A Study on Building a Well-organized, Open and Integrated Counter-terrorism System in South Korea (개방·통합형 한국 테러대응시스템 모델 구축 방안)

  • How will South Korea design well-organized, open, and integrated counterterrorism system? Does this system work well in the emergent situation? These are very significant issues. It is likely that this system would give the solution. A legal basis needs to be established to have a well-organized, open, and integrated counterterrorism system. The core part of a well-organized, open, and integrated counterterrorism system is to minimize and eliminate damage caused by terror through preventiveness, preparation, action, and restoration. For having this system, they need to be divided into two section: an open one and an integration one. In this study, there will be a discussion on a new and appropriate counterterrorism system fit in South Korea a subordinate system: legal, organized, civil aspects need to be provided on the basis of an well-organized, open, and integrated counterterrorism system and an analysis on the current system of the States, England and the following implications.

  • This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

A Comparative Study on Each Nation's Counter terrorism Organization and Function (각국의 테러대응 조직과 기능의 비교 연구)

  • This study is to present effective and rational strategies by comparing and analyzing plans of some nations such as the United States, Britain, Germany and Japan against terrorism. Nations mentioned above have made alliance to prevent the possible terrorism after 9.11 attack and performed various tasks efficiently. The result of this study is summarized as follows. First, it is required that there should be an integrated system which works properly. Each nation has not distinguished natural disaster from man-made one based on the damage and the abilities of authorities to deal with. On the other hand, South Korea tells two disasters according to causes and runs distributed systems in which each government division performs its duties to manage each disaster. Accordingly, in economic terms, it is much more effective to provide integrated counter terrorism, not distributed one. Second, information sharing must be stimulated. To take actions quickly when an accident occurs, the government needs to have united and integrative systems, which make it prepare for various types of terrorism well. In addition, it is necessary for a government-related organization to tie up with other channels for collecting, analyzing and sharing information. For this, integrative systems for terrorism should be taken into consideration.

  • The purpose of this research is to suggest a construction device that can transform a public safety, security service, security system on counter-terrorism device system, from government leading type to private management type. There are purpose on this thesis to research for the bringing up counter-terrorism experts certification system and about all sorts of developed device among our country's counter-terrorism situation and through comparing developed country's private security's developing device. This summary of thesis is like below. First we need to establish total counter-terrorism center, like developed country on national corresponding strategy. Second, we need to make an organization as a country security department unified as an America's President directly belonging organization. Third, it is to legislate about an counter-terrorism. Fourth, we need to make a coorperate system according to counter-terrorism duty come under private management, so that can recover a trust among people. Fifth, a terror warning system is necessary. Private security's mutual relationship and developing devices is First, it is necessary to bring up counter-terrorism expert. Second, it is necessary to bring in counter-terrorism experts certification system. Third, counter-terrorism research center that come under private management is necessary. The university, private security related academy, should establish research center for the private security industry's specialization, subdivision. It is considered that various research need to be continued after by bringing up counter-terrorism experts, transforming a consciousness, counter-terrorism education, building an equipment and education center, not for a special group, that can minimize human infringement.

A Study on the Response Plan through the Analysis of North Korea's Drones Terrorism at Critical National Facilities - Focusing on Improvement of Laws and Systems - (국가중요시설에 대한 북한의 드론테러 위협 분석을 통한 대응방안 연구 - 법적·제도적 개선을 중심으로 -)

  • Purpose: The purpose of this study was to analyze the current state of drone terrorism response at such critical national facilities and derive improvements, especially to identify problems in laws and systems to effectively utilize the anti-drone system and present directions for improvement. Method: A qualitative research method was used for this study by analyzing a variety of issues not discussed in existing research papers and policy documents through in-depth interviews with subject matter experts. In-depth interviews were conducted based on 12 semi-structured interviews by selecting 16 experts in the field of anti-drone and terrorism in Korea. The interview contents were recorded with the prior consent of the study participants, transcribed back to the Korean file, and problems and improvement measures were derived through coding. For this, the threats and types were analyzed based on the cases of drone terrorism occurring abroad and measures to establish anti-drone system were researched from the perspective of laws and systems by evaluating the possibility of drone terrorism in the Republic of Korea. Result: As a result of the study, improvements to some of the problems that need to be preceded in order to effectively respond to drone terrorism at critical national facilities in the Republic of Korea, have been identified. First, terminologies related to critical national facilities and drone terrorism should be clearly defined and reflected in the Integrated Defense Act and the Terrorism Prevention Act. Second, the current concept of protection of critical national facilities should evolve from the current ground-oriented protection to a three-dimensional protection concept that considers air threats and the Integrated Defense Act should reflect a plan to effectively install the anti-drone system that can materialize the concept. Third, a special law against flying over critical national facilities should be enacted. To this end, legislation should be enacted to expand designated facilities subject to flight restrictions while minimizing the range of no fly zone, but the law should be revised so that the two wings of "drone industry development" and "protection of critical national facilities" can develop in a balanced manner. Fourth, illegal flight response system and related systems should be improved and reestablished. For example, it is necessary to prepare a unified manual for general matters, but thorough preparation should be made by customizing it according to the characteristics of each facility, expanding professional manpower, and enhancing response training. Conclusion: The focus of this study is to present directions for policy and technology development to establish an anti-drone system that can effectively respond to drone terrorism and illegal drones at critical national facilities going forward.

  • 21C 고도의 도시화로 인하여 인구과밀화 및 초대형 초고층 건물의 비약적인 확산은 재난의 규모와 양상에 변화를 가져오며, 도시형 재난재해에 대비한 새로운 대책의 필요성을 과제로 안기고 있다. 뿐 만 아니라 지구온난화 및 뉴 테러리즘의 경향은 복합적이고 동시다발적인 재난으로 인한 다수인명피해에 대한 방호기능의 중요성과 통합재난관리 시스템의 중요성을 더욱 부각시키고 있다. 이러한 거시환경의 변화에 따라 다양화된 위험요인에 대한 체계적 대비와 효과적 대응을 위해 분야별 전문대응조직과 스페셜리스트 양성이 시급한 과제로 대두되고 있으며, 특히 재난대응단계에서 지진 등 건물붕괴로 인하여 동시다발적인 초대형 재난재해 시 효율적인 인명구조 활동의 대책으로 도시탐색구조 체계의 선진화 방안이 필요하며, 이를 위하여 소방공무원을 대상으로 실시한 의식조사 분석결과를 제시하고자 한다.
