본 논문은 테러 위협 증가에 따른 국내 테러대응체계 개선방안에 대해 국내·외 사례분석을 통하여 국내 상황에 맞는 국내 테러대응체계의 실질적인 개선방안을 제시하는데 그 목적이 있다. 국내·외 논문, 간행물 및 서적 등을 바탕으로 문헌 분석 연구를 진행하였으며, 연구와 관련한 자료와 사례 등은 대테러센터, 국가정보원, 대통령경호처, 외교부, 행정안전부, 여성가족부 등 각 부처의 자료와 인터넷 그리고 신문자료 등을 활용하여 분석하였다. 이를 통해 도출한 국내 테러대응체계의 문제점은 총 다섯 가지이다. 첫 째, 최신 글로벌 테러정세와 동떨어진 국내 테러방지법과 관련 법제도의 미비 둘 째, 복잡하고 산개된 대테러조직 개편의 필요, 셋 째, 비전통적 위협에 대한 대책 마련 시급, 넷 째, 다문화 사회 속 폭력적 극단주의 대응(CVE) 개발 및 시행 필요, 다섯 째, 대테러분야 전문성 미흡이 있으며, 이와 같은 문제점을 토대로 총 다섯 가지 개선방안을 제시하였다.

This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

This thesis aims at presenting the improvements of terror-responsive policy that Korea has to take on the basis of terror threat to Germany and responsive policies. so, First, Korea has to prepare the ways to legislate on terror responsive policies. Second, Korea has to construct a management center to response to terror comprehensively. In addition, Korea, like Germany, has to establish cooperation center related to terror on internet to surveil and analyze information and situation.

After the Cold War, international terrorism and related issues have been the most urgent problems. However, Korea hasn't recognized this seriousness due to relatively slight damage. Yet the interest about the international maritime terrorism and related issues is increasing as the maritime terrorism issues emerged. This is because Korea is located next to three oceans and majority of international trades depend largely on international maritime transportation due to its scarce natural resources. Therefore this study has the purpose that it reviews the advanced researches and documents, analyzes the priority about response system against international maritime terrorism, suggests the practical solutions. For these purposes, it conducted Delphi technique to international maritime terrorism experts with response system factors selected among the advanced researches and documents. As the result of analysis, this study figured out that legal and institutional countermeasures are needed as international measures, strategic countermeasures are needed as domestic measures to set up the response system against international maritime terrorism. Synthetically, for the efficient and practical counteract against international maritime terrorism, the response institute against international maritime terrorism and the awareness of relevant experts are preferentially necessary.

본 논문은 복잡다단한 환경변화에 효과적으로 대응하기 위하여 오늘날 여러 학문 분야에서 주로 이용되고 있는 복잡계 이론의 사고와 방법론을 기반으로 테러대응을 위한 분야별 제 접근에 대하여 논하는데 그 목적이 있다. 우리는 수많은 테러조직 및 테러환경 요인들과 연결된 복잡한 시스템 속에서 활동하고 있기 때문에 이 모든 것을 이해하고 통제하며 예측하면서 대응한다는 것은 사실상 애초부터 불가능한 일일지도 모른다. 테러대응 역시 테러대응 관계 기관간, 관계 기관 전담 부서 내의 구성원들의 상호작용뿐만 아니라 넓게는 정부, 민간단체, 산업체, 학계, 언론 등 나아가서는 국가간의 이해 관계자, 국제기구 등 테러대응 분야의 다양한 조직들의 참여하에 이들의 상호작용으로 공식적, 비공식적 의사 결정을 통한 방안들을 모색하는 것이 필요할 것이다. 이에 따라 초기조건의 민감성, 프랙탈과 자기유사성, 자기 조직화, 창발, 공진화, 혼돈의 가장자리의 복잡계 이론을 통하여 테러대응 분야의 적용가능성을 은유적으로 탐색할 수 있을 것이다.

How will South Korea design well-organized, open, and integrated counterterrorism system? Does this system work well in the emergent situation? These are very significant issues. It is likely that this system would give the solution. A legal basis needs to be established to have a well-organized, open, and integrated counterterrorism system. The core part of a well-organized, open, and integrated counterterrorism system is to minimize and eliminate damage caused by terror through preventiveness, preparation, action, and restoration. For having this system, they need to be divided into two section: an open one and an integration one. In this study, there will be a discussion on a new and appropriate counterterrorism system fit in South Korea a subordinate system: legal, organized, civil aspects need to be provided on the basis of an well-organized, open, and integrated counterterrorism system and an analysis on the current system of the States, England and the following implications.

Terrorism which became today's common phenomena over the world is one of the most serious threats the world confront. Although International society make and operate outstanding anti-terrorism system, terror would never end without solving fundamental problems. The main body of terrorism converts from nation to organization and from organization to cell, which makes it difficult for us to recognize the main body. Since the target of today's new terrorism is many and unspecified persons, terrorists will never hesitate to use mass destruction weapons such as nuclear, biological, chemical weapons, and also use cyber-technique or cyber-terrorism. So, effective counter-terrorism measures should be performed as follows. First, it must be better for international society should make long-time plan of solving fundamental problems of terrorism other than to operate directly on terror organization and its means. Second, preventive method should be made. The most effective method of eradicating terrorism is prevention. For this, it is necessary to remove environmental elements of terrorism and terrorist bases, and to stop inflow of money and mass destruction weapons to terrorists. Third, integrated anti-terror organization should be organized and operated for continuous counter-terrorism operations. Also international alliance for anti-terrorism should be maintained to share informations and measures. Fourth, concerned department in the government should prepare counter-terrorism plans in their own parts as follows and make efforts to integrate the plans. - Ministry of Government Administration and Home Affairs : conventional terror - Ministry of Health and Welfare : bio-terror - Ministry of Science and Technology : nuclear-terror Especially, they should convert their policy and operation from post-terror actions to pre-terror actions, designate terror as national disaster and organize integrated emergency response organization including civil, government, and military elements. In conclusion, pre-terror activities and remedy of fundamental causes is the best way to prevent terror. Also, strengthening of intelligence activities, international cooperations, and preventive and comprehensive counter-measures must not ignored.

2001년 9 11 테러 이후 미국에서 탄저균을 이용한 생물테러가 발생한 이래 미국을 비롯한 여러 나라에서는 생물무기 및 생물테러에 대한 대응방안들이 준비되고 있다. 따라서 이런 대응방안과 더불어 생물무기를 쓰는 테러리스트의 행동과 위협에 대비를 할 필요가 있다. 생물테러 전염병은 치명률이 높고, 인간 상호간에 전염이 용이하며 치료하기가 어려우므로, 인명의 손실을 최소화하기 위해서는 보건의료기관 등에서 근무하는 보건의료인이 생물테러로 의심되는 병원체 및 전염병을 조기에 인지하는 것이 가장 중요하다. 따라서 보건분야 전문가들은 환자나 일반 대중, 그리고 다른 보건전문가들에게 생물무기와 생물테러에 의해 퍼질 가능성이 있는 질병들에 대해 신중하게 대응할 수 있는 방법들을 교육해야 한다. 질병이 발생했을 때 보건전문가들은 조사에 착수할 역학자들과 협조를 해야 하고, 임상 또는 연구소에 일하는 보건전문가들은 생물무기로 사용될 수 있는 병원체나 생물무기를 생산하는데 사용되는 시설에 접근하는 것을 제한하도록 도울 수 있다. 2005년 질병관리본부 생물테러대응팀에서는 의료인, 다중시설이용 근무자, 보건요원을 대상으로 생물테러 인식도를 조사한 바 있다. 조사결과, 의료인에 대한 생물테러 교육 및 교육훈련의 필요성에 대해 94.2%가 필요하다고 응답하였다. 이런 자료를 바탕으로 하여 국내에서도 생물테러교육의 필요성이 대두되기 시작하였다. 본 연구는 미국, 영국에서 진행되고 있는 생물테러 관련 교육에 대한 관련 자료와 사례를 문헌 분석을 통해 우리나라에 맞는 생물테러 교육에 대한 방향을 제시하고 문제중심학습모듈을 개발하고자 하는데 그 목적이 있다.

Recently the characteristics of those who committed serious terrorist crimes are not directly related to the direct command system of a specific terrorist organization (ex. IS) but are influenced by the political propaganda of terrorist organizations online, Terrorist crime under the loose form of the terrorist organization. Therefore, this study suggests ways to improve countermeasures against terrorism in metropolitan subways. Although it is important for the prevention of terrorism in the subway, it is important for the police officers of the subway police and the special police officers of the railway to have a physical limit to take charge of them, and after confirming that improvement measures are necessary, And pointed out the possibility of establishing independent security departments where judicial and administrative control is not feasible to grant police rights. In addition, I pointed out how to improve the safety of subways in the metropolitan area through the recruitment of core job candidates and the identity survey during the subway operation. Furthermore, it was confirmed that a special council on terrorism, which can take into consideration the characteristics of subway terrorism, such as airports and ports, is required to be established in charge of terrorism prevention under the current Anti-Terrorism Act. Finally, it is once again emphasized that the strengthening of the powers of the counterparts to terrorism must inevitably limit the basic rights of the people, so the principle of proportionality must be observed in their activities.

인터넷 및 컴퓨터 시스템의 급격한 발전으로 인해 네트워크를 통한 서비스 제공이 금융, 교통, 산업, 방송, 의료 등 사회기반에 전반적으로 사용되고 있다. 이와 함께 네트워크의 취약점을 악용한 사이버 공격이 증가하고 있어 사회 전반적인 부분에 피해를 입힐 수 있는 중대한 위협요인으로 등장하고 있다. 이와 같은 사이버 공격이 테러리즘 등 특정 목적과 결부될 경우 국가 안전보장에 대한 위기를 초래하는 등 심각한 문제가 될 수 있다. 따라서 본 논문에서는 사이버테러의 개요 및 국내 외 사이버테러 동향에 대해 알아보고, 각 국가별 대응방안에 대해 알아본다.
