A benchmarking study on autonomous operating system of excellent overseas public research institutes (선진 공공연구기관의 자율적 운영체제 조사 연구)

  • 한국의 출연(연)은 과학기술 기반 창조경제 실현을 위한 선도적 탈추격 R&D 주체로서의 출연(연)의 역할모델 재정립을 요구받고 있으며, 이는 자율과 책무에 기반한 지속가능한 R&D 체제로의 패러다임 전환을 수반한다. 본 연구는 공공연구기관의 자율성을 정의하고, 자율성을 구성하는 요인을 기관장 선임 및 거버넌스, 연구전략 및 목표관리, 예산, 인력, 그리고 평가로 구분하고, Autonomy Regime on Wheel (ARoW) 모델을 통하여 제시하였다. 자율성을 구성하는 각 요인에 대한 핵심 질의를 정의하고, 한국과 선진공공연구기관의 현황을 파악하여 벤치마킹 분석을 수행하였다. 분석 대상 선진 공공연구기관은 독일, 영국, 미국의 기관들로 선정하였으며, 특히 연구회 구조의 유사성 및 각 연구회 간 연구분야 및 임무의 균형이 조화롭게 유지되고 있는 독일의 4대 연구회를 중심으로 연구를 진행하였다. 연구를 위하여 분석대상 기관의 홈페이지를 포함한 국내?외 문헌조사 및 독일, 영국, 미국의 현지조사 과정을 거쳤으며, 이와 함께 국내?외 관련 전문가들에 대한 인터뷰를 진행하였다. 한국 및 선진 공공연구기관의 자율성 현황을 분석한 결과, 자율성을 구성하는 요인들에 대하여 전반적으로 한국의 실질적 자율성이 상대적으로 약한 것으로 나타났다. 본 연구는 공공연구기관의 자율성을 정의 및 분석한 최초의 학술적 연구로서, 향후 자율과 책무에 기반한 지속가능한 출연(연) 발전을 위한 전략 수립에 기반자료로 활용이 가능하다는 점에 그 의의가 존재한다.

Study of the Electoral TV-Public Space: Paradox of the Mythical Structure Manipulated by the Technical Institutionalization (TV 선거 공론장 구조 연구: 기계적 제도화의 역설(Paradox))

  • The aim of the this study is to observer paradoxal phenomenon in media election. The media, especially Television, was traditionally a journalistic operation representing political events on the outside of political camp. But recently, it intervenes to 'the political camp' as the most important method for election campaign. A centripetal of electronic medias making the dominant political space offer an alternative plan which get over the modern crisis of representative democracy. Even though, to the production of the political symbol and the operation of symbol which constitute substantial system of political action, the human being subject is excluded and the technical system of communication make up a govern structure. So it makes the contradictory situation. TV broadcast for election campaigning show well this paradoxal situation. The institutionalization of electoral broadcasting oriented by the State strengthens an immensification, an economical and political efficiency and a transparency of electoral campaign. But the means which controls the mind of public is also strengthened. It relates the production and circulation of the political symbol and the symbolic image restricted by dominator. In conclusion, this study argues that the media election is institutionalized by the instrumental reason(procedural rationality of politics and technological rationality of broadcasting), therefore the candidate take a fragment roles for the production of transcendental political symbol and the voters accommodate to the symbolic images which are foreseen and they judge.

The Direction of Physical Training for Actor in Post-Drama Era, "Empty" (포스트드라마 시대에 따른 배우의 몸 훈련의 방향성,'비우기(empty)')

  • Today, the transition to the era of "post-drama" brought a change in the position of text, which was considered the center of the play, and the expansion of the role of actors. After entering the post-drama era, the actor no longer transforms himself into "delivering" the fixed meaning of text, but "producing" the valid meaning of "now, here" meeting the audience. In other words, actors in the post-drama era have expanded their roles as "performers" who can become the subject of narratives themselves and create various theatrical languages. Despite the expansion of the actor's role, verbal-centered actor training through text, which still forms the basis of acting education, does not satisfy the newly changing contemporary theatricality and creates a gap between education and the field. Therefore, the researcher argued that non-verbal-centered acting education needs to be discussed, and highlighted the actors' physical training on the "empty" side. The researchers first compare and analyze the characteristics of modern theater people's training methods from an "empty" perspective. Based on this, researchers about the meaning and direction of the training "empty". Furthermore, the study concludes with an emphasis on the direction of acting education in the post-drama era, which is free from language that can respond to stimuli and interact freely.

On a "duality" of the Corps-actant structure in Misaeng: with Jang Geurae as the central figure (『미생』에 나타난 신체 행위소 구조의 이중성에 관한 고찰 - 장그래를 중심으로)

  • This paper attempts to "re-read" the webtoon Misaeng, which was once an important issue in the field of public discourse on "labor". Our hypothesis was that the dual actactial structure of Misaeng's hero Jang Geurae gave a dual structure to the entire text, which leads to the discovery of text meaning that was not mentioned in the existing discourse. This is based on the concept of 'meta-story character', which Hiroki Azuma talked in his postmodern literary theory. To verify this hypothesis we analyzed the text by applying the Parisian semiotics, more specifically J. Fontanille's theory. Jang Geurae is observed to be a actant of dual structure divided into 'character' of the enunciated level and 'player' of the enunciation level. Considering this characteristic of the hero, Misaeng can be interpreted as a metafiction that shows the 'shifting' between the subject of the enunciated level and the subject of the enunciation level. On the level of 'character' Jang's existence mode turns out to be "Deficiency (actualized)", but on the level of 'player' Jang 's existence mode turns out to be "Inanity(potentiallized)." His somatic responses also show a duality, which is represented by Fontanille's corps-actant model, where on the level of 'character' the somatic actant of Jang consists of 'Moi-chair(ego-flesh)' and 'Soi-idem(self-idem)', and on the level of 'player' it consists of 'Moi-chair(ego-flesh)' and 'Soi-ipse(self-ipse)'. The former mainly acts as a 'role' and takes charge of exteroceptive perception, while the latter mainly acts as 'attitude' and takes charge of interoceptive perception. Because of this dissociative nature of actant, Jang's two 'self' draw the re-adjustment of values without serious conflict between the collective norms and the individual identity. This is in sharp contrast with other characters who struggle with the conflict between the environment and "self". It becomes customary to adopt norms that are suspected to ineffective, but if you raise questions, the normative system can be updated. On one axis of Misaeng there are characters who have lost themselves in customs. On the other axis, there is Jang who can not help dismantling the existing ineffective norms and updating the normative system. Jang's existence mode seems to be one of many possible modes generated by this era where people share no longer solid community values, His actantial structure also communicates with readers of these days who put themselves more in subject of enunciation level than of enunciated level.

A Comparative Study of the Welfare State Formation in Korea and Western European Nations; From Pre-modern to Post-modern Era (한국과 서구의 국가복지 발전에 대한 비교사적 검토 : 전통과 탈현대의 사이에서)

  • The purpose of this study is (1) to contrast the welfare state formation in Korea with that in Western European nations, and (2) to examine the historical peculiarities of the Korean welfare state formation process. For the analysis, this study uses' contrast of context' logic of comparative history and contrast the process of (1)modern state formation (2) civil society development (3) interventionist state evolution of Korea with those of Western European nations. The findings of this study are as follows: First, the distingushing role of nation state as welfare provider is very different. It is attributed to the difference in the traditional dominance structure and in the nation-bulding process of each case. Second, class cleavage of the Western Eeuropean nations has been continually mobilized for political action and converted into political resources, while it is impossible to achieve such results in Korea which has continued labor excusive regime. Third, the institutionalization patterns of welfare politics are different. In Western Eeuropean nations, public welfare benefits have been able to produce welfare coalitions and politics of solidarity. By contrast, since welfare have been thoroughly depoliticized and informalized in Korea, voters and political parties have not been able to make issues of welfare problem Due to these historical peculiarities, it seems to be impossible that Korea's underdeveloped public welfare could be changeable in near future.

  • This study was done to find out how women acquire their work citizenship through work-family reconciliation policies from the point of view of labour right and care right. This study investigated how labour right and care right, established by work-family reconciliation policies, are organized on a national level through the methods of socialization of the care such as the strategies of familization, de-familization, commodication and decommodication because paid labour and unpaid care work can be concretely embodied by such strategies. Actually in the care systems in the UK and Sweden, gender roles related to the responsibility for care was assumed differently. For that reason, the socialization of the care in these countries have been developed in a different way. And different results have been created from the two different countries in labour rights and care righst of man and women. The matter whether a society regards a woman as a laborer or caregiver especially has been an important starting point for the way in which social sharing of care develops. Work-family reconciliation policies stated in this study are very important factors. We can understand that care is not simply a duty of a man or a woman but an important human desire, which has to be granted to both a man and a woman as one of their own individual rights.

A Comparative Analysis of the New Religious Thought Generated by Indigenous Korean Religions from a Subaltern Perspective: Focusing on Choi Je-woo, Kang Il-sun, and Park Jungbin ('서발턴(subaltern)'의 관점에서 본 한국의 자생 신종교 사상 - 수운, 증산, 소태산의 비교를 중심으로 -)

  • In early modern Korea, the founders of three main-stream indigenous new religions, Choi Je-woo (崔濟愚), Kang Il-sun (姜一淳), and Park Jungbin (朴重彬), were all ruined yangban, who could no longer maintain the social dignity of yangban. Prior to their regular religious activities, they earned livings as rural teachers, peasants, merchants, and fortune-tellers. They were marginalized for having declined from upper-class nobles to lower-class people. Due to their subalternal status, they religiously represented the inexpressible aspirations and resentments held by various subalterns. The millennial movements of marginal religions in the late Joseon Dynasty exposed and deviated from the fetters of the established order, but they did not propose a new alternative order to replace it. Unlike these millennial movements, Choi Je-woo, Kang Il-sun, and Park Jungbin all proposed utopian visions of post-subalternal alternative religions that systematically presented and practiced new alternative worldviews characterized by the "Great Opening of the Later World (後天開闢)." The world they longed for was one wherein anti-subalternal social regulation were overthrown, the oppression of various subalterns end, and the established social order was replaced. In this article, I have argued that three main-stream indigenous Korean new religions, Donghak (Eastern Learning), the Jeungsan-inspired religious movements, and Wonbulgyo (Won Buddhism) are utopian alternative religions. I made this argument by analyzing some aspects by which they represented subalterns and offered subalterns a new religio-social status.

Reappraisal of Empowerment through Giddens's Theory of Reflexivity -In Quest of the Integrated Paradigm for Social Welfare Practice- (기든스(Giddens)의 성찰성 이론을 통한 임파워먼트의 재해석 -통합적 사회복지실천 패러다임에 대한 탐색-)

  • Although both ecosystem theory and empowerment have become the most prevalent candidate for integrated paradigm for social welfare practices, they could not overcome completely the long-standing and sharp divides between micro and macro practices, that is, between subject and structure as a main explanatory element in social welfare realm. Along with such traditional dualism and tension, a new emerging divide between modernism and postmodernism regarding intrinsic mission and roles of social welfare has urged strongly to develop the overarching theoretical framework for social welfare practice. In this regard, this study aims to recast the ecosystem theory and empowerment through the reflexive modernization theory of critical sociologist Anthony Giddens. With relatively strong emphasis on human capability coined as the reflexivity, Giddens's own creative theory of modernization can be thoroughly expected to provide a solid foundation of integrated paradigm enough to bridge the existing dualisms in social welfare theory and practice. Especially, his unique account of integrated way of how human agency is involved in the construction of social structure and how to transform each other recursively has profound implication for empowerment to be adequate and proper comprehensive framework for social welfare practice.

Governance of a Growing Creative Industry Cluster: A Case Study on Brooklyn in the US (창조산업 클러스터의 형성과 발전의 거버넌스에 관한 연구: 미국 뉴욕 브루클린의 문화예술 산업클러스터를 사례로)

  • Many of the old industrial cities in advanced economies have experienced deindustrialization since the 1960s. While some of them have been transforming their economic structures with new economies, such as arts and cultural industries, others have been seriously suffering from economic and social problems. Brooklyn Borough of New York City is one of the best examples which have gone trough rapid de-industrialization; but have been reasonably successful in recovering its economy with arts and cultural industries. This paper introduces the process of developing creative industry clusters, articulates major actors, and find out the governance of the clusters, using three Brooklyn's arts clusters, such as DUMBO, BAM and Williamsburg. Based on the case studies, the paper draws theoretical and policy implications applicable to the Korean circumstance.

  • The Study on the Film, as the one of the main fields in the cultural studies, has the significant meaning in analyzing our society in that culture represents the realities of the present society. Film is the metaphorically expressed text and the specific space where a variety of discourses cross. The director's social consciousness projected in the film must have the ultimate significance through the dialectic relation between the intention of the director and the interpretation of the audience, not through the his one-sided message to the audience. This paper focuses on the analysis of the movie 'The Host', which is evaluated to show the meaningful social phenomena related to 'disaster' among the recent movies in Korea. The Host which is characteristic of 'the open structure' can be referred to as the film reflecting the imperial order prevalent in the colonial society.
