present study the floods of various return periods determined for the watershed in the river channel improvement plan formulation by the Ministry of Construction and Transportation(MOCT) were compared with those estimated by the present method. The result proved a resonable agreement up to the watershed area of approximately 2,000k $m^2$. It is suggested that the practice of design flood estimation based on the rainfall-runoff analysis might have to be reevaluated because it involves too much uncertainties in the hydrologic data and rainfall-runoff model calibration.

The 99.1% of small dam and most of the levees in Korea are soil dam which can be constructed with lower cost and less effort compared with ones made of concrete. However, they are so vulnerable to overflow. Sudden collapses of these strucrues lead to increase flow rate rapidly, which may cause catastrophic problems in downstream regions. In this study, the experimental study on the collapse delay effect of riprap that was laid on slope of soil levee was carried out. A prismatic rectangular open channel was used and three different sizes of the riprap were installed on slope of a scaled earth dam. A new formula for the collapse time of the levee with the installation of riprap was presented, using the previous researches and the dimensional analysis. In this process, an unsteady flow condition was considered to derive the deviation time of the riprap. And additional experiments were conducted to understand the effect of reinforcement of riprap, and it was found that the reinforcement of riprap was more effective than twice sizing of intial riprap. If the collapse time is delayed, EAP (Emergency Action Plan) and forecasting can greatly reduce the degree of flood damage. Also, it will be meaningful that the results of this study are used for river design.

The environmental lighting of a city advances its landscape standards and the city's touristic value because the lighting can help improve the city's safety and security as well as its esthetic value. The types of parks in cities vary in size and function and should be reflected carefully in lighting planning to gain the best effect. The importance of city lighting has been increased in recent years due to the expanded span of urban night life. Lighting systems around rivers and coastal waterfronts in cities play an important role not only in their functional aspects, such as safety and security, but also in boosting the city's identities. This paper performed comparison analysis among Tsim Sha Tsui Promenade in Hong Kong, Fukuoka Nakagawa Park in Japan, and the walking path in Hamdeok Beach in Jeju City, Korea. According to the evaluation, Hong Kong is excellent in 8 evaluation criteria for park lighting so that the city shows its superior installation and management. Fukuoka is also good by being analyzed as 'fair' in 5 criteria. Finally, Jeju is judged as inferior overall by showing 'poor' in several criteria. The paper shows how they differ in their environment lighting characteristics and aims to suggest stable lighting planning strategies for seaside parks in Jeju so the citizens and visitors of Jeju can enjoy the beautiful sceneries and nighttime activities.
This study proposes the method for determining the Muskingum channel routing model parameters based on the assumption of linear system. The proposed method was applied to the Chungju dam basin for the evaluation. Additionally, the rainfall-runoff was repeated for the Yeongchun-Chungju dam reach using seven rainfall events observed. Summarizing the results is as follows. First, the concentration time and storage coefficient of a channel reach formed by the subdivision can be expressed as the difference between the concentration times and storage coefficients of upstream and downstream basins. The storage coefficients of the channel reach estimated is equal to the storage coefficient of the Muskingum channel routing model and the weight factor can be simply estimated using the ratio between the concentration time and storage coefficient. Second, the weight factor of the Muskingum model is in inverse proportion to the Russel coefficient, which is in between 0.4166 and 0.625 when considering the Russel coefficients generally applied. Finally the application to the Yeongchun-Chungju dam reach showed that the proposed method is still valid regardless of the limitations such as the uncertainty of the observed data.
Elasticity is a statistical technique that interprets the changing pattern of another variable according to a change in one variable as a quantitative numerical value and provides more information than correlation analysis and is widely used in climate change research. In this study the elasticity was calculated and sensitivity analysis was performed using air temperature and water quality data of the major tributaries of the Nakdong River. In addition the confidence interval for the elasticity was calculated using the T-Test and the validity of the elasticity was examined. The strength of elasticity shows high strength in the order of summer>fall>spring>winter and the direction shows regional characteristics with both negative and positive elasticity. After performing hierarchical cluster analysis on monthly observation data they were classified into 5 clusters and the characteristics of each cluster were visually analyzed using a parallel coordinate graph. The direction and intensity of the air temperature elasticity show regional characteristics due to the relatively high population density and complex influencing factors such as sewage treatment plants, small-scale livestock houses and agricultural activities. In the case of TP it shows great regional variability according to the circulation of nutrients in the ecosystem caused by algae growth and death according to temperature changes. Since the air temperature elasticity of the major tributaries of the Nakdong River is over weak and is valid at the significance level of 5%, it was analyzed that there is a change in water quality according to the air temperature change.
This study evaluates the applicability of the classification rule of hydrological soil group proposed by Lee et al. (2018) with its application to three river basins (Jungmuncheon, Cheonmicheon, and Hancheon) in Jeju Island. The CN values are estimated as results of this application to these three basins, which is then compared with those estimated by applying the conventional three methods. Additionally, previous studies related with the classification of soil groups of Jesu Island, such as the infiltration and rainfall-runoff analysis, are reviewed to evaluate how the resulting hydrological soil groups vary depending on the adopted classification method.. Summarizing the results is as follows. (1) Comparison result of the hydrological soil groups of Jeju Island with respect to the classification method shows that the soil group B is dominant in the application of Lee et al. (2018). However, it is hydrological soil groups C and D in the application of Hu and Jung (1987), hydrological soil groups A and C in the application of Jung et al. (1995), and hydrological soil group D in the application of RDA (2007). (2) In all the applications of Lee et al. (2018) to three selected river basins in Jeju Island, the CN valuse are found to be smaller than those by other conventional three methods.. Lastly, (3) The evaluation results of previous studies related with the classification of hydrological soil groups analysis in Jeju Island shows that the CN value in the Jeju Island may be smaller than those estimated by conventional three methods, also the initial loss higher than 0.2S.

The objective of this study was to improve the cross-sectional area and height estimation method using stream width. Stream water levels should be calculated together to simulate inundation of agricultural land. However, cross-sectional survey data of small rural rivers are insufficient. The previous study has developed regression equations between the width and the cross-sectional area and between the width and the height of stream cross-section, but can not be applied to a wide range of stream widths. In this study, cross-sectional survey data of 6 streams (Doowol, Chungmi, Jiseok, Gam, Wonpyeong, and Bokha stream) were collected and divided into upstream, midstream and downstream considering the locations of cross-sections. The regression equations were estimated using the complete data. $R^2$ between the stream width and cross-sectional area was 0.96, and $R^2$ between width and height was 0.81. The regression equations were also estimated using divided data for upstream, midstream and downstream considering the locations of cross-sections. The range of $R^2$ between the stream width and cross-sectional area was 0.86 - 0.91, and the range of $R^2$ between width and height was 0.79 ? 0.92. As a result of estimating the cross-sections of 6 rivers using the regression equations, the regression equations considering the locations of cross-sections showed better performance both in the cross-sectional area and height estimation than the regression equations estimated using the complete data. Hydrologic Engineering Center - River Analysis System (HEC-RAS) was used to simulate the flood stage analysis of the estimated and the measured cross-sections for 50-year, 100-year, and 200-year frequency floods. As a result of flood stage analysis, the regression equations considering the locations of cross-sections also showed better performance than the regression equations estimated using the complete data. Future research would be needed to consider the factors affecting the cross-sectional shape such as river slope and average flow velocity. This study can be useful for inundation simulation of agricultural land adjacent to an unmeasured stream.

This study investigated the ground displacement occurring in a slope below a waste-rock dumping site and estimated the likelihood of a disaster due to a landslide. To start with, photogrammetry was conducted by unmanned aerial vehicles (UAVs) to investigate the size and extent of the ground displacement. From April 2019 to July 2020, the average error rate of the five UAV surveys was 0.011-0.034 m, and an elevation change of 2.97 m occurred due to the movement of the soil layer. Only some areas of the slope showedelevation change, and this was believed to be due to thegroundwater generated during rainfall rather than the effect of the waste-rock load at the top. Sensitivity analysis for LS-RAPID simulation was performed, and the simulation results were compared and analyzed by applying a digital elevation model (DEM) and a digital surface model (DSM)as terrain data with 10 m, 5 m, and 4 m grids. When data with high spatial resolution were used, the extent of the sedimentation of landslide material tended to be excessively expanded in the DEM. In contrast, in the result of applying a DSM, which reflects the topography in detail, the diffusion range was not significantly affected even when the spatial resolution was changed, and the sedimentation behavior according to the river shape could be accurately expressed. As a result, it was concluded that applying a DSM rather than a DEM does not significantly expand the sedimentation range, and results that reflect the site situation well can be obtained.
In general, the upstream dam changes downstream flow regime dramatically, i.e., from natural flow regime to hydropeaking flows. This study investigates the impact of the natural flow pattern on downstream fish habitat in a regulated river in Korea using the physical habitat simulation. The study area is a 13.4 km long reach of the Geum-gang River, located downstream from the Yongdam Dam, Korea. A field monitoring revealed that three fish species are dominant, namely Zacco platypus, Coreoleuciscus splendidus, and Opsariichthys bidens, and they account for 70% of the total fish community. Specially, Opsariichthys bidens is an indigenous species in the Geum-gang River. The three fish species are selected as target fish species for the physical habitat simulation. The Nays2D model, a 2D shallow water equation solver, and the HSI (Habitat Suitability Index) model are used for hydraulic and habitat simulations, respectively. To assess the impact of the natural flow pattern, this study uses the annual natural flow regime and hydropeaking flows from the dam. It is found that the natural flow regime increases significantly the Composite Suitability Index (CSI) in the study reach. Then, using the Building Block Approach (BBA), the scenarios for the modifying dam operations are presented in the study reach. Both Scenario 1 and scenario 2 are proposed by using the hydrological method considering both magnitude and duration of the inflow and averaging the inflow over each month, respectively. It is revealed that the natural flow regime embodied in scenario 1 and scenario 2 increases the Weighted Usable Area (WUA) significantly, compared to the hydropeaking flows. In conclusion, the modifying the dam operations by restoring to the natural flow pattern is advantageous to fish community.
For water quality management, it is necessary to continuously improve the forecasting by analyzing the past water quality, and a Data-driven model is emerging as an alternative. Because the Data-driven model is built based on a wide range of data, it is essential to apply the correlation analysis method for the combination of input variables to obtain more reliable results. In this study, the Gamma Test was applied as a preceding step to build a faster and more accurate data-driven water quality prediction model. First, a physical-based model (HSPF, EFDC) was operated to produce daily water quality reflecting the complexity of the watershed according to various hydrological conditions for Paldang Dam. The Gamma Test was performed on the water quality at the water quality prediction site (Paldangdam2) and major rivers flowing into the Paldang Dam, and the method of selecting the optimal input data combination was presented through the analysis results (Gamma, Gradient, Standar Error, V-Ratio). As a result of the study, the selection criteria for a more efficient combination of input data that can save time by omitting trial and error when building a data-driven model are presented.
