In autumn 2000, the Korea Ministry of Construction and Transportation (MOCT) announced that Daejeon metropolitan city, Jeonju and Jeju were chosen to showcase deployment of Intelligent Transportation Systems(ITS). The program called the Advanced Transportation Systems Model Deployment Initiatives makes a significant step in Intelligent Transportation Infrastructure (In) in Korea. The Initiative is poised to increase the performance and efficiency of the area's roadway and transportation systems to meet growth demand. Three citie's $\$$50 million Model Deployment Initiative project is poised to increase the performance and efficiency of the area's roadway and transportation systems to meet growth demand. The effort particularly focused on the traveler information systems that should raise the level of ITS awareness in Korea. In this paper, project management, funding, private investment, procedures and detailed review of ITS Model Deployment Initiatives are discussed.

표준으로 정의된 IT제품의 보안성 평가 방안들은 CC나 ITSEC, TCSEC과 같이 많이 나와있다. 그러나 이러한 표준은 너무 추상적이고 소프트웨어의 각 단계에 따른 보안성을 측정하는데 불충분하다. 또 SSE-CMM같은 프로세스를 평가하는 방법의 경우 역시 너무 추상적이고 포괄적인 면만을 설명하였고 프로세스 자체에 대한 평가에 중점을 두었을 뿐 각 단계의 보안강도를 평가하는데는 부족하다. 이 논문에서는 이러한 단정을 보안하고자 각 공정단계에서, 특히 제품을 계획하는 단계인 요구분석단계와 디자인 단계에서 그래프 모델링과 모듈 다이어그램 통한 검증방법을 제시하였다. 여기서는 보안 운영체계라고 특정 제품을 명시하였지만 실제로 다양한 IT제품에 적용될 수 있다.

The government has conducted a management evaluation for business management and main business to establish autonomous responsibility management system of public agencies. And many public agencies build and operate EA for alignment of strategy and technology, information resources management, IT standardization. There are many similarities between management evaluation and EA, such as BSC-based performance management, based on the PDCA management procedures can improve, etc. This paper analyzes the similarities and relationships between the two institutions, research ways to apply to management evaluation in the EA in terms of resource management, strategic management, and performance management. Through this expanded utilization of EA and propose a ways to systematically preparing management evaluation and to operating the performance-based management system.

현대사회에서 정보기술의 급격한 발전은 사회전반에 걸쳐 큰 영향을 미치고 있으며, 이러한 변화 속에서 국민에게 보다 편리하고 효율적인 행정서비스를 제공하려는 정부의 노력도 끊임없이 진행되고 있다. 전자정부 11대 중점과제의 하나인 "4대 사회보험 정보연계시스템 구축" 사업은 2002년부터 운영 중에 있으나, 정보연계사업 고유의 성과를 평가하는 체계가 마련되어 있지 못한 실정이다. 평가체제의 미비는 사업목표의 객관적인 달성정도를 파악할 수 없을뿐 아니라 향후 달성목표치 설정을 위한 기준선정이 불가능하며, 나아가 대국민 서비스의 질적 향상을 극대화 하는데 필요한 객관적인 자료의 부재로 이어진다. 본 연구는 4대 사회보험 정보연계시스템이 구축목표에 부합되게 운영되고 있는지를 평가하는 지표가 필요하며, 그 필요성에 따라 IT조직 및 기술에 관한 성과평가기법인 IT-BSC 성과평가모델을 활용하여 4대 사회보험 정보연계시스템의 특성에 최적화된 성과평가모델을 제안하고자 한다. 제안된 성과평가모델는 4대 사회보험 정보연계시스템의 성과평가지표로 활용됨으로써 향후 운영방향설정 및 목표달성도 측정의 주요한 정보로 활용될 것이다.

기업들은 ITIL 기반의 IT 서비스 관리체계 도입으로 IT 서비스에 대한 객관적인 가치 평가를 기대하고 도입한다. 하지만 기업들의 IT 서비스 관리체계의 성과지표들은 관리 중심적인 성과모델로써 가치 평가보다는 IT 운영 관리 중심으로 활용되고 있으며, IT 거버넌스의 전략적 의사결정을 위한 가치 연계와 책임 추적성, 성과 측정 및 위험 관리를 지원하지 못하고 있다. 가치 중심의 성과지표 모델을 통해 IT 거버넌스를 지원하고, 기업의 지속적이고 체계적인 투자관리를 통해 기업 가치 향상과 투명한 IT 투자에 기여하길 기대한다.

현재 국내 정수시설은 정수공정별 감시제어-데이터수집시스템(SCADA: Supervisory Control And Data Acquisition)에 기반하여 감시제어 및 모니터링 위주로 운영·관리를 실시하고 있다. 또한, 주요 핵심 공정인 응집제 약품투입, 소독 및 여과 설비 공정의 운영방식에 있어서 선험적 운영지식에 의한 방식으로 운영되고 있기 때문에 지속적인 안정적 운영을 위해서는 표준적이고 체계적인 운영관리 수단이 필요하다. 국외에서는 다양한 운영 조건에 기반한 정수처리 효율을 예측할 수 있는 모의(simulation) 도구의 개발을 통해 기존 운영되고 있는 정수장의 효율을 예측하는 데 활용하고 있는 실정이다. 본 논문은 실시간 운영관리가 가능한 기반을 구축하여 정수처리의 효율을 예측할 수 있는 시뮬레이터 개발을 통해 정수처리 공정별 기본 및 조합의 공정 시뮬레이션 모의 모듈 기술을 개발하기 위한 연구를 수행하였다. 또한 개발된 기술의 실증 운영을 통해 검증된 모듈을 반영한 정수장 시뮬레이터 시스템을 개발을 위한 연구를 수행하였다. 정수장 시뮬레이터는 수질정보, 물질수지, 수두손실등의 운영현황 데이터를 수집하는 기능, 착수-혼화-응집-침전-여과-소독 등 개별 공정별 주요 운전변수의 모니터링 및 제어를 통한 운영관리 기능, 원수 수질변화에 신속한 대응을 위한 정수처리 공정제어 의사결정지원 기능, 그리고 온라인 관망해석을 포함한 정수처리 전(단위)공정 시뮬레이터 기능 및 공정별 운영인자 최적화 기능 등으로 구성되어 있다. 현재 운영 중인 정수장의 공정별 운전 상태를 평가·관리하여 정수공정 운영 안정화 체계를 확보하고, 정수장의 유량과 수질의 갑작스런 변화에 따른 모의를 통한 수질예측으로 실시간 정수장 최적운영관리가 가능하다. 또한 원수 성상에 따른 적정 공정운영 자동화로 운영비 절감 및 효율적 인력 활용으로 정수장 운영 효율성을 제고함으로써 지속적이고 안정적인 정수장 운영 체계를 확보할 수 있다.

본 논문에서는 지상송신국 기반의 로란-C 전파항법시스템이 위성항법시스템(GNSS)의 등장이후 급속한 이용자 감소로 운영의 효율성이 떨어짐에 따라 다양한 각도의 로란-C 성능평가를 실시하여 활용능률 향상방안을 제안하였으며, 국가항법시스템의체계인 관리를 위해 DGPS시스템과 로란-C를 연계한 GNSS 정보센터를 운영하여 GPS는 물론 Galileo, GLONASS 등 위성항법시템 전반의 상황을 모니터링하고 GNSS 불능 시 로란-C를 BACK-UP시스템으로 활용한다면 GNSS 장애로 인한 국가적대혼란의 예방함께 체계적인 전파항법시스템 관리가 가능할 것으로 결론하였다.

The Lao government is continuously developing hydro-power dams in addition to the existing eight power plants in the Nam Ngum River basin and is expanding the power capacity of the existing power plants to meet the expected increase in electricity demand. Accordingly, the Lao government has requested an update on the existing reservoir operating rule curve in order to run the power plants efficiently. To this end, this study reviewed the current independent operating system as well as the joint operating system in order to maximize the annual power generation produced by a power plant by using CSUDP, general-purpose dynamic programming (DP) software. The appropriate operating regulation curve forms (URC/LRC, MRC) were extracted from the DP results, and the annual power generations were simulated by inputting them as the basic operating data of the reservoir operation set of the HEC-ResSim program. By synthesizing the amount of the annual power generation simulated, the existing operation regulation curve, the operational performance, and the opinion of the field operator, the optimal reservoir operation regulation curves that maximize the annual power generation of the target power plant were developed. Results revealed that a system operating in conjunction with the reservoir produces about 2.5 % more power generation than an independent reservoir due to the synergistic effect of the connection.

This study proposed the improvement in the evaluation systems and indicators of small libraries, by analyzing the evaluation indicators of the current small libraries, domestic and foreign ones and domestic other institutions, and gathering opinions from managers of them and experts belonging to related groups, in order to enhance the management quality of small libraries and strengthen the independence of them, based on the evaluation on the activation and substantiality of them. The evaluation systems proposed by this study is divided into Track 1 evaluating small libraries and Track 2 evaluating local governments. The evaluation indicators of small libraries was simplified by eliminating the indicators found from the statistics of Track 1 (small libraries). Track 1 consists of three evaluation areas in regard to the management of small libraries, such as library management, infrastructures and services, 8 evaluation items, 10 evaluation indicators, quantitative (a total of 100 points) and qualitative (a total of 120 points) evaluation. Track 2 consists of 2 evaluation areas in regard to the establishment and enforcement of small library policies and the support for small libraries, such as library management and infrastructures, 4 evaluation items, 5 evaluation indicators and quantitative evaluation (a total of 100 points).
