과학기술활동에 의해 창출된 발명은 주로 특허에 의해 보호되고 있으나, 특허통계ㆍ지표에 대해서 국제적인 기준이 마련되지 않아 국제비교가 어려운 실정이며, 측정요소들의 조합에 의해 특허통계ㆍ지표의 종류 또한 매우 다양하지만, 이 지표를 모두가 과학기술활동을 측정하는 데에 유용한지에 대해서는 의문시된다. 따라서 그 대안으로서 각국 국가연구개발사업의 성과평가지표 활용사례 및 활용되고 있는 특허통계ㆍ지표를 중심으로 분석ㆍ연구하고자 한다.

As the need for improvement of transparency and fairness in the selection of national R&D projects has been continuously raised, we analyzed the impact on the evaluation selection results by evaluation indexes for The land transportation technology commercialization support project and searched for ways to improve indexes using the analysis results. As for the research data, it were applied as selection results of new R&D projects and evaluation indexes in two fields(SME innovation and start-up) in 2021. Logistic regression analysis is used for the influence of each evaluation indexes on the evaluation result, and for the regression model, evaluation indexes with low influence are removed in advance through artificial neural network multiple perceptron analysis to improve the reliability of the analysis results. As a result of the analysis, in the field of SME innovation, the influence of the evaluation index on the workforce planning was the lowest and the influence of the appropriateness of commercialization promotion plan was the highest. In the start-up field, the influence of the evaluation indexes for technology development suitability, marketability, and suitability for carrying out the project were estimated to be similar to each other, and the influence of the technology evaluation index was found to be the lowest. The analysis results of this thesis suggest the need for continuous improvement of selection and evaluation indexes, and by using the analysis results to select a fair R&D institution according to the selection of appropriate indexes, it will be possible to contribute to deriving excellent research results and fostering excellent companies in the field of land transportation.

본 연구는 웹 기반 감성데이터베이스구축 및 보급을 위하여 국내의 감성 관련 주요 연구 결과 및 감성 자료를 수집하고 주요 감성 지표를 개발하였다. 개발된 감성 지표는 사용 적합성 지표로서 수집한 감성 자료들 중 사용 적합성에 관련된 감성 자료를 선별하여 이를 물리적/객관적 적합성 관련 지표와 주관적 적합성 관련 지표, 개발된 측정 시스템, 감성 정보물로 분류하였다. 물리적/객관적 지표는 다시 환경 지표, 생리 지표, 제품설계 지표, 평가척도 지표, 제품평가 기술 지표로 분류 등의 세부지표로 분류하고, 주관적 지표는 언어 지표, 묘사 지표, 심리 지표, 인지 지표로 다시 나누어 분류하였다. 개발된 제품, 측정 시스템, 또는 시뮬레이터 둥은 개발된 측정 시스템으로 분류하고 그 밖의 감성공학적으로 중요한 자료 및 정보는 감성공학 관련 정보물로 분류하였다. 분류한 지표는 전문가의 검증을 통해 타당성을 확인한 후 감성 데이터베이스로 구축될 예정이다. 이를 위하여 전반적인 감성 자료 관리 시스템을 통한 효과적인 감성 자료 관리체제 구축과 감성 자료의 공유가 뒤따라야 할 것이다.

특허의 가치를 평가하기 위해서는 특허 데이터에 포함된 다양한 지표가 활용될 수 있으며, 최근 다양한 지표를 머신 러닝 기법으로 분석하여 특허의 가치를 평가하는 연구가 증가하고 있다. 특허의 가치를 올바르게 평가하기 위해서는 여러 지표 중에서 어떤 지표가 특허의 가치에 크게 기여 하는지 판단할 수 있어야 하며, 이에 따라 지표별로 적절한 가중치를 설정할 수 있어야 한다. 제안된 방법은 회귀 모델 기반으로 다양한 지표에 가중치를 적용하여 특허 피인용수를 예측하였으며, 특허 패밀리 수에 적용되는 가중치를 변경하면서 특허 패밀리 수가 특허의 가치에 미치는 영향을 검증하였고, 특허 가치 평가 과정에서 특허 패밀리 수의 중요성에 대해 확인하였다.

Land Suitability Assessment can help to evaluate whether to preserve or to develop through analysis of various land characteristics. So, the evaluation index and method are very important for making the best result. The principle objective of this dissertation is to identify effective method that can make up for the distortion of land suitability value in the forest bordering the management area. The objective area of this study is comparative flat Jeungpyeong-gun. The procedures of the study are as follows. First, implement land suitability assessment as the normal index on Guideline. Second, verify land suitability grade about the forest bordering the management area. The third, redo land suitability assessment as two alternative index on $^*$Guideline. The fourth, identify effective method between normal index and alternative index. The results of this tests show that the development suitability value is higher than preservation suitability value in the forest bordering the management area near existing development area. For that reason, this study needed to use substitution index in order to make up for the weakness. The level of land price and distance from road were main considerations. Finally, the derivative model is as follows. The derivative model confirmed the best assessment method in the forest bordering the management area near existing development area.

The purpose of this study is to develop an evaluation index that can assess the Army training program of Green Camp. The result of the evaluation index phased-developed with the CIPP model is summarized below. First, the literature review with documents relevant to program evaluation, Green Camp field research, and expert discussions were used to select factors considered for evaluation and develop a preliminary evaluation area and item for the four areas within the CIPP evaluation model. Second, an initial survey targeting Green Camp and soldiers in the Capital Defense Command examined the preliminary reliability·validity, and the Focused Group discussions were used to supplement the evaluation index. Third, secondary surveys were conducted in four battalions in Gangwon-do and third surveys targeted officers from twelve different corps and personnels related to the Green Camp which verified descriptive statistics analysis, exploratory factor analysis, and correlation analysis in version SPSS 24. Fourth, with the validation verification procedure, 16 evaluation area and 36 evaluation index was confirmed. Fifth, the 36 evaluation index developed was subdivided into 57 indexes and the Delphi method was applied through the policy expert to formulate 43 generalized indexes. The significance of this phased research approach was considered for the institutionalization of the usage of scientific evaluation(index) and development in policy process.

As a first step in developing a more effective and robust approach to faculty research performance assessment, this study analyzed the existing faculty research assessment methods by comparing Korean universities' research evaluation standards, National Research Foundation of Korea's (KRF) standard for assessing research proposals, and various bibliometric measures. The study data included research evaluation standards of KRF along with 27 Korean universities with Library and Information Science (LIS) department, and the publication data of 183 LIS faculties in Korean universities from 2001 to 2015, which consisted of 3,863 papers 16,978 citations. After the comparative analysis of research evaluation standards, the study examined the rankings of institutions and faculty produced by applying the collected standards and bibliometric metrics to the publication data. The study showed that Korean university standards for research evaluation, which aim to consider both productivity and impact of faculty research, differ from similar bibliometric measures such as h-index, and the difference could significantly impact the assessment of faculty research performance.

The small library evaluation index, which was previously developed and is currently in use, needs to be improved because of two major reasons: inefficient allocation of points along with evaluation items and detailed indicators that are different from the actual environment of small libraries; and the lack of value as basic data for preparing policies relevant to small libraries. Therefore, the present study proposed a small library operation evaluation index (draft) that includes not only a quantitative evaluation but also a qualitative evaluation that allows the evaluation of the basic purpose and value of small libraries by reflecting the demands of the small libraries that are being evaluated. The proposed small library operation evaluation index (draft) was made to be an evaluation for self-inspection that enables small libraries to autonomously conduct operation evaluation and gauge their level by diversifying the evaluation methods and the evaluation scale of detailed indicators.

This research developed integrated service assessment index on satisfaction with road use in consideration of not only quantitative parts, such as the existing traffic speed and delay but also qualitative parts, such as traffic information and traffic safety, etc. The newly devised assessment index developed assessment items and weight using ANP analysis method through the existing research results and questionnaire survey on traffic experts and road users. To verify the developed assessment index, this research measured the feeling degree of road users in time of their driving and analyzed the reasons using the brain waves tester; as an analysis result, the speed shown in the existing assessment index was found to have a 35% effect and further, the factors, such as traffic safety and traffic information were also found to have a lot of effects on the road $users^{\circ}{\emptyset}$ feeling degree. Accordingly, the integrated assessment index suggested by this research has its significance in that it is available to assessment in view of users rather than the existing satisfaction with the service in road use, and this index was developed to reflect the needs of the times, such as a fine view of roads, traffic information, and traffic safety.
