조사통계는 정부통계 작성이 시초였으며 정부통계는 해방후 정부수립과 동시에 기본적인 항목만 생산되었으나 1961년 장기적인 경제발전계획의 수립과 추진을 위한 경제기획원 발족이 활성화의 계기가 되었다. 1963년에는 경제활동 인구조사에서 전수조사가 아닌 표본조사를 처음 적용하였으며, 1991년 1월 조사 통계국이 통계청으로 승격되어 다양한 분야의 수준높은 통계작성과 통계에 대한 신뢰성 제고가 가능케 되었다.

최근 빈번하고 무절제한 조사로 생산된 불량한 통계의 통제와 관리의 필요성이 대두되고 있다. 이는 불량한 통계가 양산될 경우 통계전반에 대한 불신이 증대됨으로써 이제까지 통계인들의 노력이 헛되이 됨은 물론 조사통계의 사용을 기피하게 될 것이므로 양질의 통계를 생산하기 위하여 조사과정 전반에 대한 표준화가 필요하다.

Recently, some advanced statistical agencies have great concern on the quality of statistics which is defined in the context of being' fit for use'. In this paper, we present a concept for statistics quality control, elements of statistics quality, 8 procedures for sampling survey. We also suggest quality guidelines for sampling survey statistics.

경제가 발전하고 사회생활이 다양화됨에 따라 미래를 예측하여 계획을 수립하게 되고, 제반시책을 보다 과학적으로 수행하게 된다. 1960년이후 우리나라 행정은 경제개발을 위한 시책에 치중하여 왔고, 따라서 경제정책에 필요한 통계수요가 증가하였으며, 이러한 행정상의 필요에 따라 경제분야의 통계가 크게 발달하였다고 볼 수 있다. 정부에서 실시하고 있는 경제분야의 통계가운데 주요한 조사통계를 보면 1960년 인구, 주택 및 농업센서스가 있었고, 1960년 경제활동에 참여하는 노동력을 조사하는 경제활동 인구조사가 실시되었고 1962년에 식량작물생산량조사가 실시되었다. 1962년 농가경제조사 및 농산물생산비조사가 있었고, 1960년 광공업센서스, 1967년 광공업통계조사 1969년 건설업통계조사, 1968년 도소매업센서스가 있었고, 1969년 이를 보충하기 위한 도소매업동태조사가 실시되었으며, 이밖에도 1968년 기업경영통계, 1963년 도시가계조사, 1964년 전국소매물가조사 등이 있다.

The farm population survey and the livestock survey are sample surveys related to agriculture. Two new sample designs for these surveys are considered. Shi-Gun(county) estimates in the farm population survey and Shi-Do(county) estimates in the livestock survey can be obtained. Also the sample sizes are reduced. To increase the precision of the estiamtes strarified simple random samples are used and particularly purposive samples are introduced in livestock survey. Lastly the method of management and replacement of samples are investigated for successive occasion survey.

금년 11월에 실시되는 국가의 중요한 조사인 인구주택 총조사를 앞두고 조사항목, 조사방법, 사용되는 통계기법 등에 대하여 발표해 주셔서 감사합니다. 국가의 중요정책을 수립하고 결정하는데 사용되고 관련단체나 일반기업에서 실제 많이 활용하고 있는 국가의 기초자료가 되는 통계를 생산하는 전반적인 과정과 어떤 통계적 기법들이 어떻게 실제조사에 적용되는가를 알아보는 것이 이론 통계를 실제 조사에 응용한다는 점에서 중요하다. 또한 통계학을 전공하고 가르치는 입장에서 이러한 전 과정을 학생들에게 알려주는 것이야말로 살아있는 통계 교육이라 본다.

계속 반복하여 실시되는 통계조사에서 조사원은 오차를 발생시키는 주요 요인으로 간주되고 있다 조사원에 의한 오차를 측정하는 방법으로서 조사표 형태별로 조사원, 집락 및 가구 등 변수에 따라 할당하고 선계방법에 따른 추정 값에 대한 효과 및 효과의 분산을 산출하는 모델을 제시한다. 또한 실제 조사모델로부터 품질관리표본을 추출하여 이를 대상으로 리인터뷰를 실시한 결과를 조사원의 인구통계학적 특성별로 분석하고 불일치지수 등을 산출함으로써 오차를 분석하는 방법을 제시한다.

In this paper, the following facts have been reviewed: First, statistics should have the characteristics of descriptive, inferential, and applicative statistics in "information-Knowledge Society." Second, the computer has been employed in the process of data collection and data analysis for producing the statistics with timeliness and efficiency. Third. we have to develop a statistical development plan which lays emphasis on the production of applicative statistics in the coming "Internet Cyber Society" In addition, we investigated overall status of computer utilization, and the process of the development of computer-assisted statistical survey methods. The prospects of internet surveys were also investigated here. On the basis of the above review and investigation, we suggested "an integrated system of computer-assisted statistical surveys" that can be applied to all kinds of surveys and statistics.

해운물류 통계는 해운항만분야의 정책수립 및 진단, 연구 학술활동과 경영계획 수립 등에 활용되는 중요한 기초 자료이다. 국내 관련 기관들은 각자의 역할과 목적에 따라 다양한 통계들을 제공하고 있다. 본 연구는 이들을 조사 분석하고 해운물류 통계에 대한 수요조사를 통해 기존 해운물류통계들의 이용도와 만족도, 문제점 그리고 개선방향을 분석하였다. 수요조사와 종합적인 물류분석의 체계를 반영하여 향후 해운물류 통계 표준화에 필요한 개선안을 제시함으로써 이용 편의성을 제고시키고자 하였다.

양곡소비량조사는 가구부문과 사업체부문에서 소비하는 주요식품의 소비량을 조사함과 동시에 주곡인 쌀의 재고량을 조사한다. 이 조사는 해마다 통계청에서 표본설계하여 실시하는 표본조사에 의존한다. 특히, 사업체 부문의 양곡소비량 조사는 응용절사법(Modified Cut-Off Sampling Method)에 의해 표본추출되어 매년 11월에 조사가 실시되고 있다. 2003년도 사업체 양곡소비량 및 재고량조사는 2001년 사업체기초통계조사와 광공업통계조사를 모집단으로 하여 22,320 대상업체 중에서 819업체를 전수조사하고 2,145 업체를 표본조사하여 전체를 추계한다.
