A Methodology for Justification and Optimization of Countermeasures for Milk After a Nuclear Accident and Its Application (원자력 사고후 우유에 대한 비상대응의 정당화/최적화를 위한 방법론 및 적용연구)

  • The methodology for justification and optimization of the countermeasures related with contamination management of milk was designed based on the cost and benefit analysis. The application results were discussed for the deposition on August 15, when pasture is fully developed in Korean agricultural conditions. A dynamic food chain model DYNACON was used to estimate the time-dependent radioactivity of milk after the deposition. The considered countermeasures are (1) the ban of milk consumption (2) the substitution of clean fodder, which are effective in reducing the ingestion dose as well as simple and easy to carry out in the first year after the deposition. The total costs of the countermeasures were quantitatively estimated in terms of cost equivalent of doses and monetary costs. It is obvious that a fast reaction after the deposition is an important factor in cost effectiveness of the countermeasures. In most cases, the substitution of clean fodder was more effective countermeasure than the ban of consumption. A fast reaction after the deposition made longer justifiable/optimal duration of the countermeasure.

An Assessment of Radiological Consequences of I-131 Atmospheric Release by the System Analysis Method (계통해석법에 의한 I-131대기방출의 영향평가)

  • The annual individual and collective doses to the thyroids of four age-dependent groups due to the in-take of I-131 released from the Younggwang nuclear power plant NU-1 & 2, Korea, are estimated using the model presented in ICRP 29. Sensitivity and robustness of the model are analyzed. In case of 0.12% fuel defect during normal operation, the collective dose is founded to be 3.05${\times}10^{-3}$man-thyroid-Sv, which is higher than the value calculated by the GASPAR code, 2.3${\times}10^{-3}$man-thyroid-Sv. The maximal individual annual doses resulting from an acute release are higher than those calculated under the assumption of continuous release by $1.4{\sim}1.7$ times. The most important pathway to the infant is milk and, in contrast, that to child, teen and adult is ingestion of crops. The model used is the calculation appears to be influenced by the variables such as roubstness-index. The weighted committed dose equivalent obtained by the ICRP 29 model is slightly higher than that calculated by the three-compartment model.

A Study on the Assessment of Derived Intervention Levels in Foodstuffs Using the Dynamic Ingestion Pathway Model (동적 섭식경로모델을 이용한 음식물에 대한 유도 방사능 개입준위의 산정에 관한 연구)

  • The derived intervention levels in Korean foodstuffs were estimated using the dynamic ingestion pathway model which was developed considering Korean environment. The derived intervention levels were estimated from the intervention level of dose based on the thyroid committed dose equivalent of infant in the case of I-131, and the whole body committed dose equivalent for age groups and 13 kinds foodstuffs in the cases of Cs-137 and Sr-90. The derived intervention levels were shown as a considerable variation with deposition time and radionuclide. The adult was the most important age group in the estimation of derived intervention levels for Cs-137 and Sr-90. In the adult, the derived intervention levels for rice were 2390 and 47 Bq/kg for Cs-137 and Sr-90 in the case of deposition in summer, respectively, and 198 and 79 Bq/kg in the case of deposition in winter, respectively.

Improvement on the KFOOD Code for More Realistic Assessment of the Annual Food Chain Radiation Dose Due to Operating Nuclear Facilities (가동중 원자력 시설에 의한 년간 섭식경로 피폭선량 평가의 현실성 제고를 위한 KFOOD 코드의 개선)

  • More realistic calculation models for evaluating man's annual intakes of radionuclides released from operating nuclear facilities were established. For the application of these models, the harvest years of food and feed crops consumed in the year of dose assessment and every year's average concentrations of a radionuclide in air and in water for the whole period of real operation had to be taken into account. KFOOD, an existing equilibrium food chain computer code for the Korean dose assessment, was modified according to the models. Sample runs of the modified code on the assumption of a constant release during 10 years' operation were made with three kinds of the input data files enabling the dose assessment in the improved method, the KFOOD method and another existing method, respectively, and the results were compared. Annual committed effective doses to Korean adult by intakes of Mn-54, Co-60, Sr-90, I-131 and Cs-137 calculated in the improved method were about 11, 2, 5, 60 and 3%, respectively, lower than the corresponding KFOOD dose. To the intakes of the radionuclides except Sr-90 evaluated in the improved method, foliar uptake contributed much more than root uptake did but, in the case of Sr-90, the result was opposite.

  • The sensitivity analysis of input parameters was Performed fer an ingestion dose assessment model (U. S. NRC's Regulatory Guide 1.109 model) from routine releases of radionuclides. In this study, three kinds of typical Korean foodstuffs (rice, leaff vegetables, milk) and two kinds of radionuclides $(^{l37}Cs,\;^{131}I)$ were considered. The values of input parameters were sampled using a Latin hypercube sampling technique based on Monte Carlo approach. Sensitivity indices, which represent the influence or the importance of input parameters for predictive results, were quantitatively expressed by the partial rank correlation coefficients. As the results, the ratio of the interception fraction to the yield of agricultural plants and the human consumption rate were sensitive input parameters for the considered foodstuffs and radionuclides. Additionally, in case of milk, the transfer factor of radionuclides from animal intake to milk and the daily intake rate of feedstuffs were sensitive input parameters. The weathering removal half-life and the delay time from food production to human consumption were relatively sensitive for $^{137}Cs$ and $^{131}I$ depositions, respectively.

  • A Korean urban contamination model METRO-K (${\underline{M}}odel$ for ${\underline{E}}stimates$ the ${\underline{T}}ransient$ Behavior of ${\underline{R}}adi{\underline{O}}active$ Materials in the ${\underline{K}}orean$ Urban Environment, which is capable of calculating the exposure doses resulting from radioactive contamination in an urban environment, is taking part in a model testing program EMRAS (${\underline{E}}nvironmental$ ${\underline{M}}odelling$ for ${\underline{RA}}diation$ ${\underline{S}}afety$) oragnized by the IAEA (${\underline{I}}nternational$ ${\underline{A}}tomic$ ${\underline{E}}nergy$ ${\underline{A}}gency$). For radioactive contamination scenarios of Pripyat districts and a hypothetical RDD (${\underline{R}}adiological$ ${\underline{D}}ispersal$ ${\underline{D}}evice$), the predicted results using METRO-K were submitted to the EMRAS's Urban Contamination Working Group. In this paper, the predicted results for the contamination scenarios of a Pripyat district were shown in case of both without remediation measures and with ones. Comparing with the predictied results of the models that have taken part in EMRAS program, a feasibility for decision-making support of METRO-K was investigated. As a predicted result of METRO-K, to take immediately remediation measures following a radioactive contamination, if possible, might be one of the best ways to reduce exposure dose. It was found that the discrepancies of predicted results among the models are resulted from 1) modeling approaches and applied parameter values, 2) exposure pathways which are considered in models, 3) assumptions of assessor such as contamination surfaces which might affect to an exposure receptor and their sizes, 4) parameter values which are related with remediation measures applied through literature survey. It was indentified that a Korean urban contamination model METRO-K is a useful tool for dicision-making support through the participation of EMRAS program.

  • A methodology for determining the optimal durations of the use of contaminated crops as feedstuffs of cattle was designed based on the cost-benefit analysis method. The results of application for pigs, an omnivorous cattle, were discussed for the hypothetical deposition of radionuclides on August 15 when a number of crops are fully developed in Korean agricultural conditions. For investigating the relative cost-effectiveness of the use of contaminated crops as feedstuffs, the net benefit was compared with the case of the direct disposal of contaminated crops. The time-dependent radionuclide concentration in crops after the deposition was predicted using a dynamic food chain model DYNACON. The net benefit from the actions was quantitatively evaluated in terms of cost equivalent of doses and monetary costs of implementing the action. It depended on a number of factors such as radionuclides, variety of crops supplied as feedstuffs and duration of the actions. The use of contaminated crops as feedstuffs was more cost effective for $^{90}Sr\;or\;^{131}I$ deposition than for $^{137}Cs$ deposition.

Comparative Study on the Committed Dose Equivalent for Adults and Infants (예탁선양치(預託線量値)에서 본 성인(成人)과 유아(幼兒)와의 비교연구(比較硏究))

  • Weighted committed dose equivalents($W_T\;H_{50}$) per intake of unit activity of four nuclides-I-131, I-133, Cs-134 and Cs-137-, which was based on the concepts of ICRP Pub. 30, are calculated for adult who is 70 kg and 25 years old and, for infant who is 10 kg and 1 year old. Metabolism of iodine taken through oral or inhalation pathway is described by using the three-compartment model which consists of inorganic, thyroid and organic compartment. After intake, the amount of iodine in every compartment is calculated by solving the transfer equations among the these compartments. As soon as caesium is taken into the body, it is distributed uniformly in the body through the transfer compartment. In this case, the amount of caesium in total body is calculated by using the total body compartment model which is divided into two tissue compartments because of their different biological half-lifes of caesium in body. As a result of calculations, whether oral or inhalation pathway, the values of ($W_T\;H_{50}$) per intake of unit activity of I-131 for infants are about ten times as much as those of adults. On the other hand, for Cs-134 and Cs-137, the values of $W_T\;H_{50}$ per intake of unit activity show that, whether adults of infants, they have almost the same values.

A Prediction Model for the Radiation Safety Management Behavior of Medical Cyclotrons (의료용 Cyclotron의 방사선안전관리 행위 예측모형)

  • This study attempted to provide reference materials for improving the behavior level in radiation safety managements by drawing a prediction model that affects the radiation safety management behavior because the radiation safety management of medical Cyclotrons, which can be used to produce radioisotopes, is an important factor that protects radiation caused diseases not only for radiological operators but average users. In addition, this study obtained follows results through the investigation applied from January 2 to January 30, 2008 for the radiation safety managers employed in 24 authorized organizations, which have already installed Cyclotrons, through applying a specific form of questionnaire in which the validity was guaranteed by reference study, site investigation, and focus discussion by related experts. The radiation safety management were configured as seven steps: Step 1 is a production preparation step, Step 2 is an RI production step, Step 3 is a synthesis step, Step 4 is a distribution step, Step 5 is a quality control step, Step 6 is a carriage container packing step, and Step 7 is a transportation step. it was recognized that the distribution step was the most exposed as 15 subjects (62.5%), the items of 'the sanction and permission related works' and 'the guarantee of installation facilities and production equipments' were the most difficult as 9 subjects (37.5%), and In the trouble steps in such exposure, the item of 'the synthesis and distribution' steps were 4 times, respectively (30.8%). In the score of the behavior level in radiation safety managements, the minimum and maximum scores were 2.42 and 4.00, respectively, and the average score was $3.46{\pm}0.47$ out of 4. Prosperity and well-being programs in the behavior and job in radiation safety managements (r=0.529) represented a significant correlation statistically. In the drawing of a prediction model based on the factors that affected the behavior in radiation safety managements, general characteristics, organization characteristics, and selfefficacy didn't show a significant path statistically in which the prosperity and well-being programs in job characteristics affected the behavior in radiation safety managements. Therefore, it is necessary to establish a strategy that improves the level of prosperity and well-being levels in job characteristics in order to increase the behavior in radiation safety managements. Thus, this study provides basic materials for the radiation safety management of Cyclotron through the full-scale investigation that is first applied in Korea.
