안보 관점에서의 OSINT와 SOCMINT 조사 분석업무의 한계와 극복 방안을 위한 요구사항 연구

  • 인터넷이 발달되고 소셜미디어의 사용이 증가함에 따라 공개정보와 소셜네트워크를 통해 국제 범죄조직, 테러리스트 그룹, 주변 국제 안보환경, 사이버 범죄에 대한 정보 분석의 요구가 늘어나고 있다. 하지만 아직 국내에서 OSINT와 SOCMINT 활동에 대한 공개된 정보가 많지 않아 이에 대한 연구가 많지 않다. 저자는 OSINT와 SOCMINT 조사 분석을 실제 수행하면서 알게 된 문제점과 이를 극복하는 방안을 제시하고자 한다. 다만 Intelligence 업무의 특성상 정보 보안이 매우 중요하여 구체적인 내용에 대해서 제시하기 보다는 업무에서 발생되는 문제를 보편화하여 작성하였다.

  • 정보화에 대한 의존도가 심화됨에 따라 사이버상의 테러는 기업과 국가안보를 위협하는 단계에까지 이르렀으나 아직까지 이를 방어하기 위한 정보보호시스템은 침해사고에 대한 정보가 공유되지 못하고 독립되어 운영되고 있는 실정이다. 이에 기업과 국가는 물론 전세계에서 발생되는 실시간 위협 상황에 대해 조기분석과 대응을 위한 정보공유의 필요성이 무엇보다 강조되고 있다. 본 논문에서는 종합침해사고대응시스템에서 침해사고에 대한 실시간 분석 및 대응을 위한 중요자인인 블랙리스트 DB 구축방법과 관리방안을 제시하였다. 인터넷상에서 광범위하고 지속적인 공격을 시도하는 공격 IP정보를 효율적으로 판별하고 추출한 IP를 실시간으로 자동대응할 수 있는 모델을 제안하였으며 사고 시나리오를 통해 통해 검증하였다.

A Study on Institutional Foundation on the Korea Counter-Terrorism System (한국 테러대응 시스템의 제도적 구축방안)

  • This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

  • The purpose of this study is to make people acknowledge the danger of the air terror and provide measures to prevent a recurrence of the accident and find required security. Also, the air terror is categorized into aircraft and airport and take steps to come up with preventive measures against the air terror by finding a countermeasure and precaution. The following steps should be checked to take precautionary measures against the air terror. major security crackdown and the need for a further security check should be conducted to prevent terrorists from boarding the aircraft, security around the airport needs to be tightened up by training the airport workers and promoting emergency situations, airport sheriffs and armed guards should be on patrol for the safety of the cabin, new measures of efficient security for in and around the airport and its facilities should be set up to tighten up security of baggage.

Proposal on for Response System to primary leaders' Terrorism (국가요인 테러리즘의 대응체제 구축방안)

  • Various terrorism in modern society against nation's dignitaries are constantly existing. They damage severely to the society and the nation's security, and they cause disorganizations of social and national rule orders. In order to provide the key figures' perfect protection, the threatening terroizing environment for primary leaders and the route of terrorism should be intercepted. Effective methods of these are summarized as follow. First, recent terrorism against the primary leaders are mostly assassinations, bomb attacks, and suicide bomb attacks, which terminate in a moment. Therefore, security service agents should keep in mind that protection is the best, and government's anti-terrorism agencies should develop policies and set the directions within a new paradigm to the advance anti-terrorism. Second, advance prevention activities against nation's VIP terrorism should be strengthened, such as strengthening security informational activities, constructing cooperative systems of domestic and international facilities, considering continuous system to prevent terrorism, and intensifying safety counterplans of human and material weak points. Third, international cooperative system should be set to apply economical and political sanctions to nations which support terror organizations in direct or indirect ways, and this system needs to strengthen the punishment against terrorists. Fourth, security systems to protect nation's primary leaders should complement, and developing programs for coping with the terrorism and establishing laws for anti-terrorism should be made. Also, educational training of agents who perform anti-terrorism duties should be strengthened, and scientific techniques and equipment for security should be made to protect primary leaders from terrorism.

Vehicle Ramming Terror Attacks and Physical Barriers as a Counterterrorism Policy (차량돌진테러와 물리적 방어물에 관한 연구)

  • Recently, it has been frequently reported there were rapid increase of vehicle ramming attacks in the Western countries, such as Europe, United States of America, Australia, and Canada. Vehicle ramming attacks happened in Western countries specifically targeted civilians and maliciously intented to attack as many victims as possible. and resulted in significant number of casualties and wounds. Experts in terrorism analyze the increase of terrors using vehicle is largely due to the change of terror strategy of Islamic extremest groups like ISIS which encouraging would-be terrorist to use vehicles as an effective killing weapons. Accordingly, The most of countries experienced vehicle terrorist attacks began to build physical barriers including ballards, fences, and obstacles on the main shopping streets, transportation facilities, and famous crowded places and buildings in order to prevent mass killing by terrorists' vehicle ramming attack. Contrary to such swift respond to be prepared attacks using vehicle as a weapon Western countries, there are still lack of interests in preparing this type of terrorist attacks among domestic policy makers and scholars. To fulfill the research gap, this study aimed to investigate important issues regarding physical barriers in South Korea. The contributions, implications of this study and suggestions for policy implications of this study findings were discussed in results and discuss.

A Study on the Counter-Measures for International Events through the Case Studies and Its Implications for Counter-Terrorism Policy (국제 행사에 대한 테러대응 사례분석과 정책적 함의)

  • The numerous definition of terrorism is viewed as the use of force or violence by individual or group that is directed toward civilian populations and intended to instill fear as a means of coercing individuals or groups to change their political or social positions. Recently, the paradigm of terror has been developed as new terrorism motivated by 9. 11 terror in 2001. In these contexts, this study analyzed the case study of recent counter-terrorism of international events and suggested the policy implications. This study is split into four chapters. Chapter I is the introduction part. Chapter II introduces the reader to new terrorism theory, and Chapter III deals with the case study of the international counter-terrorism policy around the world, Chapter IV deals with the policy implications of the case study. The greater the political, economical and social advantages opening large international ceremonies, the larger the probability of being targets for terrorists and criminals. As terrorism is one of the important issue, the security problems at international ceremonies in Korea, rising country as political essence in Asian-Pacific region, become very important. With experienced know-hows against terror and preparations for security, local and central governments must promote the private security companies filling up vacancies of police and official security system and develop international ceremonies, rising high valuable industries in 21st century, with diplomatic efforts. International major events is the largest event related events with politics, economy, culture, and such large-scale events should be a comprehensive counterplan in the light of safety check for the location of a hazard and safety check of facilities in and out, attendance on athlete and visitor and escort of VIPs.

Proposal on for Response System to International Terrorism (국제 테러리즘의 대응체제 구축방안)

  • Terrorism which became today's common phenomena over the world is one of the most serious threats the world confront. Although International society make and operate outstanding anti-terrorism system, terror would never end without solving fundamental problems. The main body of terrorism converts from nation to organization and from organization to cell, which makes it difficult for us to recognize the main body. Since the target of today's new terrorism is many and unspecified persons, terrorists will never hesitate to use mass destruction weapons such as nuclear, biological, chemical weapons, and also use cyber-technique or cyber-terrorism. So, effective counter-terrorism measures should be performed as follows. First, it must be better for international society should make long-time plan of solving fundamental problems of terrorism other than to operate directly on terror organization and its means. Second, preventive method should be made. The most effective method of eradicating terrorism is prevention. For this, it is necessary to remove environmental elements of terrorism and terrorist bases, and to stop inflow of money and mass destruction weapons to terrorists. Third, integrated anti-terror organization should be organized and operated for continuous counter-terrorism operations. Also international alliance for anti-terrorism should be maintained to share informations and measures. Fourth, concerned department in the government should prepare counter-terrorism plans in their own parts as follows and make efforts to integrate the plans. - Ministry of Government Administration and Home Affairs : conventional terror - Ministry of Health and Welfare : bio-terror - Ministry of Science and Technology : nuclear-terror Especially, they should convert their policy and operation from post-terror actions to pre-terror actions, designate terror as national disaster and organize integrated emergency response organization including civil, government, and military elements. In conclusion, pre-terror activities and remedy of fundamental causes is the best way to prevent terror. Also, strengthening of intelligence activities, international cooperations, and preventive and comprehensive counter-measures must not ignored.

First, Through U.S Aviation Profiling, Information of terrorism constructed in advance and unification of constructed information. Second, Identifiying that institution exclusively for prevention of air terrorism. Third, Identifiying that human rights and privacy invasion to a minimun plan anout U.S aviation profiling. Finally, Identifiying that the spread of research development for prevention of air terrorism and strengthen of air security in Korea.
