국가 차원에서 과학기술정보활동을 담당하고 있는 일본과학기술진흥기구와 프랑스과학기술정보연구원은 정부로부터 예산지원을 받는 공공기관이다. 본 글에서는 일본과학기술진흥기구와 프랑스과학기술정보연구원의 과학기술정보활동, 조직 및 사업내용에 대해 개략적으로 살펴보고자 한다. 그리고 이를 각 기관의 정보유통체계를 정보자원의 수집, 콘텐트 개발, 정보서비스 측면에서 살펴보고 한국 과학기술정보활동의 핵심적 역할을 담당하고 있는 KISTI에 시사점을 제시하고자 한다.

입체음향의 구현은 21세기 멀티미디어 콘텐트 관련 산업의 핵심기술 중 하나로 인식되고 있으며, 그 응용분야가 매우 넓기 때문에 이에 대한 투자가 점차 늘어가고 있는 실정이다. 본 논문은 한국인의 표준형 두상에 맞는 HRTF(Head-Related Transfer Function)를 이용한 입체음향의 구현 및 현장효과의 인공적 재현 방법에 대한 연구 결과이다.

정보에 대한 정량적 평가방법으로 조건부 가치평가방법을 응용하여 정량화 하였다. 조건부 가치평가 법은 간단히 말해 직접적으로 사람들에게 비시장 재화에 대해 어느 정도 지불의사가 있는가를 설문지를 통해 사용자들에게 직접 묻는 것이다. 기존의 가치평가 법은 해당 정보 재화와 유사한 재화의 시장수요를 추정하여 평가하는 간접적 가치 평가법이 널리 사용되어 왔다. 그러나 정보는 유사한 재화의 명확한 정의가 곤란하므로 이러한 요인들을 고려하여 설문조사를 통한 정보의 가치평가 방법을 선택하여 정보제공 웹 사이트의 경영성과를 측정하였다.

The main purpose of this research is to develop a methodology for designing metadata application profiles(AP) and to design a comprehensive AP for Korea Art and Education Service(KACES), The process of developing a methodology is divided into three steps, analysis of standard metadata schema, analysis of user needs, and content analyses. Metadata principles and guidelines were utilized in designing a KACES AP along with the developed methodology in this study. This paper describes what role the methodology developed here plays in devising metadata elements. The paper also discusses the benefits of three methods for AP design. The study has values in that it provides implications for designing APs for other domains.

Content-Based image retrieval is a method to search by image features such as local color, texture, and other image content information, which is different from conventional tag or labeled text-based searching. In real life data, the number of images having tags or labels is relatively small, so it is hard to search the relevant images with text-based approach. Existing image search method only based on image feature similarity has limited performance and does not ensure that the results are what the user expected. In this study, we propose and validate a machine learning based approach to improve the performance of the image search engine. We note that when users search relevant images with a query image, they would expect the retrieved images belong to the same category as that of the query. Image classification method is combined with the traditional image feature similarity method. The proposed method is extensively validated on a public PASCAL VOC dataset consisting of 11,530 images from 20 categories.

In this paper, we examine the problems of the current Internet due to the development of network services and the expansion of network bandwidth. The current Internet has been used for a long time because it is composed of TCP / IP, but fundamental problems such as bandwidth, transmission rate, and security have not been solved. Therefore, the future network must be prepared through continuous investment and maintenance. In order to overcome this problem, we will propose a way to overcome the above problems and upgrade by converting the current Internet Protocol into the next generation network. Currently, many researches on next-generation networks have been conducted, but there are not many studies in Korea, and research on next-generation networks will be a very important task for the future development of the Internet service industry at the national level. In this paper, we propose an advanced internet environment through the advantages of various next generation protocols.

Online Information Meeting은 명실공히 콘텐트나 정보 산업 부문에 있어서 세계 최대의 전시 이벤트이다. 금년도로 22회째 맞는 Online Information Meeting은 한국데이터베이스진흥센터가 국내관련 업계의 종사자들과 함께 수년전부터 매해 참관단을 파견하여 온 국제 전시 및 컨퍼런스이다. 국내 경제가 어려워 부득이 참관단은 구성하지 못하고, 마침 영국의 DTI(Department of Trade&Industry)방문 계획이 있어 일정을 Online Information Meeting 개막일에 맞추었다.

인터넷이 현대 사회에 미치는 영향은 아직은 미미하나 갈수록 그 영향은 확대돼 가고 있다. 90년대에 들어 갑자기 여러 생활에 많은 영향을 미치고 있는데 가장 심각한 영향을 주고 있는 곳 중에 하나가 바로 도서관이다. 현재의 도서관은 하나의 도서관 뿐만 아니라 전지구에 있는 모든 도서관 자료를 이용할 수 있으며 인터넷에 있는 수많은 콘텐트를 함께 이용함에 따라 변화를 필연적으로 겪을 수 밖에 없다.
