Because the exhibition space in the virtual reality is another kind of reality, which exits in another level, it enables us free from time and physical space, so using the virtual reality will be an effective practice for overcoming cultural divide and managing museums. Especially, virtual reality could transform a fixed physical space into portable contents, so this characteristic would be useful and meaningful when applying the outreach program, which claimed to stand for 'museum out of museum' as following. First, it will give more opportunities of experiencing museums to many people because of freedom of physical space, one of the advantages virtual reality has. Second, people will experience and understand the contents under the context, rather than simply exposing information of artifacts one by one. Third, even people who are far from a museum can experience identical contents at the same time, so this synchronicity will enhance communications among people and the society. Fourth, it will provide rich contents to people by putting a variety of exhibitions into one VR device. Fifth, it will be useful for archiving the exhibition with minimizing the loss of contents. Sixth, VR will convert museum visitors from observers to operators. Finally, VR can expand the target audience of the outreach program and develop a variety of education programs. Because museums is a public organization for overcoming cultural divide and enhancing communication, they should adopt virtual reality, which enables to extend the exhibition space and provide more opportunities of experiencing museums.

Content is the complex of art and technology of trend, so it is important to experience different technologies for content education. Today, many non-profit organizations plan and operate numbers of programs for disabilities, low-income, and minority families to enhance the quality of life and the realization of social integration. These programs are limited to museums and galleries, not so pro-actively in progressing. Various contend education is necessary to the expansion of cultural exchange for the culturally alienated area. Naver is running an outreach program named . It is an experience-based outreach program where current cartoon / webtoon writers come directly to the school to inform students about the basic story of comics and comic techniques. However, the fact that the is not centered on the marginalized area but is centered on the Seoul Gyeonggi area, has the limitation that they can not benefit from a wide range of programs because they have a space limit of 'school', and, has a spatial limitation that the experience of the work is excluded. 'Outreach programs in marginalized areas' must be reorganized into a fluid dimension, not a fixed, single-system program. You should be able to experience and experience your work by directly using various professional equipment of comics based on your capacity and experience, local culture, religion, and society. These program participants will gain the effect of attractive and effective learning with empathy with their comic experience. Meanings of Comics content outreach program are following: First, the rich cultural archive can be used efficiently by providing various contents to existing outreach programs with the educational limitation of museums and galleries. Second, Comics contents can be enjoyed as a part of our life by understanding diversity and technology of contents. Third, because it is the program of expertise' participation, it can remodel, and restructure the severed experience in remote areas for the continuous growth and development, and furthermore, it can enhance the understanding of society.

This study analyzed 138 multicultural programs from 40 libraries during the last two years. The study compares multicultural programs running in Korean libraries with those from American and Canadian libraries which have a long history of multicultural societies. The results are listed below. There is a need for long-running multicultural programs that address the needs of its users even from the planning stages. Programs should include out-reach based running methods, daily life based subjects and contents, and differentiated approaches for different levels and ages of users.

The COVID-19 pandemic has significantly changed the landscape of knowledge and information services that public libraries around the world have been providing since modern times. In particular, as social distancing has become routine, the contraction of cultural activities and the shift to online platforms have negatively impacted library visitation and use services, greatly reducing borrowing and reading, use of spaces and facilities, interlibrary loan services, program operations, and outreach services. Therefore, this study investigated and analyzed the current status of services provided by public libraries in Korea and abroad in response to COVID-19, and proposed practical ways to improve and expand services in response to COVID-19 based on the results of a survey of librarians' perceptions. Specifically, these include improving the online reservation system for reading and borrowing services and developing and providing various outreach services, acquiring and expanding electronic resources, expanding online program services (reading, culture, lifelong learning, etc.), strengthening library services for vulnerable populations, providing information portal services related to new infectious diseases, strengthening facilities and space provision services, preparing infectious disease response guidelines, and providing education and training to strengthen librarians' capabilities.
