The objective of this study is to build a methodology for evaluating intelligent transportation systems (ITS) projects, by selecting measures of effectiveness (MOEs) and developing an approach to collect and process traffic data. While reviewing the existing MOEs and evaluation methodologies for ITS projects, several problems were found, such as the complication in delineating study areas, the absence of standardized evaluation methodologies, and the duplication in selecting MOEs. To tackle these problems, two MOEs capable of directly evaluating traffic conditions were chosen: i.e., average vehicle speed and traffic volume. Both MOEs can not only include all the functions of the existing MOEs, but also be simpler and more objective in evaluating real traffic conditions. The traffic volume can be measured by using either "cordon line" or "all point average" methods. On the other hand, measuring the average vehicle speed depends on site-specific characteristics such as traffic flow states (interrupted or uninterrupted) and traffic conditions (congested or uncongested). The present methodology is easily understandable for anyone and applicable for any ITS project, and is also expected to contribute to building a standardized evaluation system.
The Purpose of this study is to test whether Braess Paradox (BP) can be revealed in a real world network. Fer the study, Namsan 2nd tunnel case is chosen, which was shut down for 3 years for repair works. The revelation of BP is determined by analyzing network-wise traffic impacts followed by the tunnel closure. The analysis is conducted using a network simulation model called SECOMM developed for the congestion management of the Seoul metropolitan area. Also, the existence of BP is further identified by a before-after traffic survey result of the major arterials nearby the Namsan 2nd tunnel. The model estimation expected that the closure of Namsan 2nd tunnel improve the network-wise average traffic speed from 21.95km/h to 22.21km/h when the travel demand in the study area and congestion Pricing scheme on Namsan 1st & 3rd tunnels remain unchanged. In addition, the real world monitoring results of the corridors surrounding Namsan 2nd tunnel show that the average speed increases from 29.53km/h to 30.37km/h after the closure. These findings clearly identify the BP Phenomenon is revealed in this case.

This study aims to calculate optimal travel speeds based on analysis of the AVI data collected in the uninterrupted traffic flow, and the results are as follows. Firstly, we looked into the distribution of the sectional travel times of each probe vehicle and compared the difference in the sectional travel speeds of each probe vehicle. As a result, it is shown that outliers should be removed for the distribution of the sectional travel times. Secondly, there were differences among type 1(passenger automobiles) & type 2(automobiles for passengers and freight) and type 4(special automobiles) in the non-congestion section. thus it was revealed that there is a necessity to remove type 4(special automobiles) when calculating the sectional travel speeds. Thirdly, Based on the results of these, the optimal outlier removal procedures were applied to this study. As a result, it showed that the MAPE was between 0.3% and 2.0% and RMSE was between 0.3 and 2.3 which are very similar figures to the actual average traffic speed. Also, the minimum sample size was satisfied at the confidence level of 95%. The result of study is expected to serve as a useful basis for the local government to build the AVI. In the future, it will be necessary to study to integrate AVI data and other data for more accurate traffic information.

This study was conducted with the aim of developing a system to collect taxi GPS probe information to prevent link defects and to improve the accuracy of the standard link-based travel speed by determining when to go into and come out the link. For this purpose, a framework and algorithm consisting of a five-step process for standard link-based map matching and individual vehicle travel speed are presented and used it to calculate the average travel speed of the service link. Two on-site surveys of Teheran and Hakdong-ro were conducted to verify the results by the methods proposed in this paper. On the basis of the overall time of the field survey, the deviation in the travel speed was 0.2 km/h and 0.6 km/h, the accuracy was 99% and 96%, and the MAPE(Mean Absolute Percentage Error) was 1% and 4% in Teheran and Hakdong-ro, respectively. These results were more accurate thand those obtained using conventional methodologies without standard links.

Travel delay (TD) denotes a time difference between the running time of vehicle with a normal speed and the travel time of vehicle with a reduced speed for traversing the same segment of roadway, and is sometimes used as a measure of time delayed in the junction or bottleneck areas of roadway. Urban freeways in the foreign countries are often suffering from traffic delay within the entrance and exit ramp junction influence areas, as a freeway with the speed limit of 80 km/h or higher only during the rush hours, but those in our country are especially experiencing severe traffic delay on the mainline segments as well as within the entrance and exit ramp junction influence areas, as a freeway with the speed limit of 80 km/h or less regardless of the rush hours. So, the purpose in this study is to develop the models that could predict the travel delay within the ramp junction influence areas of urban freeway having the geographical features which differ from the expressway, and also examine the validity of the travel delay predictive models developed.

As the part of study which handles the measure to use the individual vehicle information of taxi GPS data on signal controls in order to overcome the limitation of Loop detector-based collecting methods of real-time signal control system, this paper conducted series of evaluations and improvements on link travel time, queue vehicle time estimates and traffic condition decision algorithm from the research introduced in 2016. considering the control group and the other, the link travel time has enhanced the travel time and the length of queue vehicle has enhanced the estimated model taking account of the traffic situation. It is analyzed that the accuracy of the average link travel time and the length of queue vehicle are respectably both approximately 95 % and 85%. The traffic condition decision algorithm reflected the improved travel speed and vehicle length. Smoothing was performed to determine the trend of the traffic situation and reduce the fluctuation of the data, and the algorithms have refined so as to reflect the pass period on overflow judgment criterion.
This paper presents a methodology for estimating average travel speed using volume and occupancy data from single magnetic loop detectors for signalized arterials. Three methods were developed and evaluated using field data: VPLUSKO method, fuzzy control method, and neural network method. While the VPLUSKO method is easy to apply, it results poor performances compared to other methods. The neural network method showed the best performances among the candidate methods. This method revealed the weakness in transferability, however. From limited cases of field test, it was concluded that the method of the fuzzy control application showed reasonable performance of estimation. It was also demonstrated that the fuzzy control method has the capability of transferability.

Since 1996, Korean National Police Agency has been promoting a project for installation of Automated Speed Enforcement (ASE) system aiming at reduction of accidents. The number has increased to 5,348 stations throughout country as of December 2012. Recently, the Section Speed Enforcement Systems have been installed at many sites to produce a general effect well beyond the localised effect at overt fixed camera sites. In this study aims, we have analyzed the effects of the Section Speed Enforcement System at the Misiryeong tunnel section. We have found that there were a statistically significant 21.4%~31.% reduction of the average speed and 45.9% reduction in a number of traffic accidents per month. Accordingly, the study indicates that the Section Speed Enforcement Systems at Misiryeong tunnel section has effective to produce road safety.

The travel behavior can be analysed microscopically using GPS because the travel characteristics can be found out by travelling two test cars loaded with GPS equipments. The speed difference and spacing variation between the lead vehicle and the following's in uninterrupted flow are the important variables related to capacity and safety. This study analysed these with data obtained by travelling the 4th Line and 28th Line of the national road. The variation width in speed difference in the run time is below 3.0%. But, related to the speed difference in the situation of acceleration and deceleration the difference after 4second is bigger than that just after the start. The spacing variation is similar to this. The spacing just before deceleration concerning safety was analysed. When the theoretical values by the modeling method and observed values were compared, the observed values were analysed 12.52% shorter than the other in average.

In this study, it is expected that the installation of section speed enforcement systems on general national roads will be expanded according to the revision of related laws. ITS collection and operation data targeting the section speed enforcement system installed on National Road 3 Seongnam Icheon-ro was used to analyze traffic speed, standard deviation of traffic speed, and reduction in traffic accidents by dividing it into before installation, trial operation period, and after crackdown. As a result of the analysis, the traffic speed, standard deviation, and traffic accidents decreased by 13%, 25%, and 70%, respectively, after installation, confirming that the installation of the section speed enforcement system greatly contributed to the reduction of accidents.
