Passage of 2000 United Broadcasting Law was included the viewer right guarantee reinforcement provision which is relation of broadcasting participation and directness of the citizen and access broadcasting introduction relation provision. It guarantees an access program time zone in representative ground green onion public management broadcasting, in order for new media broadcasting the cable TV which is the possibility of doing and to case of Direct Broadcasting by Satellite the audience will want to organize a case where audience direct production program.

This study started from the consciousness that the community media practice studies have been confined to the traditional terrestrial broadcasting. The following research results and implications were obtained by analyzing Daedeok-valley Radio's case to elucidate characteristics of online-based community media and content production and distribution characteristics neglected in previous researches. First, online community media activities are civic/citizen media activities that capture the value of local communities, and this locality is realized through media content production and its online distribution. Second, contents of online community media link members of the community, and individuals become nodes, interacting both online and offline. Therefore, online-based citizen media activities can be utilized effectively as a means to enhance civic participation and to achieve the locality of community in online and offline spaces depending on strategies for online contents production and distribution. Utilizing online infrastructures for media content creation and distribution in Korea demonstrates potential opportunities of local online media to be considered as niche media that can increase its own sustainability.

This study conducted content analysis for the 266 public access programs. By doing so it aimed to suggest ideal directions for the pubic access. This study found that most programs were well meshed with variety, locality, and representation of minorities, which are goals of what public access programs are for. However, this study suggested that more diverse producers in terms of ages and occupations need to participate and also cable SOs should try to motivate viewers by covering various topics and areas in public access programs in the future. Lastly, the Korea Communications Commission also need to continuously offer more positive financial aids and public relations to support this program.
