A Study on Maximum Wind Potential Damage Distribution Influence of the Typhoon (태풍의 영향으로 발생 가능한 최대 풍피해 분포에 관한 연구)

  • 최근 한반도는 과거 최대 강우량의 기록을 갱신하는 집중호우가 지속적으로 발생하고 있으며, 2000년대 들어 기상재해에 대한 피해 규모가 수조원에 달한다. 자연재해를 예방하여 피해를 최소화하기 위해서는 미래에 발생 가능성이 있는 재해를 사전에 예측하고, 재난발생 가능성을 감소시키며, 발생한 재난의 피해를 최소화시키기 위한 활동이 필요하다. 따라서 본 연구에서는 2003년도에 발생한 태풍 'Maemi'의 영향으로 부산과 경남지역에 발생 가능한 최대 풍피해의 정도를 예측해보고자 하였다. 이를 위해서 태풍의 중심기압과 태풍의 이동경로와 대상지역의 거리를 이용하여 3-second gust를 산정하였고, 이를 이용하여 시 군 구 단위의 주택에 대한 최대 풍피해 분포 특성을 파악하였다. 태풍 Meami에 의한 부산 경남지방의 3-second gust를 산정한 결과 풍속이 25m/s 이상의 폭풍영역에 해당되는 지역은 김해시, 강서구, 남해군, 고성군, 창원시, 사상구, 북구, 함안군, 통영시, 하동군, 거제시, 사천시이고, 강풍영역에는 대부분의 지역이 포함되었다. 그 중에서 3-second gust가 가장 높았던 지역은 북구와 사상구였고, 다음으로 강서구 창원시 사천시, 함안군 이였으며, 마산시, 김해시, 거제시 그리고 양산시가 다음으로 높게 나타났다. 고성군은 3-second gust가 가장 낮게 나타났다. 부산과 경남지방의 집 한 채 피해액은 북구와 강서구, 사상구가 가장 높게나왔고, 다음으로 사천시와 창원시 순으로 높게 나타났다. 거창군은 부산 경남지방 중에서 가장 낮은 피해액이 나타났다. 이러한 결과에는 그 지역에서 발생 가능한 3-second gust의 영향이 크게 작용한 것으로 판단된다. 본 연구에서는 태풍의 특성 자료를 제외한 자료의 경우 국내 자료의 한계로 인해 국외 자료를 이용하거나, 가정을 통해 계산을 진행하였다. 그러나 향후 보다 정확한 최대 풍피해를 평가하기 위해서는 기초자료의 마련이 반드시 이루어져야한다.

  • Typhoons are usually influencing at least 3 or 4 times per year in Korean peninsula and they accompanied with strong winds and heavy rains and then brought tremendous loss of properties and lives. Especially typhoon "MAEMI" resulted in a lot of marine accidents of vessels such as sinking, stranding, collision etc. at anchoring or on berthing in pier. If the typhoon comes up to expected area influencing the incidents, the vessel tries to escape from the route of typhoon or anchor in sheltering anchorage. However, consideration of the anchoring or judgement of ship's safety against strong winds is decided only by the experience of operators without detail evaluation of the safety. Therefore, this paper evaluated the safety of T.S. HANBADA by comparing the external forces with the holding powers. Furthermore, based on this evaluation, the anchoring manual was produced for the maximum endurable wind velocity, the general precautions and the actions taken on the ship with steps.

  • Damages from typhoon events have contributed more than 60 percent of total economic and social loss and the size of loss have been increased up to 800 million dollars per year in Korea, It is therefore necessary to make an effort to mitigate the loss of natural disasters. To facilitate the evaluation of damages in advance and to support the decision making to recover the damages, scientific methods have been adopted. With the effort, GIS data can provide various tools. Three components of hazard mapping are estimation of hazard, inventory for vulnerable features, and fragility of each feature. Vulnerability of natural disaster can be obtained by relation between loss and meteorological data such as precipitation and wind speed. Features can be categorized from other GIS data of public facilities and private properties, and then social and economic loss can be estimated. At this point, GIS data conversions for each model are required. In this study, we build a method to estimate typhoon risk based on GIS data such as DEM, land cover and land use map, facilities.

Typhoon Surge Simulation on the West Coast Incorporating Asymmetric Vortex and Wave Model on a Fine Finite Element Grid (상세유한요소격자에서 비대칭 경도풍과 파랑모형이 고려된 서해안의 태풍해일모의)

  • In order to simulate storm surge for the west coast, complex physics of asymmetrical typhoon wind vortex, tide and wave are simultaneously incorporated on a fine finite element mesh extended to the North Western Pacific sea. Asymmetrical vortex based on maximum wind radii for each quadrant by JTWC's best tracks are input in pADCIRC and wave stress is accounted by dynamic coupling with unSWAN. Computations performed on parallel clusters. In hindcasting simulation of typhoon Kompasu(1007), model results of wave characteristic are very close with the observed data at Ieo island, and sea surface records at major tidal stations are reproduced with satisfaction when typhoon is approaching to the coast. It is obvious that increasing of local storm surges can be found by introducing asymmetrical vortex. Thus this approach can be satisfactorily applied in coastal hazard management against to storm surge inundation on low level area and major harbor facilities.

  • Recently damage scale by local winds and typhoon has dramatically increased. Korea has the terrain over 70% of the land and the planning of the wind load is necessary to estimate reflecting appropriately the change of the wind-speed according to the characteristic of the terrain and in the Korean Building Code(2009), this is stated and it reflects to the design process. However, in order to estimate the topographic factor of the wind speed considering the topographic characteristics in the structure design actually, it has many difficult points including the local topographic survey, etc. In this paper, the Digital Elevation Model(DEM) is created using TIN interpolation method in the form of the digital map and then the interface was designed and implemented which can automatically estimate the topographic factor of wind speed by using ESRI(R)ArcObjectTM and the Visual Basic programing language. By applying it to the terrain which positioned in the downtown area, the practicality of the topographic factor of wind speed estimation interface was checked.

Storm Surge Height on Busan and Gyeongnam coastal region by an Attack of Super-Typhoon (슈퍼태풍 내습 시.부산 경남 연안역의 폭풍해일고)

  • Recently, the unusual climate change is happening from the global warming in the whole world, the Korean peninsula is also no exception. It is predicted by many researchers that, in the near future, the Super-Typhoon of overwhelming power will occur due to rising temperatures on the sea surface around the Korean peninsula. In this study, numerical simulation has been performed with the Super-Typhoons which combined route of Typhoon Maemi with typhoon conditons of Hurricane Katrina (New Oleans in U.S.A, 2005), Typhoon Durian (philippine, 2006) and Typhoon Vera (Ise Bay in Japan, 1959) at Busan and Gyeongnam coastal area which has been badly damaged due to storm surge every year. From the numerical results, it is revealed that the storm surge heights of the Super-Typhoons are higher than that of Maemi, specially the storm surge height in the case of Katrina is about 4 times larger. So, it can be pointed out that the construction of countermeasures against disasters are very important in order to prepare against an attack of the Super-Typhoons.

Estimation of the Maximum Wind to Surface Using Wind Profile in Typhoon and Gust Factor (태풍 연직프로파일과 gust factor를 이용한 지상의 최대풍속 추정)

  • we applied Wind Field Module of PHRLM so that disaster prevention agency concerned can effectively estimate the possible strong wind damages by typhoon. In this study, therefore, we estimated wind speed at 300m level using 700hPa wind according to the research method by Franklin(2003), PHRLM(2003), and Vickery and Skerlj(2005). Then we calculated wind speed at 10m level using the estimated wind speed at 300m level, and finally, peak 3.second gust on surface. The case period is from 18LST August 31 to 03LST September 1, 2002, when the typhoon Rusa in 2002 was the most intense. Among disaster prediction models in the US, Wind Field Module of PHRLM in Florida was used for the 2002 typhoon Rusa case. As a result, peak 3.second gust on the surface increased $10\sim20%$ in the typhoon's 700hPa wind speed.

  • 온난화 등 기후변화의 영향으로 국내에 미치는 태풍의 수와 강도가 점점 증가하는 추세이며, 태풍 및 국지성 돌풍에 의한 송전선로의 과도한 점퍼선 횡진은 점퍼선과 철탑간의 공기절연거리를 감소시켜 지락사고가 발생하는 원인이다. 따라서 점퍼선의 횡진으로 인한 섬락고장을 예방하기 위하여 세계적으로 사용량이 증가하고 있는 폴리머 재질의 애자를 적용하여 전기 기계적 특성을 분석하고 국내 최대 순간풍속 62.7m/s의 풍압력 조건에도 견딜 수 있는 철탑부착 고정형 폴리머 점퍼지지 애자장치를 개발하게 되었다.

  • 경제발전에 따른 국민 생활향상과 산업고도화에 의해 전력은 계속하여 수요가 증가하고 대용량화 되어가고 있으며 그와 함께 지속적이고 안정된 전력공급은 그 중요성이 더욱 대두된다. 서남해안 도서지역은 전력수요가 96년대에는 13.5%증가하였으며 전선로의 설비는 가공해월청탑과 해저케이블, 공급방식은 수지상식의 취약선로이다. 폭풍이나 태풍에 의해 해월청탑의 도괴된 사례가 발생하여 가공송전선을 설계 기준중 기준풍속을 지역별로 구분, 상향조정(87.6)되었으며 기존 해월청탑 설비에 대한 안정성 검토의 필요성이 대두되었다. 태풍 또는 폭퐁에 의한 해월청탑 지지물의 도괴, 또는 파손 등의 피해를 방지기존철탑 및 기초안전도를 검토하고 보강필요시 우리 실정에 맞는 경제적이고 안정된 보강방범 및 공법을 연구 개발하여 이에 의한 설계 및 시공기준을 수립하고자 한다.

Estimation of Design Wind Speed Compatible for Long-span Bridge in Western and Southern Sea (서남해안 장대교량에 적합한 설계 풍속 산정)

  • Recently there are many long span cable supported bridges like Cable Stayed Bridge and Suspension Bridge already constructed or planned. Reconsidering of proper design wind load of long span bridge is required since the meteorological value based on the data only from 1960s to 1995 has been used when we estimate the wind load for designing long span bridges. In this paper, the research area was confined to western and southern coasts where many long span bridges have constructed. The method of moment and the least-squares method were used to estimate the expected wind speeds of 100 year's return period for girder bridges and for 200 year's return period for long span bridges based on the Gumbel's distribution. As the return-period wind speed on the land face was revised because of recent high speed velocity, the revised return-period wind speed is increased by 17%. Compatibility of return-period wind speed was also evaluated using RMS (Root Mean Square) error method. Aa a result of this paper, the least-squares method is more compatible than the method of moment in the case of western and southern coasts in Korea.
