When it tomes to IT investment, it's a challenge for the management to make the right decision. Unlike investment in other business area, it's hard to measure direct cost vs. effect in IT business. To validate the investment in IT, it is required to establish objective assessment system that both provider and beneficiary of information can accept, and it is also required to suggest an assessment tool of fixed quantity that includes measuring standards and method for the economic effect of new investment. This study, therefore, has developed IT ROI Methodology that can prove investment validity by accepting the strong points of the existing models while complementing their weak points and by analyzing IT Investment and IT Efforts. It also has built an IT ROI System that reflects the methodology which is applied to 21 companies of 5 business categories. This system is designed to provide effective and objective decision-making tool for IT investment by proving what positive impacts IT could have on business activities.

지난 수년간, IT 비용의 지속적인 증가에 따른 IT 투자 의사결정 및 평가를 위한 성과 분석은 최근 가장 주요한 이슈가 되고 있다. IT 투자와 성과간의 상관 관계를 규명하기 위한 수많은 노력에도 불구하고 IT 투자 성과 측정의 어려움과 이에 영향을 미치는 요소들의 복합성으로 인하여 낮은 IT 투자 성과의 원인을 제시하는 것은 여전히 쉽지 않은 문제이다. 본 연구는 실제 IT 투자 규모와 IT 투자 성과간의 상관관계를 분석하고, 이에 조직, IS프로젝트, 사용자 요인들이 어떻게 영향을 미치는지 나타내고자 하였다. 2개 제조업체의 총 44개의 단위시스템들에 대하여, IT 투자 비용은 형태별로, IT 투자 성과는 정성적, 정량적인 효과를 정보, 시스템, 사용자, 조직효과 관점에서 측정하고 있다. 또한, 각 시스템을 구축하였던 업무 담당자들, 사용자들에 대한 인터뷰 및 설문을 통하여 조직, IS프로젝트, 사용자 요인을 측정하고 있다. 본 연구는 효과적인 IT 투자 성과를 얻기 위해서는, 절대적인 IT 투자 규모도 중요하지만 구체적인 정보전략계획의 수립, 경영진의 지원, 사용자의 적극적 참여와 같은 IT 투자 실행의 중요성을 제시하고 있다. 이들 결과를 바탕으로 IT 투자를 고려하고 있는 기업들에게 효과적인 투자 방안을 제시할 수 있을 것이다.

Economic benefits of the dry bottom ash handling system over the wet bottom ash handling system in a new 500MW${\times}$2units pulverized coal thermal power plant in Korea were evaluated. The higher initial capital cost in the dry bottom ash handling system was estimated. However, this higher initial capital costs would be compensated with reductions of the operating cost mainly due to the recycling of bottom ash. Economic analysis showed that the payback period of 4.9 years and the internal rate of return at 21.1% were expected for the additional initial capital cost of the dry bottom ash handling system.

투자성과평가에서 주요 이슈 중 하나는 최적의 투자규모, 즉 자원할당을 결정하는 것이다 기존연구에서는 서열모델, 평점모델, 경제성 모델, 포트폴리오 모델, 위험 분석 및 의사결정모델, 조직 의사결정모델 등 많은 모델들이 연구자들에 의해 제안되어 왔다. 시스템에서 성과측정은 시스템 설계와의 일치가 요구되므로, 자원할당도 시스템 설계와 연계되어 결정되어야 한다 그러나 자원할당방법에 대한 기존 연구는 대부분 자원할당모델의 개발에 중점을 두고 있으며, 모델 개발시에 시스템 설계에 대해 고려하고 있는 문헌은 거의 없다. 본 논문은 투자목표를 최대로 하기 위한 최적 자원할당방법에서 시스템 설계를 고려하기 위하여 시스템 설계분해개념에 기초한 자원할당방법의 절차와 유전자 알고리즘을 이용한 자원할당방법을 제안한다.

In recent, Information Technology(IT) is the biggest issue on the world at large including construction industry as core strategic means for reinforcing competitive power of company and nation and raising its effectiveness. However, CEO of each finn is deferring IT investment decision because there's no case to measure real value of IT and confidence to economic effect of information system. IT Evaluation will be so helpful that most construction finns make a plan of IT investment. and it is necessary to achieve their management goal and have the maximum of firm's value with the usage of IT system. Therefore, The purpose of this research is to promote the increase of IT investment and the improvement of the standard in IT with the development of IT evaluation system to be monitoring IT level continually.

신뢰성 있는 프로젝트 가치평가를 위해서는 프로젝트 투자에 의해 발생하는 효과들을 정확하게 파악하고, 이를 계량적이고 객관적으로 측정할 수 있는 평가방법론을 개발하는 것이 매우 중요하다. 전통적으로 제조시스템에서의 프로젝트 가치평가는 재무적 방식에 의한 평가에 기초해 왔다. 그러나 제조시스템에서의 프로젝트 가치평가는 재무적 방식에 의한 평가에 기초해 왔다. 그러나 제조시스템에서 품질, 재고, 리드타임 등 비재무적 성과지표를 화폐가치로 정량화하는 것은 매우 어렵다. 따라서 최근에는 재무적 성과지표와 비재무적 성과지표를 모두 고려하는 성과지표 중심의 프로젝트 평가방법의 개발이 보편화되고 있으며, 전통적인 프로젝트 평가에서는 고려하지 않았던 불확실성을 확률분포로 고려하는 평가방법의 개발이 요구되고 있다. 그러나 현재까지 성과지표 간의 상호관계를 고려하여 프로젝트 투자에 의한 개별 성과지표의 개선을 정량적으로 평가하는 방법론에 관한 기존연구는 거의 없다. 본 논문은 제조시스템에서의 성과지표를 중심으로 공리적 설계에서의 정보공리의 정보량 개념을 이용한 프로젝트 평가방법론에 대해 제안한다. 본 논문에서는 개별 성과지표의 정보량 계산을 위한 수학적 모델링에 대해 고찰하고, 해석적 분석의 어려움을 해결하기 위해 몬테카를로 시뮬레이션의 적용에 대해 서술한다.

중소제조업체들은 원가 절감과 생산성 향상을 위해 생산정보시스템을 도입, 운영하고 있으나 이에 대한 성과평가 연구가 전무하여, 최고경영자는 생산정보 시스템 투자여부 등을 결정하는데 어려움을 겪고 있다. 이에 본 논문에서는 DeLane and McLean(2003)의 연구 모형을 바탕으로, 생산정보 시스템 투자에 대한 성과평가 모형을 제시하고, 모형 검증을 위해 생산정보시스템을 도입한 중소기업을 대상으로 설문조사를 실시하였다. 설문 분석결과 생산정보시스템의 도입을 통해 기업의 순효익(Net Benefjts)이 향상된 것으로 나타났다.

정보화 필요성을 느끼고 있는 중소기업을 중심으로 ASP에 대한 수요가 증가하고 있는 반면에, ASP도입을 고려하고 있는 기업들은 이러한 정보시스템을 도입한다고 해서 기업의 성과가 좋아질 것인가라는 의문을 가지고 있다. 이러한 의문은 기존 기업들의 투자 효과를 확인함으로써 신규 도입 의사결정에 있어서 중요한 판단 기준이 될 수 있다. 이에 본 연구에서는 IT 투자와 성과 측정의 타당성을 검토하기 위해 재무지표와 비 재무지표 간의 다중 접근을 통해 IT 투자 성과를 평가할 수 있는 ROI분석을 위한 체계를 개발 제안한다. 제안한 ASP 투자성과 평가 방법을 50인 미만의 제조업을 대상으로 적용하여 결과를 도출하고 도입 시 고려해야 할 점을 도출하였다.

This paper presents the methods of evaluating validity and effectiveness of informatization budget investment for e-Government, through the preliminary evaluation. the progress evaluation and the Post evaluation of the investment, and a quantitative evaluation model which improves conformance of IT ROI (Return On Investment) using the evaluation results. the right evaluation targets of informatization investment for the development project to GDOC(Government electronic Document Distribution Center), and KPIs(Key Performance Indexes) which is enable to evaluate objectively effectiveness in the preliminary and the post evaluation phases are developed, and according to using the quantitative evaluation model . improved effectiveness evaluation results for each index in the point of view of usage and innovation are come out.

Unlike typical corporate investments, IT expenditures have direct impact on many aspects of a business, including those that are difficult to quantify. Therefore, financial indicators alone do not do justice to the full effect of an If investment. Proposed in this paper is a methodology to measure the return on IT investments, including non-financial impacts expressed in terms of monetary values. This methodology shows tangible cost as well as hidden cost by analyzing total cost of ownership. The methodology also produces ROI by performing cost benefit analysis including financial and non-financial factors. This paper suggests a more objective validation of If's impact on the business activities. It rationalizes investment priorities and provides a systematic approach to effective IT investment.
