Recently, some advanced statistical agencies have great concern on the quality of statistics which is defined in the context of being' fit for use'. In this paper, we present a concept for statistics quality control, elements of statistics quality, 8 procedures for sampling survey. We also suggest quality guidelines for sampling survey statistics.

The statistics of disaster and safety control which have been produced by NEMA(National Emergency Management Agency) and other related agencies have some problems which show redundancies and the lack of connections. These problems can result in disbelief of disaster-management related policies and cause uncertainties on standardization. One of the main problems is caused by the lack of an integrated system that can coordinate available statistical resources. The objectives of this paper are to propose possible ways for the rearrangement of statistics categories, the improvement of statistics indicators and the integration of statistics of disaster and safety management based on the improvement of related laws and regulations. Through the integrated system for an efficient production of disaster and safety-related statistics, it will be possible to establish more accredited disaster-management policies based on the scientific statistics and international standard.

본 논문에서는 국내에서 시행중인 전력수요관리사업의 현황을 분석하고 수요관리사업의 보급실적 통계를 구축하는 필요성과 구축 결과를 정리하였다. 일반적인 전력분야 통계와 구분되는 수요관리 분야 통계의 특성을 분석하였으며, 이러한 특성을 효율적으로 반영할 수 있는 수요관리보급통계 지표를 개발하였다. 또한 본연구를 통해 개발한 수요관리보급 통계집은 수요관리평가 웹페이지를 통해 보급하여 사용자의 편의성을 도모하였다.

오늘날 우리나라 기업들이 정부가 경제운용방식을 민간주도의 경제운용방식으로 전환하겠다는 정부시책에 따라 총합적품질관리(TQC)를 정착화하여, 기업의 재무구조를 개선하고, 생산성 및 품질향상을 통하여 국제경쟁에 이기기 위하여, 전국적으로 TQC 정착화운동을 활발히 전개하고 있음은 주지의 사실이다. TQC의 진수를 이루고 있는 것이 통계적품질관리(SQC)이므로 통계적방법의 공업에의 응용면을 찾아보는 것은 SQC 기법의 활용도를 찾아보는 것과 동일하다고 본다. 공업통계의 활용은 생산성향상과 공산품의 품질향상에 직결되므로 차제에 우리나라 기업이 어느 정도 통계교육을 받고 있고, 어느 정도 활용하고 있나를 파악한 후, 그것을 분석하고, 개선대책을 내놓는다면 커다란 의의가 있다고 생각되나, 필자의 제한된 경험과 제한된 자료, 제한된 시간 관계상, 그렇게하지 못함을 송구스럽게 생각한다. 본논문은 필자의 한국공업표준협회의 품질관리교육, 품질관리대상심사, 품질관리분임조경쟁대회심사 등을 통한 제한된 경험과 자료를 가지고, 한국공업통계이용현황에 관하여 기술한 것이다. 첫째로 우리나라 기업의 공업통계교육현황을 살펴보고, 둘째로 우리나라 기업이 공업통계를 제품의 개발단계에서 생산단계, 판매단계에 이르기까지 어떻게 활용하고 있는지 그 정도를 살펴보고, 셋째로는 앞으로의 우리나라 기업의 공업통계활용활성화방안에 대하여 필자 나름대로의 의견을 진술하고자 한다.

Statistical database(SDB) are large database primarily collected for purpose of statistical analysis. Commerical database management systems have not been widely used for SDB because of the efficiency problem of storage and access of those systems for SDB. In this paper, we propose SDB management method to use a front-end system to a Relatianal Datebase Management System (RDBMS). We do the design of SM-F system (Stasticical database Management as Front-end system) as a front-end system to a RDBMS. In the system, we use GROS model specially proposed for SDB, and store and manage summary database and meta database to support statistical analysis and to provide users with statistical summary information.

International financial crises of the mid-l990s are widely perceived as the trigger that prompted recognition of the need for a new data quality management by the OECD, IMF, Eurostat and individual statistical agency. The official statistics improvements schedule in Korea was launched in 1996 as part of a broader internationally-agreed-upon initiative to strengthen transparency and promote good governance practices. These new initiatives are based on the Total Quality Management(TQM) movement and other management frameworks broadening the concept of quality beyond the traditional statistician's concepts of data quality. This paper aims to evaluate the statistics quality of Land Price Index. Evauation Method is the National Statistical Office's Data Quality Management System which focus on accuracy, timeliness, relevance, accessibility, comparability, serviceability, efficiency.

이 논문은 표본크기와 표본추출간격 이외의 관리모수인 EWMA 관리도의 가중치를 이전 시점의 관리통계량 값에 기초하여 변화시키는 VW(variable weight) 방법에 대한 것이다. 이 방법을 VSR(variable sampling rate)과 병행하는 절차를 제안하고, 절차의 효율에 대하여 알아보았다.

2008년 도서관분야 국가승인통계 생성과 더불어 국가도서관통계시스템이 구축되었다. 본 연구는 국가도서관통계시스템 구축 이후 10년을 맞이하여 도서관통계데이터를 제공하는 국가도서관통계시스템이 도서관 정책 및 연구의 기초자료로 활용된 사례를 분석하였다. 데이터 수집은 한국한술지인용색인(KCI) 및 온-나라정책연구(PRISM)를 활용하여 2008년~2018년도에 발행된 학회지와 정책연구를 대상으로 하였다. 해당 데이터는 국가도서관통계시스템을 참고한 논문 95건, 정책연구보고서 39건이다.

경기도를 사례로 검토한 결과, 가로수관리의 공통업무는 현황도면관리, 식재방법, 대장 관리, 자료관리, 상세업무, 통계관리로 나타난다. 그러나 겸무가 많아 이러한 주 업무에 대한 투자시간이 짧고, 대부분 수작업의 관리대장을 이용하고 있어 대체로 체계적인 관리가 이루어지고 있지 않다. 또한 관리시스템이 갖춰진 고양시의 경우도, 시스템이 범용GIS 이전에 구축되어 국가설계안과의 조합이 불가능하며, 가로수업무가 도로의 일부분으로 취급되어 업무가 불명료하고, 투자비용에 비해 활용도가 크게 떨어지는 것으로 나타난다. 본 연구에서는 동두천시를 사례로 이러한 관리업무의 흐름과 문제를 더욱 구체적으로 밝혀, 국가범용GIS에 대응하는 가로수관리시스템 기본설계안을 제시했다. 이 설계안은 가로수관리상의 문제 및 현실여건을 고려하여. 1)가로수관리 담당자가 관리업무를 체계적으로 수행할 수 있도록 업무기능을 설계하고, 2)효율적인 가로수 관리를 위하여 대장을 조회/수정/저장 및 출력할 수 있을 뿐 아니라, 노선/수종별 가로수현황 및 환경상태파악을 할 수 있도록 가로수통계현황 기능과 공간검객 기능을 설계했다는데 특징이 있다.
