ISO/TC 307(블록체인/분산원장) 표준기술위원회는 2016년 9월 신설되었으며, 호주에서 사무국을 담당하고 있다. 영국, 미국, 프랑스, 독일등 서방국가들이 적극적으로 표준화 활동을 하며, 기업 측면에서는 IBM, MS사의 활동이 두각을 나타내고 있다. 아직 위원회의 구조와 표준화가 초기 단계에 있지만, 블록체인 기술을 기반으로 활용사례 표준 개발을 병행하여, 표준의 효용성을 높이려는 시도가 진행되고 있다. 중앙집중식의 구조에서 탈중앙구조로 패러다임 전환이 순조롭게 추진되기 위해서는 이제 학문적 기초가 필요하다는 의견이 국제컨퍼런스를 통하여 제시되었으며, 이러한 초기 단계에 한국도 적극적으로 활동하여 경쟁력 있는 특화 부분을 선점하는 전략이 필요하다고 사료되며, 지난 5월 더블린에서 개최된 블록체인/분산원장 기술위원회의 표준화 동향을 살펴본다.

The paper investigates empirically the determinants of standardization activity at the industry level, focusing on market structure. The enactments or amendments of collective standards is used as the proxy variable for standardization activity. The independent variables, in addition to market structure, are technological opportunity, factor intensity, export ratio, and industry characteristics(assembly). We estimated the logistic regression model(so-called Logit), using the pooling data for 9 Korean industries, including foods, textiles, chemicals, nonmetallic minerals, metals, electronics and electrics, machinery, automobiles, and shipbuilding, over 2006-2009. The empirical finding shows that market structure has no any effects on the enactments or amendments of collective standards in Korea. This might infer that oligopolistic firms devote themselves to de facto standards determined by market rather than de jure standards such as collective standards and Korean Standards(KS). Besides market structure variable, whereas technological opportunity and assembly characteristics are likely to relate positively with the enactments or amendments of collective standards, capital intensity and export ratio have no any relationship with industrial standardization, respectively.

This paper discusses an e-commerce system supporting integrated commerce environments. Generally an e-commerce system advances toward supporting multiple commerce environments. We propose a process programming approach to handle the processes in different environments in integrated manner, which makes an e-commerce system support those environments together. We adopt the technologies from Software Engineering Environment(SEE) to handle processes and environments.

Disruptive technology is increasingly gaining attention by industries, standards development organizations (SDOs), academia, government and regulatory bodies due to its massive scope of impact on the incumbents and consumers. Companies that take a lead in new technologies intend to dominate the global market by making their technologies into an international standard. However, they tend to seek ways of by-passing the slow procedures of formal SDOs that often hinder prompt action in response to rapid changes in technology and market situations. In the area of disruptive technologies, there is a need to harmonize standardization efforts in formal SDOs for various companies and stakeholders to reap the benefits of technological development and diffusion of innovation. This paper examines the reasons why standardization is more active using market-based mechanisms than through formal SDOs for disruptive technologies. We conducted a Delphi study to investigate standardization strategies in the area of disruptive technologies. This research found that experts understood the core element of disruptive technologies as creating new markets and changing the competition basis in existing industries through the transformation of consumers' behavior. Based on these core characteristics, experts agreed that flexibility and speed are the most important factors for standardization. Results also show that the perception that standardization activities are not directly connected to companies' profit-making is the key barrier to links between research and companies' participation in standardization. This research provides implications for formal SDOs and policymakers.

국내 가입자 망의 대형 시장을 보호하고 각 기업의 중첩 투자에 대비하고 국제 환경에 효과적으로 대응하기 위한 가입자 망 관련 기술 확보를 위해서는 국내 상황에 필요한 가입자 망 전반에 걸친 구조와 기술에 대하여 표준화가 시급한 실정이다. 다시 말하면 가입자 망의 표준화가 우리의 한정된 기술 개발 자원을 효과적으로 활용, 경쟁력 있는 핵심 기술을 집중적으로 개발하여 국각 경쟁력을 우위에서게 할 뿐 아니라 기술개발 결과물이 조기에 시장 경쟁력을 갖도록 해준다. 가입자 망에 대한 관심이 전세계적으로 매우 높아짐에 따라 ITU-T(International Telecommunication Union-Radio communications Sector), ETSI(European Telecommunication Standards Institute), DAVIC(Digital Audio Visual Council)과 FSAN(Full Service Access Network) Gx와 같은 여러 기관들이 가입자 망의 기능과 구조를 정의하고 있다. 이 논문에서는 각 기관들이 제시하는 가입자 망의 모델에 대해서 살펴보고 국내 상황에 맞는 가입자 망 구조의 표준(안)을 제시한다.

SDN(Software Defined Network) 기술이 미국을 중심으로 먼저 출발하였으며 NFV(Network Function Virtualization) 기술은 유럽을 중심으로 한 SDN의 경쟁적인 기술로 초기에는 인식이 되었으나, 두 기술의 상호 시너지 효과를 고려하여 2013년 하반기부터는 다양한 형태의 협력 방안들이 표준단체, 산업체 및 캐리어들로부터 소개되고 있다. 두 기술이 지향하는 가장 큰 목표는 하드웨어의 의존성을 배제하고 네트워크 및 서비스를 추상화함으로써 캐리어들이 신규 서비스를 Time-to-Market에 맞게 그러면서도 유연하게 출시하고 제어 및 관리를 중앙집중 방식으로 제공하여 CAPEX(Capital Expenditure) & OPEX(Operating Expense)를 최소화 하는데 있다. 본고에서는 이 두 기술의 표준화 및 기술 동향, 그리고 아직은 태동기인 두 기술이 지향하는 다양한 Use Case들과 적용사례를 캐리어 환경 중심으로 살펴보고 향후 상용화 및 산업화에 대한 장 단기 발전 전망에 대해 기술 중심으로 예측해 본다.

A Patent Pool tends to be activated to establish the harmonization in recently standardization activities related to information and telecommunications with patent rights. Recent main examples of patent pool related to telecommunications standardization are concentrated in this paper. We seem to examine the practical meanings of patent pool from review the examples of utilizing patent pool. Those examples are analyzed and presented in this paper as typical construction cases of patent pool by characteristic of formation : The MPEG-2 patent pool which has become a pioneering precedence being managed by establishing MPEG LA as professional and administrative entity having organizied scalef; DVD patent pool which is a type of dividied case of a patent pool; the patent pool of IEEE1394 which was formed by surronding technology market effect outside the entrepreneur; finally the UMTS case in mobile telecommunications area.

As the interest in environmental problems increased, the guideline of effluent qualities becomes strict and the amount of sludge produced from the wastewater treatment facilities steeply increased. The revised Korean acts prohibit the direct reclamation of the sludge exhausted in sewage treatment works from 2003, and the ocean dump of sludge will be also prohibited from 2012. Therefore, the sludge must be recycled, incinerated or composted. To properly perform the utilization and disposal operations, the establishment of well-defined procedures for the characterization of sludge by physical, chemical and biological method and setting up of guidelines for different treatment and disposal routes has become necessary. However, there have not been such standardized methods for sludge characterization in Korea. This review analyzes the present status of establishment and problems of sludge characterization method of Korea. Finally, it was proposed total 15 items of standardized characterization methods suitable to our country for proper sludge recycling and disposal, which was based on the more systematic standard methods of Germany (DIN 38414) and those of advanced nations.
