  • The purpose of this study is to identify the direct effects of PSM on job satisfaction (JS) and perceived job performance (PJP) in public institutions and to identify indirect effects of the mediator. In particular, we define the person-organization fit (POF) used as the mediator as the fitness of the personnel system and identify the influence of POF in the relationship between PSM, JS, and PJP. The questionnaires used in this study were conducted for the members of Changwon Public Health Center and empirical analysis using structural equation modeling was conducted and the following results were obtained. First, PSM in the integrated public service organization has a positive effect on JS and PJP. Second, PSM shows that JS and PJP of organization members are improved through mediating effect of POF. It can be concluded that PSM can improve JS and PJP through institutional fit between members and organizations.

  • The main purpose of this study is to empirically examine and to develop the optimal model about an influential relationship between the types of source-based trust and knowledge sharing of local government officials. Procedural and distributive justice-based calculative trust in organization, cognition-based trust in organization, cognition-based trust in supervisor, cognition-based trust in coworkers, and emotion-based trust in coworkers were set up as independent variables of this research model, and sharing of tacit knowledge and explicit knowledge based on the knowledge content as dependent variables. The research results shows that the suitability of each model has approximate value to the required level, and that emotion-based trust in coworkers significantly affects knowledge sharing for both the individual and integrated factors in hypothetical influential relationship. This study is expected to help to enable knowledge sharing in various situations by dividing the concepts of trust that affect knowledge sharing into a few types, and deriving the influential model of knowledge sharing by types.

  • The ICT policy domain is one of the most important policy domains in terms of national development and continuity. It is primarily because the contemporary society has been continuously developed and changed based upon the advanced information technologies. Recently, the Moon Jae-in Administration reorganized the Ministry of Science and ICT, and transferred a few of the key ICT related functions to other ministries as an attempt to develop the national ICT policies. However, critics in this domain argue that various problems still exist in the ICT policies in Korea. Therefore, the purpose of this research is to verify the empirical validity of the existing problems in the ICT policies in Korea, and develop alternatives to solve those problems. In order to serve the research purpose, this study employs multiple methods; a quantitative method which is a survey involving experts in ICT policies, and a social network analysis involving public officials in ICT related ministries. Research results show that the Korean government needs to enhance its capacity to make adjustments in ICT-related policies as the current decentralized system continuously creates various types of problems. The second possible solution to the problem is to change the national ICT policy system to a centralized one. However, this requires various efforts such as cooperation among ICT related government agencies, separation of ICT policies from science and technology policies, and increased government capacity to implement the ICT policies.

  • This paper provides a case for the comprehensive performance management system in Public Procurement Service. Public Procurement Service set up the BSC system at the beginning of 2006 by improving and complementing the earliest performance management system and made it possible to automatically connet the performance measurement and evaluation of the departmental and person by using CSF and KPI, which result from their mission and strategic assignments. Therefore, the public service of the adminstration is able to offer better customer service, as the private corporations do, apply the incentive and disincentive policies to the personnel and reward administration and contribute to changing the administration into an organization of competition and performance compensation. The application of the BSC system enables the strengthening of the individual evaluation system in the departmental, integration of various evaluations into one, and the establishment of a monitering system of achievement rate in the objective management in the periodic results. Such a case study of Public Procurement Service will determine the course of establishment of the BSC in other public institutions and suggest many successful methods and ideas for the performance management system.

  • This study aims to analyze the government accounting system of South Korea on the institutional complex and institutional congruence of new institutional theory and suggests policy reform for the system. I researched the literatures on the national and local accounting system and compiled research materials from the Ministry of Strategy and Finance, the Ministry of Interior and Safety, the Board of Audit and Inspection, and Government Accounting and Finance Statistics Center websites. Analysis showed that the government accounting system consists of various elements in institutional complex and the congruence level of national and local accounting system of South Korea is low in production, disclosure, and application of information. • Korea is constructing the disaster management system to prevent various disasters and minimize damages. In spite of these efforts, however, Korea lately suffered from a number of diverse disasters. These disasters once again lead to the questions and criticisms concerning the effectiveness of the disaster management system. So research into how to quantify the disaster management system is very significant in securing the right of the people to lead a safe life, keeping human life and properties from being injured. The purpose of this study is to prioritize policies which can be considered for establishing and operating disaster management system. To do that, this study conducts a questionnaire survey, targeting for 282 fire man. The survey includes various factors according to four stages in disaster management process: prevention, preparedness, response and recovery. The method used is AHP(Analytic Hierarchy Process) technique using expertchoice 2000. Results of the analysis are as follows. At the first stage of analysis, prevention is found as the most significant factor. The other significant factors are response, preparedness, and recovery factor in order. At the second stage of analysis, share of role among disaster facilities is the most significant factor. Reorganization of disaster facilities and connection of law are significant in order.

  • It can be expected that intelligence and knowledge will be the core of the post-industrial society in a near future. Accordingly, the age of intelligence shall be accelerated extensively to find ourselves in an age of 'Communication' service enterprise. The communication actions will increase its efficiency and multiply its utility, indebted to its scientic principles and legal idea. The two basic elements of communication action, that is, communication station and communication men are considered to perform their function when they are properly supported and managed by the government administration. Since the communication action itself is composed of various factors, the elements such as communication stations and officials must be cultivated and managed by specialist or experts with continuous and extensive study practices concerned. With the above mind, this study reviewed our public service officials law with a view to improve it by providing some suggestions for communication experts and researchers to find suitable positions in the framework of government administration. In this study, I would like to suggest 'Occupational Group of Communication' that is consisted of a series of comm, management positions and research positions in parallel to the existing series of comm, technical position. The communication specialist or expert is required to be qualified with necessary scientific knowledge and techniques of communication, as well as prerequisites as government service officials. Communication experts must succeed in the first hand to obtain government licence concerned in with the government law and regulation, and international custom before they can be appointed to the official positions. This system of licence-prior-to-appointment is principally applied in the communication management position. And communication research positions are for those who shall engage themselves to the work of study and research in the field of both management and technical nature. It is hopefully expected that efficient and extensive management of communication activities, as well as scientific and continuous study over than communication enterprise will be upgraded at national dimensions.
