The Land Use Suitability Assessment System was recently introduced by the $\ulcorner$Act on Planning and Utilization of the National Territory$\lrcorner$ to use, manage, and develop the national territory, which integrated the National Land Use and Management Act and the Urban Planning Act. It provides a guideline for classifying land use into 5 classes according to locational characteristics, usability, and developmental conditions of land in the vicinity. The database is constructed with LMIS cadastral data, posted land price data, and data of related agencies such as the Korea Forest Service, the Ministry of Environment, and the Korea Water Resources Corporation etc. After the database construction, individual parcels are analysed by steps and classified into 3 sub areas - conservation, agriculture, and development using GIS. In this paper we evaluate land use suitability for individual parcels by constructing the Land Use Suitability Assessment System for Jinju city. Therefore, we suggest that this system provides vital data in the urban management planning process.

Land suitability assessment assesses development, farming, and conservation suitability, considering land's soil, location, and possibility for use. It also implement segmentation of management regions into production, conservation, and plan management area. It is evaluated as a very significant system in establishing a land use system of sustainable development and development after planning in the aspect that it can establish proper land use plan. This study developed a recommendation model for development in agent-based model that interacts with surrounding lands. It also tried to summarize the area characteristic analysis and the results of land suitability evaluation, targeting three ri's in Yesan-Gun, and analyze the model's applicability by selection results. In order to recommend area for development that considers the use of the surrounding lands, it calculated development possibility indices that considered the ratings of all the lands in the target areas for each parcel and simulated the model. As a result, selected three areas in target region were suitable areas for development in land suitability assessment. In detail, ratings of the recommended parcels were 3, 4, and 5 ratings. As a result of examining the land status, it showed that all the three areas were plan management areas, thus easy for development. It is judged that the model for recommending area for development suggested in this study can be used as important basic data for setting the direction for development when establishing a regional planning.

임상도는 산림자원이 어디에 어떻게 얼마나 분포하고 있는가를 보여주는 대표적인 산림지도로 전국 산림에 대해 임상, 영급, 경급, 소밀도 등 다양한 산림정보를 제공하여 산림정책 수립의 주요한 자료로 활용될 뿐만 아니라 토지적성평가, 생태자연도 제작 등 다양한 분야의 기초 자료로 활용되고 있다. 최초의 수치임상도는 1차 NGIS 사업을 통해 제작되었는데 당시 수치임상도제작 표준의 부재로 도엽 간 경계 및 속성 불일치 등 여러 가지 유형의 오류가 발생하였다. 또한 임상도의 제작시기, 항공사진 촬영시기, 속성 설명 등 임상도에 관한 보다 자세한 정보를 알기 어려웠다. 이러한 문제점을 해결하기 위해 본 연구에서는 수치임상도 DB 설계부터 수치화, 메타데이터 입력, 품질관리 등의 수치임상도 전 제작과정을 3단계 33개 단위 공정으로 구조화하고 이를 최적화하여 표준화한 수치임상도 표준제작체계를 개발하였다. 본 수치임상도 표준제작체계를 토대로 전국 수치임상도를 일관된 품질로 제작하고 수치임상도에 대한 보다 상세한 정보를 표준메타데이터를 통해 제공할 수 있게 되었다.

본 연구는 도시자연공원구역 제도가 도입되고 약 6년 정도가 흐른 현 시점에서 지역 지정 및 관리상 발생되고 있는 문제점을 분석 고찰함으로써 향후 도시자연공원구역의 지정 및 관리 측면의 제도개선에 기여 할 수 있는 기초자료를 제공하기 위한 목적으로 수행하였다. 본 연구는 연구대상 도시의 민원 내용 분석 및 전문가 인터뷰를 통해 도시자연공원구역이 지닌 지정 및 관리상의 문제점을 도출하였으며, 이것을 근거로 도시자연공원 관련 전문가 집단을 대상으로 델파이조사를 실시하여 도출된 문제점의 타당성 검증을 검증하였다. 본 연구에서 제시된 연구결과를 요약하면 다음과 같다. 1. 도시자연공원구역의 지정 및 관리와 관련하여 지정기준, 지정과정, 유지 관리, 법 지침 측면에서 20개 항목의 문제점이 도출되었으며, 델파이 분석을 시행한 결과 5개 항목이 제외되고, 2개 항목이 추가되어 모두 17개 항목의 문제점이 있는 것으로 도출되었다. 2. 지정기준 측면 문제점은 공원구역지정기준 우선순위(가중치)의 결여, 정량적 평가가 어려운 항목으로 객관성 결여, 국토환경성평가항목 부적합성, 토지적성평가항목 부적합성, 현장조사에 대한 구체적 기준 미 제시, 공원구역 지정면적 기준 제시 미비 등 6개 항목으로 나타났다. 3. 지정과정 측면 문제점은 공원구역 신규지정 시 민원발생, 공원구역지침 시행 전 수립된 도시자연공원구역 타당성평가 필요, 공원구역관리계획 결정 시 경계설정의 종합적 검토 부족, 정밀한 현장조사 수행을 위한 시간적 재정적 여건의 열악함 등 4개 항목으로 나타났다. 4. 관리기준 측면 문제점은 공간별 관리체계 부재, 공원녹지기본계획 중 도시자연공원구역관리계획의 실효성 부족, 용도구역과 도시공원의 이중적 성격으로 인한 관리주체의 이원화 발생, 공원구역을 유지 관리하기 위한 전문인력의 부족 등 4개 항목으로 나타났다. 5. 법 지침 측면 문제점은 별도의 도시자연공원구역관리계획 부재, 공원구역 내 행위허가 된 시설의 부지면적 기준부적합, 도시자연공원구역 타당성 검토 부재 등 3 개 항목으로 나타났다.
