An Economic Analysis on the Operation Effect of Public Supercomputer (공용 슈퍼컴퓨터 운영효과에 대한 경제성 분석)

  • We performs the cost-benefit analysis, an economical analysis technique, to measure the effect of a shared public supercomputer. The costs of two given alternatives, to share the public supercomputer in a national center and to employ their own supercomputers in the organizations under the necessity, will be estimated and compared for decision making. In the case of sharing, we can simply predict the cost based on the results of the previous public supercomputer. The cost of individual introduction, however, is almost unpredictable since it has a remarkable variability due to the required system performances, locations, human factor, and so on. Accordingly, an objective and valid method to estimate the cost of individual cases will be proposed in this research. Finally, we analyze the economic effect of operating public supercomputer by comparing the sharing cost with that of the individual employs. The results of analysis confirms that the sharing public supercomputer will reduce the operational cost about 10.3 billion won annually compared with the individual introduction. Accordingly, it is expected that the sharing public supercomputer will bring a considerable economical effect.

  • Underground construction for traffic networks, complexes, and storage facilities has risen as an effective land use plan for dealing with emerging problems such as overcrowded urban cities and traffic jams. This paper performed an economic feasibility analysis of the development of the integrated field management system which provides field workers and managers with 3D-based location tracking and clear communication during underground construction works. To conduct the analysis, processes and problems of field management for underground construction were analyzed and deduction in accidents and field management costs and productivity improvement were estimated as expected benefits. Based on computed benefits and costs, an economic analysis was conducted using Benefit/Cost ratio(B/C), Net Present Value(NPV), and Internal Rate of Return(IRR) and then sensitivity analysis was performed to cope with the uncertainty of assumed variables.

  • Light rail is an electric railway system, characterized by its ability to operate single or multiple car consists (trains) along exclusive rights-of-way at ground level, on aerial structures, in subways or in streets, able to board and discharge passengers at station platforms or at street, track, or car-floor level and normally powered by overhead electrical wires. Depending upon the specific system, the light rail lends some major advantages to urban settings. The evaluation of light rail technology as a potential component of regional transit systems has been the subject of extensive studies throughout the country in the past decade. For the study, feasibility was defined as "the ability of an LRT system to achieve certain level of transportation market in comparison with other transportation alternatives." This paper describes the feasibility study to evaluate a proposed light rail development project. The minimum are those LRT systems that would met to make a project feasible for further evaluation.

An Analysis of the Contingent Valuation Method to Measure the Economic Value of Public Libraries (공공도서관의 가치평가를 위한 가상가치평가법 분석)

  • This study aims to present a new approach to measure the economic value of the public libraries, identifying and suggesting the modified contingent valuation method (CVM) application. The modified CVM, which applied Dissonance Minimizing (DM) format, is presented as a new approach. A cost-benefit analysis is used as a tool to determine if the benefits of public libraries outweigh the cost incurred in providing the services. The benefits of public libraries are based on estimates of how much the user is willing to pay for the library services and costs are based on the prices of providing the services. A comparison between two methods are conducted in a case study in order to measure the economic value of 'J Public Library'. The study also conducts a case study to analyse the WTP value of the 'J Public Library' and demonstrates how public libraries approach the their local studies.

A Study on the Willing-To-Pay on Modification Methods of Residents Registration Number System (주민등록번호제도 개편방안에 대한 국민들의 불편비용 : 주민등록번호 변경 방안에 대한 지불의사액 분석)

  • In 2015, Constitutional court of Korea declared that the Resident Registration Act was unconformable to Constitution. Therefore, the Resident Registration Act have to amend the article before 2018 for allowing to change one's Resident Registration Number. The most expensive cost to change one's Resident Registration Number System is the uncomfortable cost of changing the Number. This study invests the uncomfortable cost of changing the Number by Willingness to pay Method. In result, the cost of changing all 13 numbers would \ 160,000, the cost of changing 7 numbers would \ 108,000, and the cost of making Second Registration Number would \ 110,000. This result could be used to analyze the B/C ratio of changing the Resident Registration Number System.

A study on Applying Hyperbolic Social Discount Rate onto the Benefit-Cost Analysis: Focused on Appropriate Analytical Time Span (쌍곡선함수 방식의 사회적할인율 적용에 대한 연구: 적정 분석기간의 설정을 중심으로)

  • This study analyzes the effect of applying hyperbolic social discount rate onto the results of benefit-cost analysis of environmental public investment projects in Korea. In order to check the application possibility to the actual feasibility study, the discount factors generated by hyperbolic function, rather than traditional exponential one, would be applied to the benefit and cost data from the pre-feasibility studies which peformed for environmental public investment projects. The results of this study shows that using hyperbolic social discount rate is effective for enhancing test results, only under the condition of which the full expansion of the time periods of analysis is satisfied. According to the simulation results of this study, to achieve higher benefit/cost ratio by using hyperbolic social discount rate, the period should be increased up to 120 to 150 years at least.

A Comparative Study on Assessment of Speed Enforcement by Unmanned Camera and Policeman (기계적 단속 및 인력단속에 의한 과속단속 효과 분석)

  • As various social problems occur due to increasing traffic accidents, the government has setup and executed strong safety policies. As a result, the number of traffic accidents and the death toll have been decreasing in recent years. However, the setup and execution of the various policies for reducing traffic accidents cost much, so it is necessary to evaluate the cost-effectiveness of each policy. In the present study, enforcement by means of an unmanned over-speed enforcement system, the enforcement effect of which was proven good compared to the cost required for traffic enforcement, is compared with enforcement by policemen. As a result of the comparison, the average speed was 82.66 km/h before the use of unmanned systems and policemen; the average speed with manned enforcement was 70.57 km/h; and the average speed with unmanned systems was 67.85 km/h. The speed limit violation rate was 65% before the use of unmanned systems and policemen; 32% with manned enforcement; and 15% with unmanned systems. Considering the kinds of vehicles, the average speed and violation rate were highest among private cars, then vans, and then trucks.. Considering lanes. The accident rate was estimated based on the above results, and the input cost-to-advantage was estimated. The annual cost-to-advantage was estimated by comparing the above estimated values with the conditions before the unmanned over-speed enforcement system. Subsequently, the enforcement by policemen showed a negative advantage of 76,130,590 won, and the enforcement by the unmanned system showed a positive advantage of 38,577,670 won.

Economic Analysis of Dam Operation Improvement by Dam Downstream River Improvement Works (II)-Economic Benefit and Cost Allocation Analysis (댐하류하천정비사업의 댐 운영개선 효과 경제성 분석 (II) -경제적 편익 및 비용분담률 분석)

  • Flood discharge capacity in a dam downstream reach has been decreased after dam construction because of the river cross section reduction impacted by farm lands, sand-bars and parking lots, etc. in river flood plains. Those obstacles being in the river inside areas have caused negative influences to the dam operation policy. Therefore, the dam downstream river improvement work associated with the dam operation improvement plan is under construction for removing reduction factors on the dam effective storage, assuring flood safety in the dam downstream river and incrementing dam operation benefits. But the project has issued some problems such as project feasibility, economic evaluation, cost allocation and benefit share, etc. Since a dam enterpriser has not committed such kind of project before, it is necessary to set up an objective analysis process and a quantitative financial valuation. This study examines the measurable economic benefits and the cost allocation of the project for the fairness between benefit owners (central government and water electricity enterprisers). As a result, the total economic benefit from 3 dams (Imha, Daechung and Youngdam Dam) accounts for 14.41 Billion Won/year. The financial valuation of K-water as a project enterpriser is approximately estimated at 40% of the total value and the government is 60%.
