A Study of Development Gains Estimation in Building Land Development Projects (택지개발사업의 개발이익 추계에 대한 연구)

  • In the debates of development gains, the general rule is that it results from actions other than those of the landowner, most notably of the public sector as in granting of permissions for the development of specific land uses and densities or through infrastructure investments, or of socio-economic forces due to a general capital accumulation in space. A huge academic literature has investigated the development gains capture that refers to the process by which a portion of or all land value increments attributed to the community effort are recouped by the public sector. Policy instruments for applying development gains capture are based on deepening land value taxation, financing infrastructure, controling land use. But one of the most basic for the efficient policy implementation is the accurate estimation of development gains. This paper estimates the development gains generated by the total 204 building land projects of Korea Land Corporation and Korea National Housing Corporation since 1995.

Improving the Slope Calculation Method for Evaluating the Feasibility of the Land Development (토지 개발 적정성 평가를 위한 경사도 계산 방법 개선)

  • Slope is one of the most important factor in land development permission standards. In guideline of "Land Suitability Assessment" or "Forest Land Conversion Standard", average slope can be measured using digital map and GIS for target area. Inputs in slope calculation are 1/5,000 digital map of NGII(National Geographic Information Institute) or digital information of Korea Land Information System. Many confusions occur in the field, as there is no standard for slope calculation and are lots of slope calculation methods using contour lines or DEM derived from them. Avoiding these confusions, this study was intended to propose a standardized method for slope calculation and a selection method for a suitable resolution. In this study, using DEM of optimum grid size according to the complexity of topography with finite difference method is suggested as improved slope calculation method, after comparing several representative slope calculation methods.

Rapid Ecoassessment Technique about Anthropogenic Disturbance Potentiality of Land Use (토지의 훼손 잠재성에 대한 신속한 생태평가기법)

  • In order to determine the degree of anthropogenic disturbance potentiality (ADP) of the area a rapid ecoassessment technique was developed on the basis of actual vegetation map. ADP degree of relevant unit cell was computed by using four criteria of land use patterns such as forested area, open water and stream, agricultural area, and urbanized area. Ultimate ADP degree of each cell was obtained by means of direct and indirect computation process. Finally the map of ADP was drawn and analyzed. Vulnerable cell and disturbance nuclei were determined according to disturbance vector which is a kind of potential disturbance pressure of relevant cell influenced by surrounding cell. A case study was accomplished in the Gijang area of Pusan metropolitan city. 973 meshes (500m×500m) were analyzed and a total of 79 meshes were currently threatened. Present technique of rapid ecoassessment was practically useful for diagnosing and planning land use.
