This study aims at the development of a technique for the optimal water allocation by applying Dynamic Programming Model for the effective usage and rational allocation of water resources, in case of which limited water resources in river basin should be used in several stages. In analytical procedure the possible allocable area was firstly zoned into the four areas: Pohang area ($C_1$), Yeungcheon area ($C_2$), Gyeungsan area ($C_3$), Daegu area ($C_4$), which are located between the Yeongcheon dam and the confluence of the lower Kumho river and the main course of the Nakdong river. Secondly, a return function was determined on the basis of the correlation between the GRP in each area and the amount of water used to it. A DP Model, finally, was applied to the allocation of the water resources according to both their usage and the areas. As a result, the fact has been found that when allocating by the area, $C_1$ could be possibly supplied only with the water resources avaiable from the Yeungchon dam, and the maximum units supplied to $C_1$ should be 240 units ($1unit=10^3㎥$ per day), beyond which we ought to develop an alternative water resources. Also, the return from the allocation by the usage exceeded the one from it by the area. At the same time it was more profitable to limit the water supply to $C_1$ into 217 units. In the allocation by the area 240 units and 80 units, if only the water resources available from the Yeungcheon dam used, and 360 units and 80 units if the Doil dam used additionally, could be supplied to $C_1$ and the lower region respectively. In the allocation by the usage 103 units for industrial water with 33 units for both domestic and commercial water and 183 units, if only the water resources available from the Yeungcheon dam used, and 103 units with 33 units and 304 units, if the Doil dam taken into consideration additionally, could be supplied to $C_1$ and the lower region respectively. Therefore, much more water could be allocated to the region of lower Kumho river if the method of water allocation by the usage.
The liquefaction phenomenon that occurred during the Pohang earthquake (ML=5.4) brought new awareness to the people about the risk of liquefaction caused by the earthquake. Liquefaction hazard maps with 2 km grid made in 2014 used more than 100,000 borehole data for the whole country, and regions without soil investigation data were produced using interpolation. In the mapping of macro liquefaction hazard for the whole country, the site amplification effect and the ground water level 0 m were considered. Recently, the Ministry of Public Administration and Security (2018) published a new site classification method and amplification coefficient of the common standard for seismic design. Therefore, it is necessary to rewrite the liquefaction hazard map reflecting the revised amplification coefficient. In this study, the results of site classification according to the average shear wave velocity in soils before and after revision were compared in the whole country. Also, liquefaction assessment results were compared in Gangseo-gu, Busan. At this time, two ground accelerations corresponding to the 500 and 1,000 years of return period and two ground water table, 5 m for the average condition and 0 m the extreme condition were applied. In the drawing of liquefaction hazard map, a 500 m grid was applied to secure a resolution higher than the previous 2 km grid. As a result, the ground conditions that were classified as SC and SD grounds based on the existing site classification standard were reclassified as S2, S3, and S4 through the revised site classification standard. Also, the result of the Liquefaction assessments with a return period of 500 years and 1,000 years resulted in a relatively overestimation of the LPI applied with the ground amplification factor before revision. And the results of this study have a great influence on the liquefaction assessment, which is the basis of the creation of the regional liquefaction hazard map using the amplification factor.

Objectives: This study was conducted to understand the recognition on brucellosis in rural communities and to apply the results to counterplan for brucellosis control and prevention. Methods: The authors conducted a questionnaire survey from September 8 to 13, 2004 among the residents in 2 rural communities: 507 people at Gigye-myeon and 521 people at Buk-myeon. The authors developed a questionnaire which investigated age, gender, general recognition of brucellosis, status of cattle breeding, compensation for loss due to brucellosis and so on. Results: The study group contained 195 (19.0%) stock breeders (veterinarians and cattle merchants were included) and 833 (81.0%) non-stock breeders. For the question, 'Have you ever heard about brucellosis or do you know about brucellosis?', 283 respondents (27.5%) replied affirmatively. For the question, 'Do you know that pregnant women who suffer brucellosis may have a miscarriage?', 98 respondents (35.1%) replied affirmatively. For the question, 'Have your cattle ever aborted or calved a premature calf?', 28 respondents (14.9%) replied affirmatively. For the question, 'Have you ever handled an abortus or a premature calf with your bare hands?', 10 respondents (5.3%) replied affirmatively. For the question, 'Do you know that the government compensates for slaughter loss due to brucellosis?', 46 respondents (25.0%) replied affirmatively. Conclusions: Many people were ignorant about brucellosis. Therefore, their ignorance must be corrected by a publicity campaign. Some stock breeders handled the cattle abortus with their bare hand. Stock breeders must wear protective equipment during working. The authors expect that this study will assist in establishing both a safe cattle breeding environment and preventive strategies for diminishing the incidence of brucellosis.

This paper summarized the research papers on weather extremes that occurred in the Republic of Korea, which were published in the domestic and foreign journals during 1963~2022. Weather extreme is defined as a weather phenomenon that causes serious casualty and property loss; here, it includes typhoon, heavy rain, drought, heat wave, cold surge, heavy snow, and strong gust. Based on the 2011~2020 statistics in Korea, above 80% of property loss due to all natural disasters were caused by typhoons and heavy rainfalls. However, the impact of the other weather extremes can be underestimated rather than we have actually experienced; the property loss caused by the other extremes is hard to be quantitatively counted. Particularly, as global warming becomes serious, the influence of drought and heat wave has been increasing. The damages caused by cold surges, heavy snow, and strong gust occurred over relatively local areas on short-term time scales compared to other weather hazards. In particularly, strong gust accompanied with drought may result in severe forest fires over mountainous regions. We hope that the present review paper may remind us of the importance of weather extremes that directly affect our lives.
In this study, characteristics of various stability indexes (SI) and environmental parameters (EP) for the lightning are analysed by using 5 upper air observatories (Osan, Gwangju, Jeju, Pohang, and Baengnyeongdo) for the years 2002-2006 over South Korea. The analysed SI and EP are the lifted index, K-index, Showalter stability index, total precipitable water, mixing ratio, wind shear and temperature of lifting condensation level. The lightning data occurred on the range of -2 hr~+1 hr and within 100 km based on the launch time of rawinsonde and observing location are selected. In general, summer averaged temperature and mixing ratio of lower troposphere for the lightning cases are higher about 1 K and $1{\sim}2gkg^{-1}$ than no lightning cases, respectively. The Box-Whisker plot shows that the range of various SI and EP values for lightning and no lightning cases are well separated but overlapping of SI and EP values between lightning and no lightning are not a little. The optimized threshold values for the detection of lightning are determined objectively based on the highest Heidke skill socre (HSS), which is the most favorable validation parameter for the rare event, such as lightning, by using the simulation of SI and EP threshold values. Although the HSS is not high (0.15~0.30) and the number and values of selected SI and EP are dependent on geographic location, the new threshold values can be used as a supplementary tool for the detection or forecast of lightning over South Korea.

Objectives: Traffic accidents often occur to power tillers without reflective light in the dawn, evening and night. Because of this reason, there has been a 'campaign to attach reflective lights' to power-tillers in recent years. Therefore, the authors investigated the relationship between reflective light and traffic accidents involving power-tillers. Methods: We defined traffic accidents of power tillers as those cases of rear-end collision by a car in the dawn, evening or night. According to our definition, four cases were confirmed in Hyungok-myeon, Gyeongju and five cases in Gigye-myeon, Pohang. We selected a control group from people in the same village with similar age, sex, driving history and education. Results: The study group contained 9 accidents and 36 non-accidents. Power tillers with reflective light were 32 cases (72.7%) of 44 cases (excluded one case due to death). Of those, the status of reflective light was 'clean' in 18 cases (56.3%). The recognition that reflective light can prevent accidents was 'Yes' in 26 cases of 44 cases (59.1%). The recognition of the 'campaign to attach reflective lights' to power tillers was 'Yes' in 38 cases of 44 cases (86.4%). The recognition about the safety regulation of driving power-tillers was 'Yes' in 32 cases of 44 cases (72.7%). Odds ratio of traffic accidents for no reflective light was 7.00 (95% CI: 1.06-58.37). Conclusions: Although the 'campaign to attach reflective lights' to power tillers are going on, its effectiveness may unknown. Therefore, more extensive epidemiologic study is needed into the relationship between reflective light and power tiller traffic accidents, with effective administration of the government and the attention of medical persons.
These studies were carried out to know the measure of damage having an effect on the ornamental trees owing to sulfurous acid gas($So_2$) which injures much forest trees among air pollutions in south area of Korean and to know the difference of smoke resistance on the five representative species among them and therefore to establish the preventive measure of air pollutions in industrial complex of south area of Korea by the ornamental trees. The reaction formula utilized was $Na_2So_2+H_2So_4$$Na_2So_4+H_O+So_4$. The results obtained were as follows. 1) The ornamental trees surveyed in the industrial complexes of Ul-San, Chang-Won and Po-hang belonged to 51 species, 161,699 trees in all. The most five species among 51 sorts of woody plants were Populus tomentiglandulosa, Buxus microphylla, Forsythia korenan, Juniperus chinensis and Pinus densiflora. 2) The relation between the concentration of sulfurous acid gas($So_2$) and the damage rate upon investigation in each species: In case of low concentration the destructive quantities of cells of woody plants, and the more increased the concentrations, the more increased the amount of damage. 3) The difference of smoke resistance among five species showed to be the strongest in Buxus micorphylla, the second rand Pupulus tomentiglandulosa, the third rand Forsythia koreana, the fourth rank Juniperus chinensis and the weakest in Pinus densiflora. 4) The ornamental trees of industrial complex expecially in south area of Korea in future should be planted gradually broad-leaved trees which have strong sprout, smoke resistance and thick leaved rather than comifers. 5) I think that the area of city forest in industrial complex requires about $50m^2$ per head of population and about 100m width of green belt between industrial area and residential district.

Recent earthquakes in Gyeongju and Pohang have raised interest in liquefaction in South Korea. Liquefaction, which is a phenomenon that excessive pore pressure is generated and the shear strength of soil is decreased by repeated loads such as earthquakes, causes severe problems such as ground subsidence and overturning of structures. Therefore, it is necessary to identify and prepare for the possibility of liquefaction in advance. In general, the possibility of liquefaction is quantitatively assessed using the Liquefaction Potential Index (LPI), but it takes a lot of time and effort for performing site response analysis which is essential for the liquefaction evaluation. In this study, a simple method to evaluate the liquefaction potential without executing the site response analysis in a downtown area with a lot of borehole data was proposed. In this simple method, the correlation between the average shear wave velocity of the target location ground and the LPI divided by thickness of liquefiable layer was established. And the applicable correlation equation for various rock outcrop accelerations were derived. Using the 104 boreholes information in Seoul, the correlation equation between LPI and the shear wave velocity (ground water level: 0m, 1m, 2m, 3m) is obtained and the possibility of liquefaction occurrence in Seoul and Gyeongju is evaluated. The applicability of the proposed simple method was verified by comparing the LPI values calculated from the correlation equation and the LPI values derived using the existing site response analysis. Finally, the distribution map of LPI calculated from the correlation was drawn using Kriging, a geostatistical technique.
Gangnam-gu, where the survey of residents' consciousness has been made in this study, is the district shows the highest rate of the energy consumption and greenhouse gas emission per unit area except some industrial districts such as Gwangyang, Ulsan, and Pohang. The greenhouse gas emission amount of Gangnam-gu is 4,863,765 $tCO_2$ which accounts for 10 % of the total discharging amount of Seoul, 50,330,356 $tCO_2$, which is ranked the top greenhouse gas emission rate in the commercial category and the 2nd place in the household category. The average recognition rate for the 5 subjects of the global warming phenomenons has indicated to be 83.58%. A survey questioning about the main agent to reduce the greenhouse gas, in all age groups except 20s have replied that it should be done by themselves, the residents of Gangnam-gu. For the question of the role of local government to respond to the climate change, the necessity of establishing infrastructure which is suitable for walking and biking. For the other question about the educational facilities to cope with the climate change, many answered the relevant education should be processed from the middle and high schools. For the practical activities in daily life to respond to the climate change, many replies have shown that the energy and resource conservation has been practiced pretty well broadly, but the ecomileage (former carbon mileage) has not been practiced well. Also, many replies have pointed that there were no benefits or rewards for the people who practiced the eco-mileage in their daily lives, which indicates that a kind of incentive is necessary for the efforts to respond to the climate change from the local government to execute the policy substantially and effectively. This study has the purpose to search the political countermeasures to improve the potentiality to reduce the green house gas emission rate through the residents conscious survey about climate change and the political solution by the local government to improve the certain items which showed the lower awareness rate.
We have studied the orientational characteristics of microcrack frequency, it's length and density in Tertiary crystalline tuff from the northeastern part of the Gyeongsang Basin. 134 sets of microcracks on horizontal surfaces of 3 rock samples from Heunghae-eup were distinguished by enlarged photomicrographs of the thin sections. The variability in patterns among microcrack length-frequency histograms for three rock samples from different altitudes were derived. The pattern of histograms changes progressively from negative exponential form to log-normal form in proportion to altitude. The distribution pattern for rock sample no.1 from lower altitude shows the broad length distribution characterized by higher mean and median, and higher standard deviation. Meanwhile, this distribution pattern corresponds with characteristics of joint length distribution in sedimentary rocks of the lower part of the Gyeongsang Supergroup. The occurrence frequency of shorter microcracks increases toward both NW and NE directions from the $N0{\sim}10^{\circ}W$, with the dominant direction of $N80{\sim}90^{\circ}W$ and $N80{\sim}90^{\circ}E$, respectively. This distribution pattern represents the relative differences in formation timing among microcrack sets and the result of the new initiation of shorter microcracks. Meanwhile, the longest microcracks within $N60{\sim}70^{\circ}W$($L_{max}$:1.18 mm) and $N0{\sim}10^{\circ}W$($L_{max}$:0.80 mm) directions are seen, but this kind of microcracks are very limited in number. Whole domain of the directional angle($\theta$)-frequency(N), length(L) and density($\rho$) chart can be divided into five sections in terms of phases of the distribution of related curves. From the distribution chart, density curve shows five distinct peaks in the WNW-ESE($N70{\sim}80^{\circ}W$), NS~NNE-SSW($N0{\sim}10^{\circ}W$, $N10{\sim}20^{\circ}E$), ENE-WSW($N50{\sim}60^{\circ}E$), and nearly EW($N80{\sim}90^{\circ}E$) directions, respectively. Especially, main directions of faults correspond with the directional angle showing high density. Consequently, these distribution patterns of density curve reflect the representative maximum principal stress orientations suggested in previous studies.
