Modeling Large Scale of Urban Nonpoint Source Pollution using a Geographic Information System (지리정보체계를 이용한 도시 비점원오염의 대축척 모형화)

  • Concern about nonpoint source pollution associated with urban storm water has led to the development of new tools for better water quality planning. This paper presents an application of a geographic information system (GIS) for urban water quality study. The GIS was used to manage land use data for nonpoint source pollution modeling and to aggregate pollutant loadings within various types of geographic units. An empirical water quality model was used to estimate pollutant loadings based primarily on land use. A land use coverage was created by updating an old coverage through interpretation of recent photography. This land use coverage was also used to record all pollutant loadings for each land use polygon. Storm sewer maps were digitized and interpreted to create a coverage of storm sewer basins and sub-basins. By overlaying pollutant loadings with the sewer sub-basin layer, aggregated pollutant loadings for major sewer outfalls were calculated. Based on the loading information, critical areas of excessive pollutant loadings were located and the effectiveness of Best Management Practices (BMPs) to control pollutant loadings were evaluated.

  • The cadastral administration is centered around cadastral maps. It is increasing that demand of the public for effective administration and higher quality of service through the development of application program of cadastral maps maintenance. Geo-Spatial Information System which is based on the graphic database of Yuseong-ku, Daejon City and the attribute database about cadastral information has been developed for effective maintenance and use in the part of map editing, public land price management and multi-parcel based work. In this pi-lot study, pointing out difficulties of database implementation and many experiences in the development of application program will be used effectively for further expansion of the automation of the cadastral administration.

  • 도시재생 업무분야에서 정보체계의 실질적 활용을 도모하기 위해서는 특화된 정보생산 및 관리 모형이 필요하다. 도시재생 종합 DB는 도시 쇠퇴진단, 잠재력 평가, 우선대상지 선정 등 업무 수행을 위해 요구되는 정보수요와 전문가 및 일반인을 대상으로 하는 다양한 서비스 수요에 기반하고 있다. 본 연구에서는 기존의 연구 성과 및 현재 진행 중인 시스템 모형을 분석하여 구축대상 정보를 구성하고 이를 공간정보 기반에서 재구성하여 효과적으로 활용할 수 있도록 정보 모형을 수립하고 구현방안을 제안하였다. 제시된 정보 모형을 통해 도시재생 정보의 활용성을 높이고 도시재생종합정보시스템의 기능을 확장시킬 수 있을 것으로 기대된다.

  • This study proposes the big data policy and case studies in Korea and the application of land and housing of spatial big data to excavate the future business and to propose the spatial big data based application for the government policy in advance. As a result, at first, the policy and cases of big data in Korea were evaluated. Centered on the Government 3.0 Committee, the information from each department of government is being established with the big-data-based system, and the Ministry of Land, Infrastructure, and Transport is establishing the spatial big data system from 2013 to support application of big data through the platform of national spatial information and job creation. Second, based on the information system established and administrated by LH, the status of national territory information and the application of land and housing were evaluated. First of all, the information system is categorized mainly into the support of public ministration, statistical view, real estate information, on-line petition, and national policy support, and as a basic direction of major application, the national territory information (DB), demand of application (scope of work), and profit creation (business model) were regarded. After the settings of such basic direction, as a result of evaluating an approach in terms of work scope and work procedure, the four application fields were extracted: selection of candidate land for regional development business, administration and operation of rental house, settings of priority for land preservation, and settings of priority for urban generation. Third, to implement the application system of spatial big data in the four fields extracted, the required data and application and analytic procedures for each application field were proposed, and to implement the application solution of spatial big data, the improvement and future direction of evaluation required from LH were proposed.

  • 현재 공시지가를 산정하는 과정에서 비교 표준지를 선정하는 작업은 지적 담당공무원의 수작업에 의하여 이루어지고 있다. 한정된 시간에 많은 개별필지의 비교표준지선정 작업으로 인하여, 객관적이고 합리적인 비교표준지를 선정하는 것에 어려움이 있다. 또한 현재 NGIS(국가지리정보체계)나 UIS(도시정보체계)등에 의한 국가적인 지형정보체계 구축사업이 급속도로 진전되고 있다. 이에 따라 토지의 가치평가의 한 분야인 개별토지의 지가산정작업도 최신의 자동화된 기법을 적용할 필요성이 증대되고 있다. 따라서, 본 연구에서는 비교표준지를 선정하는 작업을 자동화함으로써 수작업에 의한 주관적인 요소를 배제하고, 객관적이고 정확하게 비교표준지를 선정하는 방법을 알아보았다. 아울러 이러한 자동화 기법을 사용함에 있어서 공간의사결정모델을 이용하여 비교 표준지와 개별 필지간의 토지특성을 충분히 고려하여 비교표준지를 선정함으로써 정확도를 높이는 방안을 모색하였다. 본 연구에서는 다양한 의사결정기법 중에서 계층분석과정(AHP)기법, Concordance 기법 그리고 Ideal Point 기법을 사용하여 비교표준지를 선정하였다. 3가지 방법을 통하여 나온 결과를 현재의 비교표준지와 비교하여본 결과, 계층분석과정기법이 가장 현실성이 있는 대안으로 선정 되었다. 본 연구의 결과와 현재 사용중인 비교표준지를 절충하여 좀더 현실적인 비교표준지 선정이 이루어질 것으로 기대한다.

  • The Zone-Based. landuse Information System(ZBLIS) is an useful information system for city administrators and researchers for planning and analysis. The purpose of this study is to establish concept and methodology of the ZBLIS. The concept of Planning Analysis Zone(PAZ), as a basic unit of analysis, was defined to establish the ZBLIS. Then, various PAZs were suggested through a case study of Pohang city. Also, various useful attribute data were recommended in this study for ZBLIS. Digital Maps were used to establish ZBLIS. Among 730 subcategory items in the Digital Maps, some necessary items were selected for ZBLIS. A 84 items was recommended to be use of the ZBLIS. And 250 more items were recommended for more detailed analysis of the ZBLIS. While previous studies of landuse infonnatiom systems have focused on establishing Parcel-based Landuse Infonnation Systems, it is meaningful that this study is trying to recognize the significance of the ZBLIS and suggest the concept and methodology of the ZBLIS.

  • The use of private property occurs fatally to achieve public work such as road construction and appropriate compensation for land expropriation must be performed to use private property such as land. Since compensation of land expropriation is complicated and compensation target is various, electronic processing system development for land compensation processing business is required. The land compensation system for Regional Construction Management Office applied geographic information system (GIS) technology to land drawing that becomes basis of compensation business when constructing roads. It can perform the establishment of compensation planning, the understanding of the present state of compensation and the management of compensation business by connecting with land position information on drawings. We also implemented our system so that it can effectively accomplish various kinds of works such as compensation by agreement, expropriation, decision and deposit etc. Development of the land compensation system that can reduce time for processing civil affair administration and decrease costs efficiently to handle land compensation business
