This paper is targeting on developing pre-test Methodology for start-up as tuning successful business modelling with their implementation. Start-up is asked to a complete preparation and analysis for business to enhance the success possibility. In this stream, Start-up should test the validity of their business model before starting a business. This paper deliver alternatives to meet this requirement. Overall, this paper suggest two different approaches. First, by literature review, this paper prove the importance of BM in success factor analysis of high-tech start-up. Second, This paper prove BMO Model as the best practicing model to assess the validity of BM. Additionally, this paper, BMO will be utilized to bring significant implications to sort out enhancing strategies of BM validity.

ESCO협회는 정보통신산업진흥원이 발주한 'IT기반 에너지절약사업 동향조사 및 타당성 분석에 관한 연구용역'을 에코시안과 공동으로 수행 중이다. 오는 11월까지 연구를 마무리 할 예정으로, 연구과제가 완료되면 그린 IT와 에너지절약사업을 접목해 ESCO사업이 가능한 아이템을 발굴한다는 목표로 최선을 다하고 있다. 시범사업장 현장방문 사례를 통해 그린 IT와 에너지절약사업이 같이 상생할 수 있는 가능성을 알아보았다.

The purpose of this study is to construct the evaluation model for the major science research facilities and equipments to enhance the competitiveness of the science and technology and also to test the reliability and validity of the model. To achieve the purposes, this study theoretically reviews the concept of the major science research facilities and equipments and their characteristics. Through a review of literature, this study draws 11 criteria for evaluating the priorities of the major science research facilities and equipments. These criteria are categorized as two dimensions - 'science & technology' and 'national policy'. The dimension of science & technology includes scientific importance, technological readiness, utilization rate, common utilization rate, and ability of management and operation. The national policy dimension contains degree of correspondence with national science development, imperativeness of national policy, science and technical effectiveness, economic and industrial effectiveness, responsiveness of research demand, and equity among the related institutions. The competitiveness of the science and technology consists of these two dimensions. The evaluation model is established on the framework of criteria. The 18 major science research facilities and equipments are selected through a series of Delphi. The survey of experts (BT, ET, IT, NT and ST) is also implemented to evaluate the 18 major science research facilities and equipments by 11 criteria. The overall results indicate that the reliability and validity of the model are good. The reliability tests show that the five indicators of science & technology and the six indicators of national policy have high internal consistencies. The confirmatory factor analyses reveal that the two constructs - 'science & technology' and 'national policy' - have high convergent and discriminant validity. The correlational analyses also show that the criteria-related validity between them is high. Furthermore, the results of higher order factor analysis indicate that the fit indices of the model are high and suggest a good fit to the data. Based on these findings, the policy implications of the model are discussed.

The South Korean society is rapidly aging, thereby highlighting the need to urgently prepare for the stabilization of housing for the elderly. In order to address such issues stemming from the elderly population, the South Korean government has been ramping up the supply of public silver houses for the elderly. Furthermore, it is necessary to select the optimal construction sites and conduct financial feasibility study on the selected sites in order to ensure a successful supply of public silver houses. In this study, the author proposed the need for building an integrated database by using geographic and demographic information, as well as the information on social welfare costs. Moreover, a concept for a system capable of performing optimal site analysis and feasibility study using the aforementioned information was suggested.

The purpose of this study is to investigate and analyze the feasibility of relocating and building the Wando-gun Library into a multicultural library. For this purpose, the results of policy and economic feasibility, including locational feasibility, related laws, high and related plans, and surveys were examined. As a result of the analysis, it was found that policy feasibility was secured and economic feasibility was insufficient, but it is judged that some of it was secured because the ripple effect was calculated by the occurrence of social benefits. The results of this study can be useful data to prepare for a project to promote the construction of a library as a multicultural space.

This study attempts feasibility analysis of cataloging outsourcing. The economic analysis model based on information economics categorizes the benefit into direct benefit and value linking. We measure direct benefit by cost savings and cost avoidance, value linking by the degree of improvement in cataloging quality The results show that there is no feasibility overall, because librarians spent more time to control the quality due to vendor's lack of professionalism, resulting little effect on cost savings. When cataloging outsourcing is forcibly used under the economically infeasible condition, it is impossible to achieve the basic purpose of operating cost savings and improvement of service function.

The paper aims to improve the quality and validity of community plan using the content analysis on gyeongju-si. To achieve it, the relevant literatures reviewed, and established the basic framework and three criteria of community plan, then adapted these criteria to the gyeongju-si community plan. Findings are like: Firstly, the measurement criteria of validity are clarified into three; vertical consistency on the whole plan's hierarchical structure, horizontal relevancy between the section plans, clearness of statement. Secondly, generally, gyeongju si plan didn't satisfy the criteria of validity. Based on these results, it specifically offers a impoverishment strategy including the guidelines' upgrading.

Recently our country need to change about hospital building operation and business change. The recent real estate development projects are made in very complex due to the diversity of development method or its legal aspects. Under such a real estate investment, the review of investment yield rate is fundamentally important for the one that invests and the one that finances it. Previously, the focus was in the review of the time to turn the surplus or the plan for making repayment of the borrowings, and without the analysis of sufficient investment yield rate. For a simple issue of finding the most advantageous project method, there is a need for reviewing the taxation issues, fund procurement method, legal aspects, policy analysis aspects and others. Therefore, the real estate investment is now likely to encounter the form of having the time of venture as well. In conclusion, the scientific and reasonable decision making in investing on the real estate does not suggest the absolute evaluation standard but the need and the use are more and more demanded.

국가개발연구원(KDI)에서는 새만금에 40MW 용량의 국산 풍력발전단지 조성을 위한 예비타당성 조사를 실시하였다. 본 사업에 대한 KDI의 비용편익 분석 결과 순 현재가치가 0보다 작고, B/C 비율은 0.73으로 경제적 타당성이 나타나지 않았다. 하지만 모든 비용과 편익을 화폐가치로 환산해 내는 비용편익분석은 여러 가지 외부효과로 인해 사업의 타당성 연구자들에 의해 주관적인 결과물이 나오기도 한다. 이에 따라 본 논문에서는 새만금 풍력발전 시범단지의 경제성 평가 재검토 연구를 실시하였다. 본 논문에서는 기존 경제성 평가 항목에 대하여 여러 가지 쟁점을 제시하고, 그 중에서 대기오염물질 저감 비용과 학습효과(learning effect)로 인한 비용 절감 편익을 추가적으로 산정하였다. 여기서 학습효과의 학습속도(learning rate) 를 세 가지 시나리오로 나누어 분석하였다. 두 가지의 추가 편익을 KDI의 기존 예비타당성 조사 분석에 추가한 순 현재가치는 상당한 양의 값이 나왔고, B/C 비율은 8.8 로 편익이 비용에 비해 크게 증가했다. 이러한 항목들의 포함 여부에 따라 타당성 결과가 현저하게 달라짐을 알 수 있다. 향 후 비용편익 분석이 정책 결정에 적절히 반영되기 위해서는 외부효과를 고려한 환경 비용, 그리고 학습효과와 같은 추가적인 사항들이 면밀히 검토되어야 한다. 시장에 기반하지 않은 이러한 외부효과로 인한 항목들은 대상과 시기에 따라 매우 다른 결과를 보여주기에 이에 대한 세부적인 연구가 필요한 시점이다.
