A Case Study on International Technology Transfer of Korean Public Information Systems and Recommendations for NTIS (국내 공공정보시스템의 국제기술이전 사례연구 및 NTIS 제언)

  • It is well known that international technology transfer(ITT) is relatively more difficult than the domestic technology transfer because of the difference in interest, technology level, culture and other various macro-environmental conditions. This study aims to derive recommendations for ITT of National Science and Technology Information Service(NTIS) of Ministry of Science, ICT and Future Planning(MSIP) by conducting case study of ITT in domestic public information systems. The cases are the national agencies that performed successfully in ITT. The cases are Korea Customs Service(KCS)'s customs administration system(UNI-PASS), Public Procurement Service(PPS)'s Korea On-Line E-Procurement System(KONEPS), and Korean Intellectual Property Office(KIPO). After studying on how the cases proceeded ITT, this paper suggests proper preparation strategies in the view point of information marketing.

  • Nowadays, we make an attempt for media conversion from old to new media, carrying out to information society. These changes to new media are considered as new threat to printing media. New means such as CAD(Computer Aided Publishing), on-line novel and webzine can be regarded as new media and we are confronted with need of new changes in the field of printing media because of the trend of the present. It suggests that the origin of commodity competitiveness depends on the ability of cultural Contents using design. Cultural commodity is considered as strategy concepts in the more specific and realistic aspect than in the aspect of industrialization. This study introduce the case of Cellpark Co.,Ltd. which has successfully developed commodity design of World-cup cultural contents as a creating tools of innovative value connecting existed design method based on printing media with new method. This study gave the case which created Blue Ocean market through new expression method of design, products protection of contents design by patent registration, and licensing which many design firms often overlook.

  • 1856년 7월7일 영국에서 에드워드 찰스 힐리 와 에드워드 엘리스 알렌(Edward Charles Healey & Edward Ellis Allen)에 의해 골판지가 처음 발명되었고, 15년후인 1871년12월19일에 현재의 골판지상자 형태의 특허가 미국의 알버트. L. 존스(Albert. L.Jones)에게 취득된지 130여년이상이 지난 이 시대에는 실로 다양한 분야에서 골판지를 사용하고 있지만, 주 사용분야는 포장산업의 분야이다. 과거에는 포장의 주목적은 첫째 포장 내용물(상품)의 보호 둘째 상품의 운송과 적재 및 취급의 편리성 셋째 상품 구매동기 유발의 순서이었으나 최근에는 첫째와 둘째의 목적은 필수불가결한 것이고 세번째의 상품 구매동기 유발의 목적에 더 큰 비중이 있는 추세이다. 따라서 포장재의 규격은 생산자의 입장에서는 보다 단순해지고 규격화 되는 것이 생산코스트의 절감과 생산성향상의 지름길이지만(그러나 더욱 복잡해지고 비규격화 되는 것이 제품 부가가치가 더 높을 수도 있기 때문에 여기에는 보다 신중한 판단이 필요하다.) 각종 통신기술, 인터넷과 I.T산업의 발달과 더불어 소비자가 언제라도 상품의 다양한 정보에 쉽게 접할 수있는 이 시대에는 다양한 소비계층의 NEED를 모두 만족시켜 줄려고 하는 상품 개발자의 제품설계 및 개발과 판매전략에 의해 더욱 더 상품은 다양해지고 있다.(필자의 판단으로는 앞으로 보다 더 다양해지고 복잡해지고 있는 추세이다.) 즉 다시말하면 이러한 다양한 형태의 포장재의 변화를 수용하여, 가장 높은 가격경쟁력으로, 적시에 가장빠르게 생산하여 공급할 수있는 능력을 갖춘 포장재 제조업자만이 미래에는 적자생존 할 수있다는 결론이다. 더욱이 우리나라의 현실은 대한민국 골판지 포장산업의 특성상 세계적으로 유래가 없는 적은 판매마진(과도한 출혈경쟁으로 인함)으로 인하여, 생산설비만 계속 증설하여 생산량과 규모에 의한 경제성 만으로 수치채산성을 맞추는 형태로 발전하여 왔기 때문에, 각 골판지 생산공장의 수익성은 악화일로로 치닫고 있는 실정이다. 즉 아주 적은 규모의 공장이나 아니면 많은 자금력을 이용한 대형공장만이 수익성을 유지하고 있는 것처럼 보인다.(지금과 같이 시장의 성장이 없는 골판지시징에서 시장의 총규모는 정해진 상태이고, 여기에서 서로 나눠 가지는 형태이므로, 최악의 경우는 어느 한쪽만이 살아 남는 제로섬 게임이 될 수 있으므로, 실제로는 가장 적정한 규모의 공장이 가장수익성이 높다.) 여기에서 필자는 이러한 위기에 처해 있는 우리나라 골판지산업의 생산공장에서 생산성을 저하시켜 제조원가를 높이는 요인들을 살펴보고, 이 요인들 중에서 주된 요인중의 하나인 소로트오다가 더욱 더 많아지고 있는 현실과 다가오는 미래의 상황에 대비해 골판지 공장의 완전자동화(Ubiquitous in Corrugating Factory)에 대비한 가장 효율적인 소로트생산 운영방법에 대해서 집중적으로 이야기 해보고자 한다.

Comparative Assessment of Suspension Bridge Construction and Engineering Technology (현수교 건설 기술수준 비교평가)

  • This paper is to provide information for quantitative evaluation of suspension bridge engineering and construction technology, technology development, and long-span bridge R&D agenda. Technology classification structure and key words are established and survey to identify technology level is performed. Then, competitiveness of patents and journal articles is evaluated for Korea, USA, Japan, Germany, France, and England. As a result, USA and Japan are generally competitive countries for all technology categories based on patents and journal articles. Korea is grouped in upper-middle class for overall technology level of suspension bridge. However, there are some variances among the level of technologies. This research results could be utilized as reference to establish future long-span bridge R&D. Also, it can be a standardized methodology to compare technology levels among countries.

Knowledge Map Service based on Ontology of Nation R&D Information (국가R&D정보에 대한 온톨로지 기반 지식맵 서비스)

  • Knowledge map is widely used to represent knowledge in many domains. This paper presents a method of integrating the national R&D data and assists of users to navigate the integrated data via using a knowledge map service. The knowledge map service is built by using a lightweight ontology modeling method. The national R&D data is integrated with the research project as its center, i.e., the other R&D data such as research papers, patent, and project reports are connected with the research project as its outputs. The lightweight ontology is used to represent the simple relationships between the integrated data such as project-outputs relationships, document-author relationships, and document-topic relationships. Knowledge map enables us to infer the further relationships such as co-author and co-topic relationships. To extract the relationships between the integrated data, a RDB-to-Triples transformer is implemented. Lastly, we show an experiment on R&D data integration using the lightweight ontology, triples generation, and visualization and navigation of the knowledge map.

A Human Resource Perspective on the Industrial Convergence: An Unbalanced Bipartite Network Approach (인적자원, 전공, 산업융합의 구조: 비대칭 이분네트워크의 활용)

  • Prior research regarding the macro patterns of industry convergence has focused on the inter-industry patent network and cross-industry movements of products or services. This article provides a novel approach, according to which human resources embodying explicit and implicit knowledge and technologies are important media driving industry convergence. Drawing on GOMS data (2015-2019) and using information of university graduates' academic majors and their occupations, this article proposes an analytic strategy by which to understand the macro patterns and structural features of industry convergence. Specifically, we build unbalanced bipartite networks of major-industry (occupation) relations, and construct the measures of the industry's niche width and the measure of the average degree of convergence of majors that each industry is linked to. By crossing the two measures, we identify four groups of industries(occupations); specialist, generalist, partial convergence, and full convergence. The convergence group is composed of industries (occupations) that acquire human resources from a number of academic majors each of which plays a role of glue connecting several local industries.

  • 한국생명공학연구원 해외생물소재센터는 해외생물소재 확보 및 활용연구를 통하여 차세대 국가핵심전략 BT산업의 필수원자재인 생물소재의 범지구적 확보와 보존 관리의 임무를 수행하고 있다. 이를 위해 권역별 해외생물소재 공동연구센터(중국, 코스타리카, 인도네시아, 베트남) 및 37개국과의 국제협력 네트워크를 구축하고 있다. 세계적 수준의 생물소재 국가 인프라 구축을 목표로 국내 산 학 연 연구자들에게 다양한 해외생물소재 공급을 통한 지속 가능한 바이오 경제 기반 구축을 지원하고 있다. 해외생물소재센터에서는 2006년부터 특히 천연물 의약품 개발 분야에 많이 사용 되고 있는 해외 식물소재를 지속적으로 확보하고 있으며, 확보된 식물소재의 추출물 제조 및 추출물 은행을 구축, 이에 대한 생물활성 평가를 실시하며 연구자들에게 기초 자료로 제공하고 있다. 현재까지 총 36,500종의 해외식물소재를 확보하였으며, 추출물 약 320만점을 확보하였다. 확보된 소재의 분양활동을 통해 산 학 연 연구자들에게 180만여 점을 분양하였으며, 이를 활용한 다수의 논문과 특허를 획득하였고 중대형 기술이전을 실시하였다. 해외생물소재센터는 홈페이지 기반 분양 신청 시스템[https://www.ibmrc.re.kr]을 통하여 해외식물소재(Powder 와 Extact 형태) 분양서비스를 제공하고 있다. 또한 소재가치제고 연구를 통한 산업화 지원과 해외생물소재의 표본정보 서비스, 해외거점센터를 활용한 현지정보 제공 서비스를 지원하고 있다.

Analysis on Writing Status of Laboratory Notebook by Science-Gifted High School Students (과학고 및 영재학교에 재학 중인 과학영재의 연구노트 작성실태 분석)

  • We analyzed the responses of 152 science-gifted high school students by surveying the status and recognition of writing and keeping laboratory notebooks to develop guidelines and education plans. Science-gifted students did not write laboratory notes diligently, despite recognizing that it is crucial to do so. Mentors also tended not to provide faithful guidance and inspection. There was an insufficient practice in using research evidence in laboratory notebooks, such as including names and dates for authentication. In addition, while a high ratio of students owned their own laboratory notebooks, there was not a high level of recognition regarding the retention period, ownership, and responsibility. Based on these results, we propose suggestions for improving educational institutions for gifted students in science. First, it is necessary to strengthen the guidance for science-gifted students to faithfully write laboratory notebooks. Second, education on writing laboratory notebooks should be provided. Third, science-gifted high schools should prepare regulations for the management of lab notes and conduct education based on them.

A Network Analysis on Industry-University Cooperation based on Big Data Analytics (빅데이터 기반 산학협력 네트워크 분석)

  • In this paper, the structural characteristics of Industry-University cooperation networks are analyzed using network analysis. Recent studies have shown that technological cooperation and joint research has a positive effect on R&D performance. In order to boost innovation performance, various types of cooperative activities and governmental policy supports for major R&D stakeholders(i.e. universities, laboratories, etc.) are provided. However, despite these efforts, the outcome is still insufficient, so it is time to prepare for a plan to build an innovative network to strengthen university-centered Industry-University cooperation activities. Specifically, this study builds the networks according to the form of Industry-University cooperations(i.e. patent, paper, joint research, and technology transfer), and different types of Industry-University cooperation networks are analyzed from a statistical viewpoint by using QAP correlation and regression analyses. The analysis results show that joint research network is closely related to paper network, and is related to other Industry-University cooperation networks. This study is expected to shed a light on supporting innovation activities such as establishing Industry-University cooperation strategies and discovering cooperative partners necessary for creating new growth engines for universities.

  • Until recently, as we recognize the significance of sustainable growth and competitiveness of small-and-medium sized enterprises (SMEs), governmental support for tangible resources such as R&D, manpower, funds, etc. has been mainly provided. However, it is also true that the inefficiency of support systems such as underestimated or redundant support has been raised because there exist conflicting policies in terms of appropriateness, effectiveness and efficiency of business support. From the perspective of the government or a company, we believe that due to limited resources of SMEs technology development and capacity enhancement through collaboration with external sources is the basis for creating competitive advantage for companies, and also emphasize value creation activities for it. This is why value chain network analysis is necessary in order to analyze inter-company deal relationships from a series of value chains and visualize results through establishing knowledge ecosystems at the corporate level. There exist Technology Opportunity Discovery (TOD) system that provides information on relevant products or technology status of companies with patents through retrievals over patent, product, or company name, CRETOP and KISLINE which both allow to view company (financial) information and credit information, but there exists no online system that provides a list of similar (competitive) companies based on the analysis of value chain network or information on potential clients or demanders that can have business deals in future. Therefore, we focus on the "Value Chain Network System (VCNS)", a support partner for planning the corporate business strategy developed and managed by KISTI, and investigate the types of embedded network-based analysis modules, databases (D/Bs) to support them, and how to utilize the system efficiently. Further we explore the function of network visualization in intelligent value chain analysis system which becomes the core information to understand industrial structure ystem and to develop a company's new product development. In order for a company to have the competitive superiority over other companies, it is necessary to identify who are the competitors with patents or products currently being produced, and searching for similar companies or competitors by each type of industry is the key to securing competitiveness in the commercialization of the target company. In addition, transaction information, which becomes business activity between companies, plays an important role in providing information regarding potential customers when both parties enter similar fields together. Identifying a competitor at the enterprise or industry level by using a network map based on such inter-company sales information can be implemented as a core module of value chain analysis. The Value Chain Network System (VCNS) combines the concepts of value chain and industrial structure analysis with corporate information simply collected to date, so that it can grasp not only the market competition situation of individual companies but also the value chain relationship of a specific industry. Especially, it can be useful as an information analysis tool at the corporate level such as identification of industry structure, identification of competitor trends, analysis of competitors, locating suppliers (sellers) and demanders (buyers), industry trends by item, finding promising items, finding new entrants, finding core companies and items by value chain, and recognizing the patents with corresponding companies, etc. In addition, based on the objectivity and reliability of the analysis results from transaction deals information and financial data, it is expected that value chain network system will be utilized for various purposes such as information support for business evaluation, R&D decision support and mid-term or short-term demand forecasting, in particular to more than 15,000 member companies in Korea, employees in R&D service sectors government-funded research institutes and public organizations. In order to strengthen business competitiveness of companies, technology, patent and market information have been provided so far mainly by government agencies and private research-and-development service companies. This service has been presented in frames of patent analysis (mainly for rating, quantitative analysis) or market analysis (for market prediction and demand forecasting based on market reports). However, there was a limitation to solving the lack of information, which is one of the difficulties that firms in Korea often face in the stage of commercialization. In particular, it is much more difficult to obtain information about competitors and potential candidates. In this study, the real-time value chain analysis and visualization service module based on the proposed network map and the data in hands is compared with the expected market share, estimated sales volume, contact information (which implies potential suppliers for raw material / parts, and potential demanders for complete products / modules). In future research, we intend to carry out the in-depth research for further investigating the indices of competitive factors through participation of research subjects and newly developing competitive indices for competitors or substitute items, and to additively promoting with data mining techniques and algorithms for improving the performance of VCNS.
