본 논문은 국내세법, 한 중 조세협약, 중국세법을 근거하여 특수목적회사(SPC), 사모펀드(PEF) 등의 간접투자 방식과 직접투자 방식에 대한 투자시뮬레이션을 활용하여 최상의 투자형태 협상전략을 제시하였다. 분석결과 중국내 고정사업장이 없는 경우 홍콩과 같은 조세회피지역에 특수목적회사를 설립하여 중국에 투자하는 형태가 직접투자 혹은 국내에 PEF 설립을 통한 투자보다 더 합리적이었다. 더욱이 특수목적회사는 국내의 여러 가지 규제에서 벗어나 자유로운 펀드운용과 새로운 투자추진시 국내과실 송금 처리절차를 거치지 않고 재투자가 가능하다는 점을 포함하여 다양한 장점을 가지고 있었다. 중국 등의 해외투자 고려시 조세회피지역에 특수목적회사를 설립하고 이를 통해 투자를 실행하는 것이 가장 효율적인 방안임을 고려하여 투자방식과 JV협상을 진행하여야 할 것이다.

This study analyzes the determinants of the choice of foreign direct investment mode by Korean fashion firms in entering into foreign markets. We have established hypotheses regarding their choice among three classical entry modes including a wholly-owned subsidiary, a joint venture and an M&A based on factors such as the investing firm's size, international experience and international strategy type, host market potentials, cultural distance and foreign investment risk. By conducting multiple logistic regression over secondary data on 100 Korean fashion firms, we found that all variables but cultural distance were statistically significant. The results may contribute to advancing international business theory on the fashion industry and developing fashion firms' global strategy.

Korean Public-Private Partnership, mainly implemented using BTO (Build-Transfer-Operate) and BTL (Build-Transfer-Lease) methods, has contributed in increasing benefits of the people by providing the needed public services in a timely and efficient manner. It has also induced flexible national fiscal management. However, in addition to the repeal of the Minimum Revenue Guarantee (MRG) program in 2009, changes in business environment including recent financial crisis aggravated financial situation in pursing PPPs, resulting in significant contraction of BTO projects. Therefore, the new methods are to be suggested and applied to overcome this situation. This paper seeks to find ways to apply "Mixed Model," characterized as the compound of BTO and BTL, two different implementation methods of PPPs, as an enhanced burden-sharing mechanism.

This paper put the goal on boosting up early startup investment by delivering and positioning SAFE as the main early startup investment type in Korea. In particular, this paper proves the better fitting of SAFE as to the early stage of venture investment than these of Convertible Note. This paper as referring the previous studies of SAFE as the major keystone issues determining active SAFE applying (legal positioning issue, tax treatment issue, failure of inducing the following investment with uncertainty over maturity) proposes boosting up policy of Korean SAFE. First, as to accounting treatment of SAFE, it suggests SAFE to recognize legally as "the capital" on the Korean Venture Investment Act of introducing SAFE actively as venture investment type. Second, as to tax treatment issue, it proposes on amending venture indication rule as the best alternative of resolving tax issue by accepting SAFE as the investment meeting to venture investment requirement. Third, as benchmarking foreign cases, it delivers the method of modifying foreign SAFE Contract Format by adding up more clauses about safety vehicles against the failure of the following investment and fixing maturity date and event. Ultimately, all resolutions of this paper fall on highlighting the role of Korean Venture Investment Act and Ministry of SMEs and Startups.

본 연구는 장기투자자인 생명보험사 및 연기금의 투자다변화 일환으로 장기투자의 성격에 부합하고 안정적이며 높은 수익이 기대되는 대체투자 중 사회간접자본 자산에 대한 투자방안을 연구목적으로 하여 다음의 분석결과를 도출하였다. 첫째, 생명보험사와 연기금의 금융부문 수익률과 사회간접자본 투자수익률을 비교한 결과 사회간접자본 투자는 변동성이 큰 주식에 비하여 위험은 낮고 안전자산인 채권에 비해서는 상대적으로 높은 수익률을 나타내었다. 둘째, 생명보험사 및 연기금이 사회간접자본 투자에 참여할 경우 사회간접자본 투자에 대한 정부의 수입보장 및 국내 인프라 사업의 사업수익률 수준과 타기관의 목표수익률 등을 종합적으로 고려할 때 15% 수준의 투자수익률이 적합할 것으로 보인다. 다만 최근 국내 주요 사회간접자본 사업의 투자수익률을 볼 때 국가관리사업과 자체관리사업 모두 투자수익률이 낮아지고 있는 추세이므로 장기적으로 이러한 추세를 반영하여 목표수익률의 재조정이 필요한 것으로 보인다. 셋째, 현실적인 간접투자상품의 한계 및 직접투자시의 비용절감효과 등으로 대규모투자자의 경우 전문성을 확보하여 직접투자방식의 참여를 고려할 수 있으며 중소규모투자자의 경우 시장상황 및 위험을 고려하여 펀드를 조성하여 투자하는 것을 고려할 수 있다. 그리고 중장기적으로는 세계적인 추세에 따라 국내 사회간접자본 간접투자 시장이 활성화되고 규모가 커지게 될 것으로 예상되는 바, 간접투자방식을 적극적으로 검토하여야 할 것이다.

This paper proposes a way to a risk quantification of public sector comparator in the value-for-money test of the BTL (Build-Transfer-Lease) scheme in rail investment projects. Two principal risks that are project delay and budget increasing costs are identified and are empirically quantified with a case study of the Haman-Jinju link. The methodology suggested is expected to be a good reference for the similar research afterwards and also to help in settling down the scheme that is only an early stage.

우리나라는 R&D투자 정책을 적극적으로 추진한 결과 과학기술 발전을 통한 경제성장을 이룩하여 왔고, 세계 선진 각국에서도 과학기술을 중요한 국가 아젠다로 삼으면서 신기술 개발이나 사회문제 해결을 위한 해결책으로 과학기술 정책을 적극적으로 펼치면서 R&D에 대한 적극적인 투자를 시행하고 있다. 우리나라의 경우도 2014년 기준으로 정부의 R&D투자 예산은 17조 7천억원의 거대한 규모로 확대되고 있으며, 각각의 연구주체들에 의해 수행되어진 결과로 나오는 다양한 종류의 연구성과에 대한 성과관리의 중요성은 점점 더해가고 있는 실정이다. 한편, 연구개발 투자에 대한 성과의 효율성이라는 측면에 있어서 염려의 목소리도 만만치 않은 실정이다. 이는 연구성과를 창출하기 위한 프로세스, 즉 연구기획, 선정, 수행관리, 결과평가, 사후관리 및 사업화 등의 과정들을 철저하고 효율적으로 관리하여야 한다는 측면에서 접근할 수도 있겠으나, 중소기업을 지원하는 정부의 R&D 지원형태에 있어서는 정부의 지원방식에 따라, 즉 출연(국가 등이 반대급부 없이 예산이나 기금에서 지원하는 방식)지원이나 융자지원(일정한 금리와 상환기간을 정해놓고 지원하는 방식)에 따라 도출되는 성과의 차이가 있을 수 있다는 점에 착안하여 그 두가지 지원방식에 따른 성과에 있어서의 차이점을 비교해 보고, 그 결과에 따라 정부가 중소기업을 대상으로 지원하는 방식에 대한 방향성을 제시해 보고자 한다.

통신산업의 투자보수율의 결정은 요금의 결정, 상호접속료의 산정, 보편적역무손실보전금의 산정 등에 영향을 미치게 된다. 지금까지의 투자보수율의 결정은 CAPM모형에 의하여 결정되어왔다. 그러나 CAPM모형에 의하여 주식수익율을 설명하지 못한다는 많은 국내외의 연구결과가 있었다. 본 연구에서는 CAPM모형에 의한 투자보수율산정의 문제점을 살펴보고, 이에 대한 대안으로 방산물자의 이윤결정방식에 의한 투자보수율 산정의 가능성을 제시하고자 한다.

This paper proposes several alternative government financial supporting policy on IT-related small and medium sized enterprises. First, this paper considers reforming factors relating to current financial supporting policy and studies foreign government supporting loan programs through benchmarking so as to derive alternative financing supporting policy. Secondly, this paper analyses several investment supporting policies on IT-related small and medium sized enterprises. Finally, new Korean government financial supporting policy on IT-related small and medium sized enterprises is collectively diagnosed by putting comprehensive analyses together in this paper.
