The Networks of the Korean Clean Development Mechanism(CDM) Industry: Agents and Linkages (한국 청정개발체제 산업 네크워크: 행위자와 연계)

  • This study investigated the carbon offset project activities as the activities of producing commodities by a case study on the Korean Clean Development Mechanism(CDM) industry. This study draw the networks of Korean CDM industry by extracting major agents and surrounding agents and by analyzing the characteristics of the linkages. The project participants owning the CDM projects hires CDM consultancies and designated operational entities(DOEs). The technical knowledge for carbon emission reduction made links between project participants and the CDM project operational knowledge made links between project participants and CDM consultancies. Links between project participants and DOEs are affected by social and geographical proximities. The value of the knowledge for CDM industrial activities determined the role of agents and type of linkages. The agents with the irreplaceable knowledge could be a project conducting firms. The agents without it became outsourcing contractors.

  • This paper presents trends of safety improvement technologies for an electric propulsion system of eco-friendly ships. As an effort to reduce a green house effect, demands for eco-friendly ships have been increased. An energy storage system (ESS) is one of key systems in an eco-friendly ship and a lithium-ion battery generally used in an ESS system due to its high power density and efficiency. However, a lithium-ion battery is considered as one of reasons for ESS fire hazard. Since a fire extinguishing facility is especially limited in the ocean, safety issue in an eco-friendly ship is important. In this paper, recent safety improvement technologies for traction motors, ESS batteries and structures for eco-friendly ships are presented.

Demand Forecasting Model for Bike Relocation of Sharing Stations (공유자전거 따릉이 재배치를 위한 실시간 수요예측 모델 연구)

  • The public bicycle of Seoul, Ttareungyi, was launched at October 2015 to reduce traffic and carbon emissions in downtown Seoul and now, 2023 Oct, the cumulative number of user is upto 4 million and the number of bike is about 43,000 with about 2700 stations. However, super growth of Ttareungyi has caused the several problems, especially demand/supply mismatch, and thus the Seoul citizen has been complained about out of stock. In this point, this study conducted a real time demand forecasting model to prevent stock out bike at stations. To develop the model, the research team gathered the rental·return transaction data of 20,000 bikes in whole 1600 stations for 2019 year and then analyzed bike usage, user behavior, bike stations, and so on. The forecasting model using machine learning is developed to predict the amount of rental/return on each bike station every hour through daily learning with the recent 90 days data with the weather information. The model is validated with MAE and RMSE of bike stations, and tested as a prototype service on the Seoul Bike Management System(Mobile App) for the relocation team of Seoul City.

  • Climate change induced by global warming has recently begun to inspire developed nations to introduce a new paradigm, called the sustainable (Green) growth, which entails both the prevention of environmental pollution and the attainment of sustainable growth. The sustainable (Green) growth is founded upon environmental factors that drive a new force of economic progress without deteriorating nature. Thus, the conservation of the environment under the new growth paradigm can be compatible with economic growth, although this was not feasible under conventional economic relations, called the Environmental Kutzets Curve. Sustainable (Green) finance is essential to achieving Green growth efficiently and effectively. Since the financial system for Green growth is at the early stage of implementation, the application of strategies for sustainable (Green) finance should be preceded by proper initiation and protection from the government. In order to establish a feasible strategy for financing green growth, we suggest an effective financial supporting system, taking different operational forms upon the broader stage of technological progress in each individual company.

Blue Carbon Resources in the East Sea of Korea and Their Values and Potential Applications (동해안 블루카본 자원의 가치와 활용방안)

  • Korea, as the world's 7th largest emitter of greenhouse gases, has raised the national greenhouse gas reduction target as international regulations have been strengthened. As it is possible to utilize coastal and marine ecosystems as important nature-based solutions (NbS) for implementing climate change mitigation or adaptation plans, the blue carbon ecosystem is now receiving attention. Blue carbon refers to carbon that is deposited and stored for a long period after carbon dioxide (CO2) is absorbed as biomass by coastal ecosystems or oceanic ecosystems through photosynthesis. Currently, there are only three blue carbon ecosystems officially recognized by the Intergovernmental Panel on Climate Change (IPCC): mangroves, salt marshes, and seagrasses. However, the results of new research on the high CO2 sequestration and storage capacity of various new blue carbon sinks, such as seaweeds, microalgae, coral reefs, and non-vegetated tidal flats, have been continuously reported to the academic community recently. The possibility of IPCC international accreditation is gradually increasing through scientific verification related to calculations. In this review, the current status and potential value of seaweeds, seagrass fields, and non-vegetated tidal flats, which are sources of blue carbon on the east coast, are discussed. This paper confirms that seaweed resources are the most effective NbS in the East Sea of Korea. In addition, we would like to suggest the direction of research and development (R&D) and utilization so that new blue carbon sinks can obtain international IPCC certification in the near future.

Consistency in the Basic Plan on Electricity Demand and Supply and Social Costs (전력수급기본계획의 정합성과 사회적 비용)

  • In Korea, energy policies are actualized through various energy-related plans. Recently, however, as high-ranking plans, which are very vision-oriented, continually set higher sector-by-sector goals, subordinate action plans, which require consistency, encounter distortions in their establishment process. Also, each subordinate action plan reveals limitations in terms of securing flexibility of the plan in responding to uncertainties of the future. These problems pose potential risks such as causing huge social costs. In this regard, with an aim to provide empirical evidence for discussions on improving the procedure for developing and executing Korea's energy plans, this study mainly analyzes the Basic Plan on Electricity Demand and Supply-one of the most important subordinate action plans-in order to explain the problems of the Basic Plan in a logical manner, and potential problems that could occur in the process of sustaining consistency between the Basic Plan and its higher-ranking plans. Further, this paper estimates the scale of social costs caused by those problems assuming realistic conditions. According to the result, in the case of where maximum electric power is estimated to be 7% (15%) less than the actual amount in the Basic Plan on Electricity Demand and Supply, the annual generation cost will rise by 286 billion won and (1.2 trillion won) in 2020. Such social costs are found to occur even when establishing and executing the Basic plan according to the target goal set by its higher-ranking plan, the National Energy Master Plan. In addition, when another higher-ranking GHG reduction master plan requires the electricity sector to reduce emissions by additional 5% in the GHG emissions from the right mix in electricity generation with 'zero' cost of carbon emission, the annual generation cost will rise by approximately 915 billion won in 2020. On the other hand, the analysis finds that since economic feasibility of electric powers in Korea varies significantly depending on their type, Korea is expected to face very small potential social costs caused by uncertainties over the future price of carbon dioxide in the process of establishing the Basic Plan.

  • With the signing of the Paris Agreement, which is the new climate change agreement at the end of 2015, it will have a great impact on Korea environmental policy. The construction industry, which accounts for 42% of Korea's total $CO_2$ emissions, has been implementing various policies to improve the environmental problems. However, it is only applying passively to other projects except eco-friendly building certification. This is because most of the eco-related systems are based on building facilities. Therefore, there is a need for a new eco - friendly design evaluation model that can be widely applied not only to architecture but also to civil engineering facilities. In this study, a new model is developed based on the existing VE model, which adds new factors to evaluate the environmental friendliness, potential environmental pollution concept and environmental risk of facilities. This model is an eco-friendly design evaluation model that enables decision makers to effectively select alternative environmental criteria at the design stage. As a result of the case analysis of the block retaining wall and the alternative retaining wall, the value of the eco - friendly value of the alternative was 1.026 times higher than the original one. If this model is used at the design stage, it is expected to contribute not only to the construction of environmentally friendly facilities but also to the reduction of carbon emissions.

Analysis of the Importance of Eco-friendly Ship Dissemination Policy using the Analytic Hierarchy Process (계층분석법(AHP)을 이용한 친환경선박 보급정책의 중요도 분석)

  • The International Maritime Organization (IMO) is tightening environmental regulations in the shipping sector to reduce air pollutants such as greenhouse gases emitted from ships. Meanwhile, the paradigm of the shipbuilding and shipping industries is shifting toward eco-friendly and high-efficiency ships worldwide. The Republic of Korea is also promoting a policy to expand the supply of eco-friendly ships from 2020 to disseminate them. In this article, a survey was conducted with 12 experts on the government's eco-friendly ship supply policy, and the priority of the policy was evaluated using the analytic hierarchy process (AHP). As a result of the comprehensive evaluation of the priorities for six priority tasks, "Securing the world's leading technology for future eco-friendly ships" for the development of carbon-free and low carbon ships was the highest. This study, which analyzed the importance of eco-friendly ship policies through AHP analysis, can be used as data to preemptively respond to international marine environmental regulations and to improve policy execution efficiency such as budget allocation and policy development regarding protecting national shipping and shipbuilding industries.

  • Rapid accumulation of carbon dioxide in the atmosphere for the past century leads to acidify the surface ocean and contributes to the global warming as it forms acid in the ocean and it is a green house gas. In order to curb the green house gas emissions, in particular carbon dioxide, various multilateral agreements and programs have been established including UN Convention of Climate Change and its Kyoto Protocol for the last decades. Also a number of geo-engineering projects to manipulate the radiation balance of the earth have been proposed both from the science and industrial community worldwide. One of them is ocean fertilization to sequester carbon dioxide from the atmosphere through the photosynthesis of phytoplankton in the sea. Deliberate fertilization of the ocean with iron or nitrogen to large areas of the ocean has been proposed by commercial sector recently. Unfortunately the environmental consequences of the large scale ocean iron fertilization are not known and the current scientific information is still not sufcient to predict. In 2007, the joint meeting of parties of the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, 1972 and 1996 Protocol (London Convention/Protocol) has started considering the purposes and circumstances of proposed large-scale ocean iron fertilization operations and examined whether these activities are compatible with the aims of the Convention and Protocol and explore the need, and the potential mechanisms for regulation of such operations. The aim of this paper is to review the current development on the commercial ocean fertilization activities and management regimes in the potential ocean fertilization activities in the territorial sea, exclusive economic zone, and high seas, respectively, and further to have a view on the emerging international management regime to be London Convention/Protocol in conjunction with a support from the United Nations General Assembly through The United Nations Open-ended Informal Consultative Process on Oceans and the Law of the Sea.

A Study on the Reinforcement Plan for the Local Government to Respond to the Climate Change through the Survey of Residents Consciousness - Focused on the Gangnam-gu - (주민 의식 조사를 통한 지자체 기후변화 대응 강화 방안에 관한 연구 - 강남구를 중심으로 -)

  • Gangnam-gu, where the survey of residents' consciousness has been made in this study, is the district shows the highest rate of the energy consumption and greenhouse gas emission per unit area except some industrial districts such as Gwangyang, Ulsan, and Pohang. The greenhouse gas emission amount of Gangnam-gu is 4,863,765 $tCO_2$ which accounts for 10 % of the total discharging amount of Seoul, 50,330,356 $tCO_2$, which is ranked the top greenhouse gas emission rate in the commercial category and the 2nd place in the household category. The average recognition rate for the 5 subjects of the global warming phenomenons has indicated to be 83.58%. A survey questioning about the main agent to reduce the greenhouse gas, in all age groups except 20s have replied that it should be done by themselves, the residents of Gangnam-gu. For the question of the role of local government to respond to the climate change, the necessity of establishing infrastructure which is suitable for walking and biking. For the other question about the educational facilities to cope with the climate change, many answered the relevant education should be processed from the middle and high schools. For the practical activities in daily life to respond to the climate change, many replies have shown that the energy and resource conservation has been practiced pretty well broadly, but the ecomileage (former carbon mileage) has not been practiced well. Also, many replies have pointed that there were no benefits or rewards for the people who practiced the eco-mileage in their daily lives, which indicates that a kind of incentive is necessary for the efforts to respond to the climate change from the local government to execute the policy substantially and effectively. This study has the purpose to search the political countermeasures to improve the potentiality to reduce the green house gas emission rate through the residents conscious survey about climate change and the political solution by the local government to improve the certain items which showed the lower awareness rate.
