정보화가 진전되면서 국방ㆍ통신금융ㆍ전력 등 주요사회기반체계의 정보시스템에 대한 의존도가 심화되고 있고 이에 따라 해킹, 컴퓨터바이러스 등의 사이버테러가 국가 안보를 위협하는 새로운 위협요소로 대두되고 있다. 사이버테러가 대규모, 지능화, 첨단화의 양상으로 발전됨에 따라 정보전에 대한 대비책이 무엇보다 시급한 실정이다. 이러한 시대적 요구에 부응하기 위해서는 국가 차원에서의 국방 정보보호기술 체계를 구축하여야 하며 이를 위해 본 논문에서는 현재의 정보보호기술 동향과 앞으로의 발전 전망을 분석하여 향후 발전계획을 수립하는데 필요한 기초 자료를 제시하고자 한다.
This study touches upon the challenges of globalization, in which terrorism is one of the most brutal forms of criminal violence targeting innocent people. No country is immune from terrorist attacks, and no person is immune from becoming a victim. Interest in this topic is increasing as terrorism, in all its forms and manifestations, in its scale and intensity, and in its inhumanity and cruelty, is now becoming one of the most acute and pressing problems of global importance. Legal regulations passed in Mongolia in 2004 have established a structure to prevent and detect terrorist threats. However, the country's anti-terrorism policy should be improved with respect to its global counter-terrorism strategy. Because Mongolia is a comparatively safe country in the region, the people do not consider terrorism to be a real threat. This study aims to suggest methods to quickly raise awareness and create a security culture to improve Mongolia's long-term terrorism prevention policy. In particular, the authors review Mongolia's anti-terrorism policy, focusing on legal regulations, and suggest education methods to raise terrorism awareness for the public as a primary preventive measure. The study also presents a comparative analysis and a summary conclusion by examining international legal acts, conventions on new manifestations of terrorism, the foundations of laws and regulations of Mongolia, and related research on terrorism.
Since 1990s, some events - detection of a dirty bomb in a Russian nation park in 1995, 9/11 terrorist attack to WTC in 2001, discovery of Al-Qaeda's experimentation to build a dirty bomb in 2003 etc - have showed that nuclear or radiological terrorism relating to radioactive materials (hereinafter "radioactive materials" is referred to as "nuclear material, nuclear spent fuel and radioactive source") is not incredible but serious and credible threat. Thus, to respond to the new threat, the international community has not only strengthened security and physical protection of radioactive materials but also established prevention of and response to illicit trafficking of radioactive materials. In this regard, our government has enacted or revised the national regulatory framework with a view to improving security of radioactive materials and joined the international convention or agreement to meet this international trend. For the purpose of prevention of nuclear/radiological terrorism, this paper reviews physical characteristics of nuclear material and existing detection instruments used for prevention of illicit trafficking. Finally, national detection regime against nuclear/radiological terrorism based on paths of the smuggled radioactive materials to terrorist's target building/area, national topography and road networks, and defence-in-depth concept is suggested in this paper. This study should contribute to protect people's health, safety and environment from nuclear/radiological terrorism.
Our nation, of which the term of dispatching troops is winded up at the end of this year, is facing presidential election time including the nuclear security summit meeting in March, opening of EXPO in May, and the general election. Hence, the possibility to select our nation at the strategy forming public opinion of military withdrawal through Taliban's terror is high. If the possibility of terror threat of Taliban along with this is summarized, the period of threat will concentrate on and be heightened in the first half when the nuclear security summit meeting and EXPO open in our nation, and target and method have high possibility of collision terror of bomb carrying vehicle and suicide bomb on national government organizations or American facilities, and etc, and possibility of kidnapping on our people such as oversea tourists, missionaries, and so on. Terror groups joining the criminal act is to use Islam illegal aliens who already acquire base in our nation or entry maneuver of specialized terrorists connected to Al-Qaeda. Pretext of such terror is withdrawal of our military and western allies stationed in Afghanistan. Therefore, publicity terror of Taliban against our people living overseas and security measure of international events such as the world nuclear security summit meeting, Yeosu EXPO, and etc in the first half of this year should be thoroughly prepared, domestic illegal aliens' movement should be comprehended, and measure blocking international terrorists' relating to Taliban infiltration into our nation should be sought for. Also, there is need of early announcement of government's political will on our military stationed in Afghanistan.
In Korea, national information infrastructure has been grown well because of the rapid growth and supply of Internet, but threats of cyber terror and cyber war are also increasing. Cyber attacks on knowledge information society threaten industry, economy and security. Major countries realize that cyber attacks can cause national heavy loss. So, they are trying to adopt policy on their cyber safe. And natural environmental crisises are increasing around the world. Countries such as India and Philippine in which tsunami, typhoon and earthquake are often occurring have national systematic disaster management system that can prevent and recover. We need systematic management for prevention and recovery from cyber terror, and need to establish national cyber disaster management system. Therefore, in this paper, we analyze major countries's cyber security policy and suggest a method of establishing the national cyber disaster management system.

With the terrorist attacks on 11 September 2001, the ships and their crew' safety and security have become a major issue in the maritime industries, In high-risk terrorism, not only ship owners and port authorities but also crew members on board should take precautions in the conduct of their business. Since the end of the Cold War and rapid globalization and technical developments, terrorist groups actively involved in criminal activities. Also criminal entrepreneurs became a major financial revenue for these terrorists groups. This newly patternized activities among terrorist groups is now called as Crime-Terror Nexus" indicating the changing nature of terrorism, which means two traditionally separate phenomena, crime and terrorism, became more similar. This new pattern of terrorism is considered to create synergy for the criminal organizations and terrorist groups, scholars believe that it would become a significant threat to the security of world community in the near future. Although the phenomenon of this crime-terror nexus is significant and imminent threats, there is lack of studies investigation this new evolution of terrorism with empirical data. Moreover there is literally no studies exploring factors relevant to the Crime-Terror Nexus. Therefore, this current study aims to conduct explorative investigation of factors affecting the "Crime-Terror Nexus" with a world terrorism data, MAROB(the Minorities at Risk Organizational Behavior), which is developed by START and Minority at Risk project and contains information terrorist groups in Middle-East and Africa region. Considering the significance of this new terrorism patterns and the challenging nature of conducting empirical studies on this topic, this study has great contribution on the development in the field of criminal justice as well as terrorism.
