Under representative democracy, members of the National Assembly exercise their authority to propose, enact, and revise bills on behalf of the people, and the legislation of such lawmakers has a great impact on individuals and society. There exist criticisms that the quality of legislator-sponsored bills has not improved while the number of them has been expanding recently. This study examines the type, productivity, and efficiency of legislation in the 17~19th National Assembly, and empirical analysis is conducted on how the lawmaker's legislations respond to election-related variables such as voter turnout and election competition. The results show that legislator-sponsored bills are mainly produced in the area of governance, finance, macroeconomic policy, social welfare, and health. The number of legislator's proposals increases, while the passing rate decreases, and the processing period extends. Constituents' participation in voting has been shown to enhance legislative efficiency. Based on the results, the paper emphasizes the enhancement of transparency in the legislative process, the improvement of the people's political knowledge, and the revitalization of election functions for the improvement of parliamentary legislation.

패턴인식 문제를 다루는 연구에서 인식 성능을 향상시키고자 베이스 에러율의 상한인 조건부 엔트로피를 응용하는 시도가 있었다. 본 논문에서는 다수의 인식기로 구성된 다수 인식기 시스템이 우수한 성능을 보이도록 인식기의 집합을 결정하는 문제에서 이러한 조건부 엔트로피의 최소화를 통하여 시도한 방법과 다른 방법들을 간단하고 분명한 예제를 통하여 비교, 분석해 보았다. 다수 인식기의 결합 방법으로 대표적인 투표 기법과 조건부 독립 가정의 베이지안 기법을 사용하였으며, 조건부 엔트로피의 최소화를 통하여 인식기의 집합을 결정하는 방법에 대한 유용성을 확인할 수 있었다.

While people with higher education are more likely to vote in most western societies, they are less likely to vote in Korea. To explain this puzzle, this paper introduces new concept of "distrust of the public promise. " With this new concept, this paper contends that in Korea where public promises are so easily broken, those with higher education are more skeptical of the politicians. Based on the various post-election surveys, this paper shows that "distrust of the public promise" leads the more educated people to abstain in the election. By adding rational factors of the voters to the conventional model, this paper proposed a more comprehensive model to explain non-voters in Korea. This paper explains increasing Korean non-voters in terms of rational choice perspective. choice perspective.

지지 벡터 기계(Support Vector Machine: SVM)를 이용한 다중부류 분류기법이 최근 활발히 연구되고 있다. SVM은 이진분류기이기 때문에 다중부류 분류를 위해서 다수의 분류기를 구성하고 이들을 효과적으로 결합하는 방법이 필요하다. 본 논문에서는 기존의 정적인 다중분류기 결합 방법과는 달리 포섭구조의 분류모델을 확률에 따라 동적으로 구성하는 방법을 제안한다. 확률적 분류기인 나이브 베이즈 분류기(NB)를 이용하여 입력된 샘플의 각 클래스에 대한 확률을 계산하고, OVA (One-Vs-All) 전략으로 구축된 다중의 SVM을 획득된 확률에 따라 포섭구조로 구성한다. 제안하는 방법은 OVA SVM에서 발생하는 중의적인 상황을 효과적으로 처리하여 고성능의 분류를 수행한다. 본 논문에서는 지문분류 문제에서 대표적인 NIST-4 지문 데이터베이스를 대상으로 제안하는 방법을 적용하여 $1.8\%$의 거부율에서 $90.8\%$의 분류율을 획득하였으며, 기존의 결합 방법인 다수결 투표(Majority vote), 승자독식(Winner-takes-all), 행동지식공간 (Behavior knowledge space), 결정템플릿(Decision template) 등보다 높은 성능을 확인하였다.

대규모 지문인식 시스템에서 비교해야할 지문의 수를 줄이기 위해서 지문분류는 필수적인 과정이다. 최근 이진분류기인 지지 벡터 기계(Support Vector Machine: SVM)를 이용한 지문분류 기법이 많이 연구되고 있다. 본 논문에서는 다중부류 지문분류에 적합하도록 자기 구성 지도(Self-Organizing Map:SOM)를 이용하여 OVA(One-Vs-All) SVM들을 결합하는 지문분류 기법을 제안한다. SOM을 이용하여 OVA SVM들을 동적으로 결합하기 위한 결합 지도를 생성하여 지문분류 성능을 높인다. 지문분류에 있어 대표적인 NIST-4 지문 데이터베이스를 대상으로 Jain이 구축한 FingerCode 데이터베이스에 제안하는 방법을 적용하여 $1.8\%$의 거부율에서 $90.5\%$의 분류율을 획득하였으며, 기존의 결합 방법인 승자독식(Winner-takes-all)과 다수결 투표(Majority vote)보다 높은 성능을 확인하였다.

This paper examined the electoral polling methodologies such as sampling method, sampling frame and the classification of the don't-know responses. Quota sampling method seemed to be one of the major factors for the declining trust in the poll results. We suggested that new procedures for random sampling as well as the bad number screening procedures for RDD selection of phone numbers need to be developed. Also we reviewed how the KBS used the polls in defining voters' agenda and in communicating the public agenda to the candidates. In Korea, rates for the polls were based mainly on the number of interviews completed. It seemed to keep the polling companies from tim new and more time-demanding polling methods. Also various utilization of the polls are limited by the tendency to keep the questionnaire short.

Through the survey of the K university students' perception on participation in elections, we want to find ways to induce a sound political participation and to effectively be able to boost voter turnout. We analyze the relations among image on election, interest in election and will of participation via structural equation model. We found that both image on election and interest in election significantly influence on will of participation in election. Using the last election participation as a moderating variable, we found that image on election has more effects on will of participation for the participants but not for the case of interest in election.

Local governments within the boundaries of a state need increasing flexibility to satisfy diverse economic, social, and environmental goals in their particular geographical setting. However, many candidates in the local election in South Korea tend to see local politics as an extension of national-level politics. In particular, this paper mainly deals with how the voters' evaluation of a president's performance has influenced subnational elections in South Korea. Our analysis suggests that the fate of candidates in subnational elections is shaped by the performance of the incumbent president in both economic development and foreign affairs.

Recently, interests about frame error reduction method, using multiple PCM data which are received at several ground stations, are increasing. Simple data merge method is already applied to data processing system at Naro Space Center and have been used in the first and the second flight test analysis of KSLV-I. This paper is focused on error reduction with error correcting merge algorithm and time-delayed data correction algorithm. Result of applying the proposed algorithms to the flight test data shows 1.32% improvement in error rate, compared to simple-data-merge method. It is considered that presented algorithms could be very useful in generating various telemetry merge data.

경제 여건의 향상 및 생활양식의 변화로 최근 우리나라에서도 당뇨병 환자가 늘어남에 따라 당뇨병의 예측 및 치료가 중요한 관심사가 되고 있다. 본 논문은 1993년과 1995년 두 차례에 걸쳐 경기도 연천 지역 주민들의 여러 가지 신체 지수 등을 조사한 데이터를 대상으로, 1차 년도의 데이터로부터 동일한 환자가 2차 년도에 정상상태를 유지하는지 흑은 당뇨병으로 진행이 되는지를 예측하는 문제를 다룬다. 혈당량, 허리둘레 등의 수치가 당뇨병의 발병에 영향을 끼치는 것은 알려진 사실이므로, 현재의 데이터로부터 앞으로의 발병 가능성을 예측하는 것이 가능하며, 이는 환자에게 보다 정확한 정보를 알려줄 수 있으므로 의미가 있는 일이다. 예측을 위해 본 논문에서는 분류기를 사용하며, 예측율을 높이기 위해 여러 분류기를 BKS로 결합하였다. BKS (behavior knowledge space) 결합 방법은 분류기간의 독립 가정이 필요 없으며, 데이터 크기가 크고 전형적인 경우에 좋은 결과를 낼 수 있는 방법이다. BKS 결합 방법을 통해 실험을 해본 결과 단일 분류기로 실험을 한 결과보다 향상된 성능을 얻을 수 있었으며, 투표 결합 방법과 비교하여 더 좋은 성능을 보였다.
