Today the ocean is a treasure trove of the resources that prosperous country and the passage of the trade to lead the world economy. Due to the development of the latest science and technology, human activities are increasingly expanding into the ocean from land. Modern east Asian countries have also recognized the value of the ocean and competitively pursue their own interests at sea. For this reason, the conflict between the East Asian countries is rising. On the other hand, the means of International organizations and maritime security to resolve these issues are very limited. In order to solve this problem, we should reexamine the scope and agenda of the maritime security issues, and re-evaluate the process and results of the various security cooperation which have been implemented. If we solve these problems successfully, the troubled Asian waters will be changed to 'sea of peace and prosperity'.

This study examined with a view to legal system how to get over the adaptation problem as well as protection of human right about the cases of marriage immigration have sharply increased in Korea through Globalization and this brought about serious matters to multi-cultural families : disguise marriage, contract marriage, frequent divorces, especially conflict, violence, maltreatment of couple is guaranteed efficiently include against mankind universal value regardless of race, class, region undergoing farm village female marriage immigrants by cultural difference. This study is when the families of the marriage immigrants are left unattended in the state of the crisis, it definitely seems to be a serious obstacle for social integration and cost vast social expense. Therefore, I suggest the problems of multi-culture family support law and improvement plans for Marriage bureau agency management law and nationality Act through a comparative method about legislation of each country which has dealt with a phenomenon called 'multi-cultural Society' and fact-finding of female marriage immigrants in Gwang-ju Metropolitan City, professing "the city of human right".

This research shows that Mozi setting forth a military thoughts will be discussed and lighted up in modern value. Mozi's theory on a military was formed in order to protect weak people from the strong in the basis of his philosophy of not attacking. It is different from the art of war for attack. There are some merits in Mozi's strategy of war that we have to take notice of. First of all, Mozi indicated that married women, the old and children was provided with specific roles in the war times. Especially, married women' parts will be equal to men. The old and children should usually be respected for the government to offer them important roles in the war time. Therefore, this paper will be showed in the respect of Mozi's thoughts that is considered as human being's fundamental rights in terms of ensuring the weak's rights. Furthermore, Mozi's theories on technology from loving the civil was applied to defensive fight and his advanced arms was arranged in the actual fight. However, his arms could be useful to the only defensive fight. This case was reflected as Mojia's theories that science is sincerely useful toward the civil. There will be some small or large wars in the future. Mozi's theories based on a military peaceful thoughts that everyone ought to be loved without discrimination should be highly valued when all wars will take place for the purpose of their own profits.

Southern Louisiana has one of the largest Vitnamese refrgee neighborhoods after the mid-1970s. It is impressive that one of their adaptive strategies comes from their religious lives which are centered on either Catholicism or Buddhism. The Buddhism community, especially, exhibits an exotic symbolic system of value and attitude, and thus contributes to cultural diversity in the adopted country. The landscape of the Buddhist temple is a visible symbol to them that the host socirty accepts their maintenance of their own cultural identity and that they are also an integral part of American society. Their making-place and being-in-place procedures, although their culture is being transformed in the original shape, put an emphasis on interaction with the host xociety. These procedures have been facilitated by consolidating their identity as a minority group as well as by interacting with the host society. The on-going influx of foreign immigrant groups seems not to drive them to assimilate into the melting-pot society, but to contribute to contribute to the increase in the cultural diversity of the United States.

This study proposes to secure the necessity and possibility of creating a footwear-only district utilizing the Kaesong Industrial Complex, a special economic zone in the North Korea. This is a policy proposal to explore strategic values for revitalizing the Korean footwear industry through a win-win cooperation model between the South and North Korea. With SWOT-AHP analysis method, we are planning to establish a strategy to utilize the footwear-only complex in Kaesong Industrial Complex for sustainability of the footwear industry. It presents a direction to overcome the industrial structural problems that the domestic footwear industry is facing with the aspect of the possibility of inter-Korea cooperation. As a result of the analysis, the 'SO strategy' is a proposal to establish inter-Korea cooperation K-shoe belt through footwear clusters in the two Koreas. The 'WO strategy' is an internationalization strategy of the Kaesong footwear-only complex. The 'ST strategy' is the use of flexible governance in the creation of a footwear-only complex for the relief of sanctions against North Korea. The 'WT strategy' is a paradigm shift in the perception of the peace economy in the footwear industry of inter-Korea for the re-opening of the Kaesong Industrial Complex.

The Conception of the Dao(道) have a large number of implication. The Dao is Taoism's representative concept, also the Confucianists considered the Dao important. But relatively the Confucianists emphasize the way of Human(人道), Taoists stress the way of Heaven(天道) The Justice is the western philosophical conception. The Justice is necessary for the peace and prosperity in interindividual, inter-social, and international. If closely consider, We can explain the real nature of Justice from the Dao, and know practicing the Dao is namely practicing the Justice. In this paper, I studied the conception of Dao and it's meaning in the philosophy of Lao-tzu (B.C. 604?~531?) and Confucius(B.C. 552~479), and researched the method of practicing the Justice. Through this study, I ascertain that Confucian's the way of Human is the Benevolence(仁), practicing the Benevolence is namely practicing the Justice. And Lao-tzu's he way of Heaven is the real nature of Justice, Nature itself remained intact(無爲自然) is namely practicing the Justice.

This paper aims at studying how to express and be used the characteristics of New age consciousness in the popular culture. New age consciousness is used interchangeably with new age movement. The philosophy of new age is based on humanism, which the infinite potential power of human can change the human himself and the earth forward to be shown the new age of peace, hope and love in an instant. This consciousness is based on the Western secret art and Eastern consciousness against the Christianity and has begun to develop in the alternative religion influenced by Postmodernism and Counterculture movement on 1970's which is against the corruption of American society on 1960's. However, new age consciousness has tried to change to a social movement for the culture, the peace, the happiness of mankind and the healing society rather than a religion idea because of the limitation of the theory itself. Nevertheless, the new age culture contains the characteristics of the religion, and the characteristics has been easily borrowed to the mess media and infiltrated to us. In a broad sense, the religion includes both own religion beliefs and behavior and the social movements and tendencies about the established religion which pursues the holy and the highest value. The religion is valued as a complex culture phenomenon, which the religion presents the right direction and the meaning of life as well as contributes to the maintenance of social order and the social unification. For this reason, the religion and the culture have a deep relationship between mess media and needs to be captured and listen to religious longing lurking deep within the human consciousness in order to give the audience impressed and fun. In the study, the characteristics of New age such as reincarnation, illusion, meditation, monism and pantheism is analyzed for what affects students studying mess media and the popular culture. And then the study is analyzed the characteristics of new age consciousness in the animation through 'Avatar'. This study shed new light on the influence of religion which is ideological identity of popular culture, and I expect to be a little help to have the insight to examine the mess media with a various angles.

고도화 및 가시화되고 있는 북한의 '잠수함발사탄도미사일(SLBM: Submarine Launched Ballistic Missile)'위협에 대응하기 위한 효과적인 전략수단으로써 핵추진잠수함의 필요성에 대한 국민적 관심이 고조되고 있다. 핵추진잠수함의 전략적 가치에 대한 논의가 활발히 진행되고 있는 가운데, 주변국과의 갈등과 국제사회의 비핵화 규범의 미 준수 논란 등 핵추진잠수함 확보과정에서 야기될 수 있는 대·내외의 정치·외교적 파장에 대한 우려의 목소리 또한 높아지고 있다. 그러나, 핵추진잠수함의 필요성 및 확보와 관련한 지금까지의 대부분의 논의들은 한국의 '내부적 논의(Just our own scenario)'에 그치는 한계를 보이고 있다. 전략무기체계로써의 상징성과 그에 따르는 대외적 민감성을 고려 시 일방적이고 독자적인 핵추진잠수함 확보노력은 과정상의 시행착오와 불확실성을 더욱 가중시켜 정책적 실패로 귀결될 수 있는 위험성을 내포하고 있다. 특히, 한반도 평화와 아태지역의 안전보장이라는 공동의 전략적 목표를 공유하고 있는 동맹국인 미국의 공감대와 지지가 뒷받침되지 않은 독자적인 핵추진잠수함 확보노력은 큰 난항이 예상되며 자칫 서로간의 '전략적 신뢰(Strategic Trust)'를 무너뜨려 '한미동맹의 결속력(Alliance Cohesion)'을 약화시키는 요인으로 작용할 수 있다. 미국의 동의와 지지에 기반한 핵추진잠수함 확보를 위해서는 한국의 핵추진잠수함 확보가 동맹의 전략목표 및 미국의 전략적 이해관계에 미칠 수 있는 긍정적, 부정적 효과에 대한 충분한 검토와 논의가 선행되어야 한다. 한미동맹의 공동의 전략목표와 미국의 전략적 이익에 상충하는 한국의 핵추진잠수함 확보시도는 성공 가능성이 낮기 때문이다. 본 연구에서는 현실화되고 있는 북한의 핵위협에 대응하고 지역안전보장에 기여할 수 있는 미국과의 연합방위력 증강차원에서의 한국의 핵추진잠수함의 전략적 효용성을 분석하였다. 더불어, 한국의 핵추진잠수함 확보과정에서 야기될 수 있는 대·내외의 기술적, 정치·외교적 사안들을 살펴본 후 한미동맹 차원에서의 정책적 해결방안을 제시하였다. 연구목적을 위해 유사한 역사적 사례연구를 통해 교훈을 도출하였으며, 미국 오바마 1기 행정부에서 미국의 아태지역 및 대북정책을 주도한 전 미국 국무부부장관 제임스 스타인버그(James Steinberg) 및 여러 미국 내 한반도 전문가들의 의견을 수렴하였다. 본 연구가 한국의 핵잠수함 확보를 위한 한미간 발전적 논의의 시발점이 되기를 기대한다.

In this article, I studied how we can heal resentment (㝨) and regret (恨) in the present and future world that are deeply rooted in our society, and I sought out the theoretical and practical measures to realize peace and mental well-being of the Korean people. For this purpose, firstly, I reinterpreted the content of 'Hongik Ingan Humanitarianism (弘益人間)' as an idea and its practical methods into a critical perspective, and confirmed that it is the ideological and emotional root of the Korean people. And I looked at concrete action plans for the present and in the future. Next, I studied the contents of the 'Accompaniment Society (大同社會)' for studying abroad and how to realize its ideals. Through this process, it was confirmed that Accompaniment Society is also deeply rooted in the sentiments of the Korean people. I also found out that more active and practical theoretical methodological studies are necessary to heal the resentment and regret common in our society. Lastly, I studied the fundamental and essential meaning of 'The Resolution of Grievances for Mutual Beneficence (解冤相生),' the major, representative concept of 'The Truth of the Great Itineration (大巡眞理).' Through this process, I confirmed the possibility that the Resolution of Grievances for Mutual Beneficence could be transformed into a universal value and could be sublimated to a practical norm in the future. In particular, I found that the logic of "the Resolution of Grievances for Mutual Beneficence" is highly practical in resolving feelings of resentment in the Korean people. Through the above study, 'The Resolution of Grievances for Mutual Beneficence' of 'The Truth of the Great Itineration' can emerge as a 'win-win' system of ethics in the future through the synthetical comprehension of the ideals of 'Hongik Ingan Humanitarianism' and Accompaniment Society.

In this paper, I have attempted to show how the environmental controversy surrounding the Saemangeurn Reclamation Project in Korea has been framed as narrow scientific debates. First of all, science, or specifically the Expert Review Pane, has played dual roles in the controversy. On the one hand, it has contributed to illuminating the future environmental impacts of reclamation, by so doing, to providing a momentum to reconsider the project. This has significant meaning that environmental concerns successfully checked the symbolic national project of developmental era through adopting a joint-investigation scheme that guaranteed participation of environmental groups on an equal footing with the government. On the other hand, by limiting the scope and participants of discussion, it fundamentally blocked the possibilities of public debates and deliberative decision-making with full considerations of the political, social, and cultural aspects of the controversy. I have shown that this is due to the realist belief shared by both the developers and the environmentalists in Korea that 'proper' science would disclose the truth. Environmental groups, in particular, were naive in evaluating the role of scientific expertise in the controversy and neglected the political role of the Expert Review Pane as a ritual. In opposition to the realist argument, I have shown through the analysis of the water quality debates concerning the future fresh water lakes that scientific 'facts' were not discovered but constructed through complex negotiations, conflicts, and compromises among related actors. The framing of the controversy as an experts' debate has resulted in the exclusion of an important actor from the discussion. Little attention has been paid throughout the controversy to the very people who have lived in the Saemangeum area for generations and will lose their livelihood all together soon. About 20,000 fishermen are living on the Saemangeum tidal flats.
