학교 유휴시설 활용 생활형SOC사업 정책 방향 연구 - 일본 유휴교실 및 폐교 활용을 중심으로 - (A Study on the Policy Direction of the Life-style SOC Project Using School Idle Facilities - Focusing on the Use of Idle Classes and Closed Schools in Japan -)

  • 본 연구는 초·중등학교의 유휴시설 활용에 적합한 지역사회 생활 SOC 사업의 종류와 운영 제안을 하기 위한 연구이다. 이를 위해 일본 유휴교실 및 폐교 활용 사례 분석을 통해 지역적 특성에 따른 바람직한 활용 시설의 종류와 운영 방안을 분석하였다. 연구 결과 구도심 및 읍면등 주민의 접근성이 우수한 지역의 경우 주민의 생활편의시설의 일환인 도서관, 창업상담 및 전시공간 및 평생교육 등이 바람직하고 인구 감소가 높은 면 지역 등 농·산촌 지역의 경우 지역사회 전통 체험 교육장 등 가족과 함께 할 수 있는 시설들이 활용되고 있음을 알 수 있었다.

  • The conservation or practical use of a lot of closed schools which occurred from 1982 all over the country by governmental policy has been becoming important concerns to local resident and community with economical and administrative interest. A lot of examples, sold or rented to public institutions or a person, which have been using by welfare facilities for inhabitants, facilities for education, youth, company, culture and art, and other use, could be found. It could be said that the process of user's participation of these examples is very high, that is, a lot of examples of our surrounding is applied with ecological concept have participated by most users and local residents directly to architectural repair and renewal process, and practical use. In this background, I choose total five examples more than one by Chungbuk, Chungnam, Jeonbuk, Jeonnam district to investigate examples of closed schools applied ecological architectural concept and I researched reconfiguration of site, change of exterior or interior material, application of ecological system, and role as local community.

폐교 활용을 위한 대구지역 폐교의 배치유형 분석에 관한 기초 연구 - 교육과정 변화를 중심으로 - (Basic Study on the Arrangement Type Analysis of Closed School Facility According in Daegu Area -Focused on the Curriculum Changes-)

  • Since the Standard Design Guide in 1962 and "School Facility Facility Standard Regulation" established in 1969, the elementary school facility in Korea has been amended and complemented. The modern pilot school was started in 1991 and every elementary school facility has been designed based on the modern elementary school from 1994. At present, 8 out of 28 closed schools occurred in the downtown area in Daegu. One of them is located in rent and 7 are used by themselves. The rest 20 schools are located in Dalsung-gun and most of them have old buildings of straight plane shapes built in 1940s. The purpose of this basic study is to pursue the changing process of closed schools based on policy changes of curriculum and to seek the qualitative change when using closed schools. In addition, it is to prepare the using measures when the school close is occurred in the downtown area in the future by classifying and analyzing plane types according to their types.

  • Many closed schools of about more 3,000(2006 year) have occurred all over the country according to governmental policy of 1982. These closed schools were sold or rent to institution, local government, and a private, and are used by various usage such as novitiate, institution, educational facility, art creation facilities, warehouse, and factory. But, unimproved closed school facilities are still reaching for about 450. Among practical use example of such closed school, alternative educational facility, practice facilities, art creation facilities etc. with closed schools which have general surrounding natural landscape and environment uses well preserved were applied consciousness and the practice about environmental problem to ecological concept. Also, a lot of discussions about ecological concept and study for desirable solutions about practical use of closed schools example have been achieved. However, it is hard to find various ecological practical use examples at filed. In such background, this research wishes to investigate changing space and facilities variously and its usage which is applied ecological concept with regional closed schools.

폐교량 실험을 통한 무기저 손상 진단 기법의 검증 (Validations of Reference-Free Crack Detection Technique through a Decommissioned Bridge Test)

  • 무기저 손상 진단 기법은 능동센서를 이용하여 과거의 기저자료와 현재 상태에서 취득한 유도파의 정보를 비교하지 않고, 구조물의 현재 상태에서 취득한 신호만을 분석함으로써 구조물의 상태를 진단하는 기법이다. 온도 변화 및 하중 변화 등의 외부 환경의 변화에 민감한 유도파의 특성으로 인하여 기저자료를 이용하는 과거의 방법론은 현실적용성이 떨어질 우려가 있다. 본 무기저 손상 진단 기법은 외부 환경적 영향을 최소화함으로써 구조물의 상태를 효율적으로 진단할 수 있다. 최초, 본 연구진에서 제안하였던 무기저 기법은 두 쌍의 능동센서를 구조물에 양면 대칭으로 배치시켜 능동센서의 극성을 이용한 방법이었다. 하지만 실제 구조물의 양면에 완벽한 대칭성을 유지하며 능동센서를 배치시키는 것은 사실상 불가능하다. 이와 같은 한계점을 극복하기 위해 신개념의 듀얼 능동센서를 활용한 무기저 손상 진단 기법이 제안되었고, 수치해석 및 연구실 환경에서 제한적으로 그 실용성이 검증되었다. 본 논문에서는 무기저 손상 진단 기법의 실 구조물에의 적용성을 폐교량을 대상으로 검토하였다. 특히, 보강재를 포함하는 영역에서 본 기법을 적용함으로써 실제 구조물에 적용 가능성을 검증하였다.

폐교활용 교육시설의 현황분석 및 기본계획에 관한 연구 (A Study on the Analysis of Current Situation of the Closed School Application Educational Facilities and General Plan)

  • The educational facilities is the facility wining the specific gravity which is the most abundant by 269s (25.5%) among the godfather lease application facilities (1056)s of the abolition of school. In case of reusing the closing down a school as the educational facilities there is no legal matter which is under the separate punishment in comparison with the other facility according to the materials of the Ministry of Environment in 2013, and I am analyze that minimum cost is spent on a remodeling and it is most much used. The pattern study thinks about a purpose with the master plan through the plan characteristic derivation according to the analysis of current situation of the domestic closing down a school application educational facilities in which the related study is nonexistent and type in the educational facilities plan of the closing down a school still afterward in being utilized for reference data and guide book.

SI(Skeleton/Infill)이론을 적용한 폐교활용의 워크숍 방법론 (Workshop Method Adaptation of SI Theory for Applying Closed Schools)

  • Despite the high historical and topological values, closed schools are rarely reutilized. The reason can be likely explained by integrity of the building structure and unawareness of the operation and maintenance for closed schools. The purpose of this study is finding a possibility of reusing closed schools by deploying SI (Skeleton and Infill) theory. SI theory is separating the "skeleton" like structure from "infill" such as interior furnishings to extend building life without complete demolishing of the building. It will allow satisfying various local community demands by alternating infill without demolishing of historical and topological value of the building. The experimental test was undertaken with closed school for this study. The local community's demands or opinions were reflected to develop a strategy for deploying infill system especially movable storage furniture to closed school. The study finds possibilities that SI theory can assist local community to 1) construct potential demand for utilizing closed school and 2) suggest strategy for operating and maintaining closed school.

대구도심 폐교시설 활용방안에 관한 연구 (A Study on the Reuse of School Facilities in the Downtown Deagu)

  • This study is processing to analyze the causes and to suggest the solution about extension of closed schools which comes from urban decay in the city. The meaning of this report is based on the purpose to help the substantial application of the equipments of closed schools. This is used by groping the composite application scheme for improving the values of recycling facilities of closed schools which is according to abolition and amalgamation. To complete the purpose of this report, many documents, records and corroborative evidences were used to process this study. We suggest the program that is available to invest space. That is analyzed the environment and the social application that the building has is proper or not.

  • Due to the fact that there are low birth rate and longer life longevity, schools have been shutting down and converted into welfare facilities. However, most of researches about utilizing closed down school are focused on case researches or architectural planning and design. Moreover, majority of existing welfare centers for the aged are not designed with the flow of human traffic in mind, which means there is no consideration of physical or psychological characteristics of elderly people. That fact leads to increasing number of shutting down welfare facilities. Therefore, this thesis will present the necessity of effective space allocation, extension and reconstruction for residents in aged care by analyzing space using index of space syntax with depth-map software.

  • The purpose of this study is to suggest types and a model of utilization of abolished school as facilities of the aged in rural area. There are various types of abolished school. One of them is the facilities of the aged. It is not general type, but special case according to regions. So, this study is focused on the possibility of utilization for it. We expect that abolished school make an offer a type of facilities of the aged. By surveying exterior and interior space, and analysing the actual conditions of facilities and data of various types, I propose types of abolished school, design factors and model of using facilities of the aged.
