The classification systems generally used in library are for the external information such as books and periodicals, so it is difficult to apply them to the internal information of specific organization such as documents and records. Therefore, it is necessary for the information centers of any enterprise or specific organization to found the Record Management System (RMS), and to develop and use the specific classification system which is called the coding system for internal information. Documents and components of nuclear power plant are controlled by coding (numbering) system, but they are different each other greatly. So the coordination of work and the cross reference between components and documents are difficult. In this paper, the unified Record Management Coding System is developed for Nuclear Power Plant unit 7 & 8 in Korea on the basis of the existing document and component coding system. The expected effects are the easy cross reference between components and documents, the effective coordination of work and the consistence of central file.

The roof structural model of liquid manure storage tank was designed to improve a structural safety and an ability of resistance to corrosion by the bad environmental condition with high humidity and high gas concentration. Due to corrosion of a general steel, the 5 years used materials were reduced to one-third of a new material in the result of a bending strength test. Some structural materials were tested to evaluate a strength and an anti-corrosion, and stainless steel pipe (STS439), steel angle with zinc hot dipping, rectangular steel pipe covered with FRP (Fiberglass Reinforced Plastics) resin were selected finally. A stainless steel is more expansive about $3{\sim}5$ times than general structural steel. But its durability under heavy corrosive environment is expected twice as long as general steel. The roof models were designed as closed cone type for each of the three structural materials. In the result of a FEM (Finite Element Method) structural analysis for the developed models, the safe snow depth was higher 2.3 times than a general roof structure, when elements of equal section modulus were used.

As $40%{\sim}60%$ of the construction project expense is used for the purchase and procurement of construction materials, construction companies are attracted by the promise of online procurement of construction materials through the B2B e-Marketplace. B2B e-Marketplace can save construction companies time and money spent through the off-line procurement. Construction B2B e-Marketplaces can energize the construction market dominated by major construction companies. It will expand the business scope of small and medium construction material suppliers and construction companies. Current B2B e-Marketplaces underperform in all industries due to low participation. Excluding some construction B2B e-Marketplaces led by major construction companies, most construction B2B e-Marketplaces show poor performance in terms of revenue and transaction. Researches are needed in the area of discovering the problems of current construction B2B e-Marketplace and identifying the factors for participating in the construction B2B e-Marketplace. This research conducts a case study to analyze the current status of construction B2B e-Marketplace.

The main function of conventional insulation materials is only to block the heat transfer and reduce heat loss from the building. On the other hand, thermal storage materials can work as an energy saver by absorbing or emitting heat within a specific temperature range. Thermal storage materials for building can maintain a constant temperature by effectively regulating the cycle of indoor temperature. As a result, we can enhance the performance of a cooling and heating system efficiently. In this study, phase change materials (PCMs) were added as thermal storage materials into gypsum boards which are extensively used for building material and we found out the thermal environmental characteristics. In addition, we checked out some problems when applying the thermal storage materials to buildings. Finally, This study set out to examine the degree of environmental-friendly characteristics of thermal storage building materials by analyzing the amount of TVOC and HCHO contents with the possibility of pollutants emission.

This study is the results to survey on the problems and improvable Policies for current escalation system in construction contracts, through a Delphi survey to experts. From the survey results, it is desirable to decide the fluctuation rate of construction cost, which is the requirement of escalation clause, on the basis of inflation rate or construction cost index. The desirable price fluctuation rate is proposed as a $3\%$ level. However, it is difficult for construction companies to cope with the sudden increase of material price in advance, arising from short-term shock factors such as exchange rate and international raw material's price. Accordingly escalation system for specified materials, as an exceptional mode, should be introduced. As a method to calculate the fluctuation rate, ARCA(adjustment rate for the categories of articles) is more desirable than ARI(adjustment rate for an index), because the ARCA can be more reflected the characteristics of each construction work.To rationalize the ARI method, it is needed to announce the wage index, material index and machinery expense index via detailed classification by construction types. Also, it is desirable to prescribe the bidding date as a starting date of the price change, rather than contact signing date. considering the price change can happen since the biddiilg stage.

기획재정부가 특정규격 자재(단품)의 급격한 가격 변동시 계약금액을 조정하는 기준을 새롭게 마련하여 지난 5월 1일부터 시행에 들어갔다. 통상 물가변동으로 인한 계약금액조정(ES)은 계약 후 90일이 경과하고, 입찰일 기준으로 가격이 3% 이상 증감시 계약금액을 조정(총액물가조정)하고 있으나 최근 원자재가격 급등으로 하도급업체 등 중소기업의 경영에 큰 부담으로 작용함에 따라 경제정책조정회의(2008.3.26. 원자재 가격 상승에 대응한 중소기업 애로 해소방안)에서 단품ES제도 시행기준을 마련하여 이번에 개정된 것이다. 이번 단품ES 제도의 도입으로 최근 가격이 급등한 단품*(철근,H형강 등)을 취급하는 중소하도급업자의 경영 애로를 다소 완화시킬 것으로 기대된다.

국가계약법 시행령이 개정됨에 따라 재정경제부는 공사계약 일반조건, 입찰조건, 입찰유의서 등 회계예규를 개정하고 지난 10월 12일부터 시행에 들어갔다. 개정된 시행규칙은 공사계약일반조건에서 설계서와 물량내역서 등의 범위에 대한 정의규정 보완/손해보험 관련 손해공제 포함/설계변경 관련 조문정리/설계변경 계약금액조정 제한대상 추가 및 입찰금액조정 규정 마련/특정규격의 자재별 가격변동에 따른 계약금액조정 관련 등이 개정되었고, 공사입찰유의서에는 입찰에 관한 서류의 열람 및 교부/입찰무효사유 보완/낙찰자가 부적격자로 판명된 경우 낙찰자 결정 방법 개선/조문정리 등이 개선되었다.

공급체인관리는 개별적 기업 에이전트(마케팅, 자재, 구매, 생산, 유통등)를 통합하여 운용하도록 하는데, 이러한 통합은 한 기업에서 국한되는 것이 아니라 공급자로부터 소비자까지의 공급체인의 모든 에이전트에게 적용된다. 공급체인의 에이전트들 간의 통합이 실질적으로 효과를 나타내기 위해서는 상호 정보 공유 및 조정된 방법으로 운영되어야 한다. 전자거래에 대한 요구가 증대되면서 새로운 변화에 유연하게 대처하고 예측하지 못했던 상황, 즉 Order에 대한 주문량 변경/취소, 새로운 고객 등장(긴급을 요구하는 Project등)으로 새로운 Order 생성, 계절적 요인으로 인한 주문량 폭주, Event에 의한 특정 상품에 대한 Cost Down 및 Cost 복원, 원자재/제품의 불량처리에 대한 Delivery 일정 수정 등과 같은 사건에 능동적으로 대처할 수 있도록 공급체인 내에서 Intelligent 기능을 가진 Coordination Agent의 도입이 요구되고 있다. 따라서 본 연구에서는 전자거래와 공급체인을 연계한 e-SCM에서의 조정 에이전트 시스템을 구현하고 Agent의 Coordination 능력을 분석한다.

최형섭 과기처장관은 5월 21일 과기처 상황실에서 「현재 건설중인 충청 대덕연구학위도시에 12개 국고립기관이 입주할 것이라」고 밝혔다. 최장관은 또 「정부는 상호 중복된 업무를 담당하는 연구 기관의 통폐합을 검토하고 있으며 이들 기관의 보다 효과적인 연구수행을 위해 각종실험 기기와 연구원의 기준을 협의하여 연내로 유치할 계획이라 」고 말했다. 최장관은 「앞으로 일반기업연구기관도 유치할 방침이며 기업연구기관이 입주 할때는 대통령형 7178호(특정연구기관 육성법)에 따라 동등한 혜택을 받게된다」고 밝혔다. 입주키로 결정을 본 12개기관은 다음과 같다. △국립공업표준시험소 △국립농업자재검사소 △국립농산물검사소 △국립농산물시험검사소 △중앙수산검사소 △중앙전매기술연구소△식품가공연구소△주류기술연구소△철도기술연구소△지질광물연구소△전자통신연구소 △국립보건원일부

행정자치부가 지난 9월 20일 지방계약법 시행령 개정안을 공포하고 이날부터 시행에 들어갔다. 개정된 시행령은 당초 행자부가 분리발주를 억제하기 위하여 지방계약법 제77조를 개정하여 '공사의 분할 및 분리발주 시에는 행정자치부 장관 등 상급기관에 보고'토록 입법예고 되었으나, 우리협회는 분리발주 활성화를 위하여 '기계설비공사 분리발주 근거 조항인 단서3호는 제외'토록 추진함에 따라 우리 협회의 의견이 반영된 시행령이 개정되었다. 또한 하도급관리계획을 불이행한 원도급업체는 앞으로 부정당업자로 제재받아 입찰참가자격이 최소 1개월에서 최고 6개월 미만까지 제한된다. 이밖에 물가변동과 관련하여 단품슬라이딩제를 도입해 특정자재의 가격이 15% 이상 등락할 경우 계약금액을 조정할 수 있게 했다. 이중 지방계약법 시행령 제 77조 개정 내용의 의의 및 우리 설비건설업과 신.구조문 대비표는 다음과 같다.
