Change in the Leading Provider of Investigative Journalism: the Decline of the Public Service Model and the Emergence of a Nonprofit Model (탐사저널리즘의 주체 변동: 공영모델의 조락과 비영리모델의 부상)

  • While the practice of investigative journalism among public service broadcasters has declined in the 2010s, Newstapa, a nonprofit online news organization, emerged as a trustworthy provider of investigative reportage. This study explores the reasons why the realistic conditions for investigative journalism -- such as competent journalists, adequate support systems, and productive cultures -- were first realized and later changed among public broadcasters and in Newstapa. Governmental pressure and the public broadcasting managements' anti-journalism policy had a chilling effect on the production staff of public broadcasters. Their enthusiasm was affected and led to a decline in the production culture of discussion and teamwork. The staff's strong will to practice journalism and the persistence of a production culture that respected autonomy and guaranteed independence enabled Newstapa to become an influential investigative journalism institution in a relatively short period of time. This proves that meaningful investigative journalism is possible when the combined elements of competent and determined journalism practitioners, as well as a system supportive of extensive news gathering and independence of production, are in place. An investigative program is the outcome of ideal broadcasters' journalistic conditions and a vibrant and thriving production culture.

A Study on the Characteristics of lawsuits between the Freedom of the Press and Individual Rights over the Investigative Reporting Program (TV탐사보도 프로그램의 법적분쟁에 나타난 특성 연구)

  • The purpose of the study is to explore the characteristics of lawsuits against investigative reporting programs of the broadcast media. This study proposed three research questions: (1) what were the characteristics of court derisions on the investigative reporting programs? (2) what were the reasonings on which judges rely in the lawsuits for a right of reply? (3) what were the critical issues and how the libel laws were applied in balancing between the freedom of the press and the protection of individual rights. To answer these questions, the study employed quantitative and qualitative methods analysing 35 related cases. This study revealed that investigative reporting programs must deal with the Issues of 'public figures' and 'matters of public concern' to be protected under the freedom of the press. The study also found that the broadcast media must prove legitimate public interests and the truth of the facts to prevail in a case. In 1999, the Constitutional Court of Korea held that pubic figures in libel cases must be regarded differently from private figures. In accordance with the decision, the Supreme Court has applied differing criteria for public figures in libel cases. However, courts have not set a clear definition of the public figure yet. To advocate the freedom of the press, as the results of this study indicate, TV producers and journalists should behave lawfully in the course of newsgathering and provide the opportunities of reply for their news sources.

Study on the Viewers' Perception of Investigative Journalism Before and After Pandemic Using Big Data (빅데이터를 활용한 팬데믹 전후 탐사보도프로그램에 대한 시청자 인식연구)

  • This paper analyzes viewers' perception of investigative journalism before and after COVID-19, and examines the direction of investigative journalism using big data. Based on the previous research set as a social science model, the relationship between words related to big data TV current affairs programs and investigative journalism in this paper was investigated before and after the appearance of COVID-19. We visualized changes in viewers' perception of investigative journalism by analyzing text data obtained through the use of Textom, with TV current affairs programs and investigative journalism as keywords. Data was collected from 2017 to June 2022 and refined for analysis. We visualized connectivity centrality using Ucinet 6.0 and Netdraw, and clustered the number of keywords and their frequency using Concor analysis. Our study found a clear change in viewer perception before and after the pandemic. As an implication of this thesis, big data analysis was conducted with the investigative journalism as the main keyword, and the direction of the investigative journalism was presented based on the analysis. Furthermore, based on previous research, we suggest effective approaches for investigative journalism after the pandemic to better engage viewers.

Cheonan Patrol Combat Corvette Sinking and Media Control: A Production Study on Investigative Programs (천안함 침몰 사건과 미디어 통제: 탐사보도 프로그램 생산자 연구)

  • This study examines why follow-up investigative programs about the sinking of the Cheonan Patrol Combat Corvette(ROKS Cheonan) have not been produced, despite much speculation surrounding the cause of the sinking since November 2010, when KBS investigative program, In-Depth 60 Minutes which had covered the incident was aired. We have uncovered four reasons through a series of in-depth interviews with producers and reporters, as follows. First, Korean military authorities monopolized relevant information, while the producers could not prove or confirm the validity of the findings of the JIG(Joint Civilian-Military Investigation Group)'s report because the facts had been revealed partially and selectively by the authorities and the press' scientific investigation were rejected by the authorities. Second, the crew of In-Depth 60 Minutes was subjected to severe disciplinary action by the Korea Communications Commission. This caused a chilling effect, - it broke the producers' resolve to further explore the reason behind the sinking. Furthermore, the screening of the investigative documentary, Project Cheonan Ship was cancelled without prior notice, presumably by the power of the State and markets. Third, the reorganization and shake-up of personnel by broadcasting stations' presidents appointed by the power of the State crushed the spirit of PD Journalism. Finally, the "red purge" factions stigmatized by the political or military, or the mainstream press, caused the producers or broadcasters to engage in self-censorship. The idea has been used in Korea as a smoke screen to deflect public attention. Nevertheless, the producers hope to shed light on the Cheonan sinking incident and to prove reasonable doubts by pursuing follow-up investigations.

  • 현재 국내에서 가장 권위있는 언론상이라고 할 수 있는 한국기자상은 35년이나 되는 전통에도 불구하고 기사의 평가를 위한 명확한 평가기준이 없는 상황이다. 본 연구는 이러한 기사 평가의 명확한 평가기준을 개발하기 위해 국내 외 대표적인 언론상에서 활요하고 있는 평가기준을 종합하여 평가항목을 도출하고, 이를 기반으로 실제 국내에서 수상된 기사를 중심으로 평가항목을 검증하였다. 연구결과, 본 연구에서 도출한 평가항목은 어느 정도 의미를 가지는 것으로 나타났으며, 국내 기자상 선정을 판단할 수 있는 평가항목을 판별분석을 통하여 도출하였다.

Characteristics of Tsunamis and Mitigation Planning (지진해일의 특성 및 방재대책)

  • Recently, many tsunamis triggered by impulsive undersea ground motions occurred in subduction zones around the Pacific Ocean area including the East Sea surrounded by Korea, Japan and Russia. The wave height of a tsunami may be in the order of several meters, while the wavelength can be up to 1,000 km in the ocean, where the average water depth is about 4 km. A tsunami could cause a severe coastal flooding and property damage not only at neighboring countries but also at distant countries. A fundamental and economic way to mitigate unusual tsunami attacks is to construct tsunami hazard maps along coastal areas vulnerable to tsunami flooding. These maps should be developed based on the historical tsunami events and projected scenarios. The map could be used to make evacuation plans in the event of a real tsunami assault.

What Types of News Contents Do Audience Want in the Mobile Age? (모바일 시대 수용자들은 어떤 뉴스 콘텐츠를 원하는가?)

  • This study analysed news consumers' perception toward the use of mobile devices and examined their preference on news contents. News audience in the mobile age hoped that news producers make news contents through communication with audience. They showed a negative stance against the attitude that news producers underestimate the audience' intellectual level. Audience preferred novel news formats and services adapted to the mobile environments. In terms of the role of the press, they preferred interpretive and investigative journalism rather than superficial and sensual journalism. Therefore, news companies should consider audience' news consuming attitudes in their producing and delivering news. They also should seek for utilizing the use of the mobile media more aggressively than ever before.

The Use of Transmedia in Current Affairs Radio Shows Focusing on 'That Honey Show' of Kim Hyun-Jung's News Show(CBS) (라디오 시사프로그램의 트랜스미디어 활용 연구 - CBS <김현정의 뉴스쇼-댓꿀쇼>를 중심으로 -)

  • This study examines the characteristics of CBS's Kim Hyun-Jung's News Show(hearafter News Show) and the change to transmedia. The distinguishing characteristics of News Show compared to radio-based current affairs programs are as follows. First, despite its time limit, it adopts the form of investigative reports or investigative documentaries to uncover the truth of the events through 'Detective Son Su-Ho', etc. Second, News show's interviews have avoided biased stance in the reporting of minority issues by interviewing the affected parties anonymously including people involved in incidents and accidents, bereaved families, and other victims. News Show has been producing a transmedia content called 'That Honey Show' (a show that reads comments as fun as honey) since November 2018. 'That Honey Show' is broadcast in real time on YouTube right after the News Show radio broadcast ends. As a form of spin-off content, 'That Honey Show' breaks down the boundaries among staff, MCs, and guests, as well as shifting roles by using 'vice characters'. The female host, Kim conducts interviews with the main characters related to various issues and extends the fixed identity of current affairs shows to the everyday politics and cultural realms. Thus she draws active participation and responses audience. This paper analyzes two representative broadcast cases of 'That Honey Show'-first, the case of resistance and activity of the BTS fandom ARMY in the US presidential election, and, second, the case of reporting on the Nth room incident. This analysis considers the critical participation of digital citizens and the effect of fostering a sense of community in the current affairs show in the transmedia era.

Quickly Map Renewal through IPM-based Image Matching with High-Definition Map (IPM 기반 정밀도로지도 매칭을 통한 지도 신속 갱신 방법)

  • In autonomous driving, road markings are an essential element for object tracking, path planning and they are able to provide important information for localization. This paper presents an approach to update and measure road surface markers with HD maps as well as matching using inverse perspective mapping. The IPM removes perspective effects from the vehicle's front camera image and remaps them to the 2D domain to create a bird-view region to fit with HD map regions. In addition, letters and arrows such as stop lines, crosswalks, dotted lines, and straight lines are recognized and compared to objects on the HD map to determine whether they are updated. The localization of a newly installed object can be obtained by referring to the measurement value of the surrounding object on the HD map. Therefore, we are able to obtain high accuracy update results with very low computational costs and low-cost cameras and GNSS/INS sensors alone.
