Noncompliance Factor of Parking Regulatory Policy in the Policy Target Groups -Focused on The Theory of Reasoned Action- (정책대상집단의 주차규제정책 불응요인에 관한 연구 -합리적 행동이론을 중심으로-)

  • In this research, The impact factor based on previous studies was composed of attitudes, subjective norms, and executive organization. The purpose of this study was to analyze how these factors have affected on the behavior intention and the behavior the parking regulatory policy using The theory of reasoned action. In addition, The effect of moderate variable(residence, housing type) to be verified. Conducted a survey of the area that was subjected to the parking regulatory policy, and the survey result was analyzed. After verifying the hypothesis using structural equation modeling, Two factors (Attitude, subjective norm) were found to be on the positive effect on the behavior intention and Two factors (Attitude, executive organization) were found to be on the positive effect on the behavior. As a result of verifying the effect of moderate variable(residence, housing type), The residence variable showed a significant moderating effect on the relationship between attitudes and behavior and the housing type variable turned out a significant moderating effect on the relationship between enforcement agency and behavior. On the basis of this analysis, presented a practical way for regulatory compliance or Non compliance on the parking regulatory policy.

  • In this paper, I evaluate national and regional policies for financial centers and Busan Fiancial Center and find the way of the future development of Busan Financial Center. And I found that national policies for financial centers was focused on general improvements of financial industry, so a little tasks for Busan Financial Centers were listed. Therefore I suggest that central government should have more national policies for enhancing Busan Financial Center and promoting participation of private financial firms. And I propose the broader incentive schemes for financial firms moving to Busan, and expect that combining national deregulation policies like Regulation-Free Zone and Regulatory Sandbox and Moonhyun-North Port financial free zone and FinTech cluster plans of Busan will make a big progress of Busan Financial Center.

  • 매년 수많은 게임이 출시되면서 유저들이 게임을 즐기는 방법도 다양해졌다. 이중 게임을 바탕으로 유저가 창의성을 더해 2차 저작물을 제작하는 방법이 주류를 이루고 있다. 자신이 좋아하는 게임에 대한 애정을 표현하는 한 가지 방법이라고 할 수 있으며, 이러한 2차 창작 활동은 유저의 심리적인 만족감을 채워주는 것과 동시에 게임의 홍보기능도 한다. 하지만 게임사마다 2차 저작물과 관련된 규제가 다르며 유저들은 그 규제를 모르는 경우가 많아 원저작자의 권리를 침해하기도 한다. 본 논문에서는 2차 창작 활동에 대한 유저의 의견과 게임사의 정책 및 대응을 조사하고 유저와 게임사 모두가 만족할 수 있는 방안을 제시하고자 한다.

Problems and Improvement of Restrictions of Ad for Pay TV Market (유료방송시장의 광고규제 정체 원인과 규제완화 방안)

  • As contents go digital and networks go broadband, there are a lot of changes made to Ad market caused by multimedia and multichannel environment. While platforms as the contents distribution window are increasing, the reality is that additional Ad revenue through platforms is concentrated on mammoth exclusive media because there are small number of the media that has control over platforms is able to create production and provide capital. In addition, as Media rep laws is passed at the Assembly plenary session, tipping effect in Ad market concentrated to some media. In this reality, pay TV market is expected to be within its direct orbit as it is predicted to produce new contents and distribution growth thanks to a wide variety of genres and experimental challenge. Thus, this study is to propose the methodology and an alternative for pay Ad market expansion. As the result of this research, an improvement scheme of indirect advertisement, virtual advertisement, and prohibited advertising item is suggested, and methodology for advertising market expansion is suggested through enterprise and government.

  • For a long time, the basis of Korea Broadcasting law and regulation system has been center around television, This is not much different from other countries. This study is based on research of Korea Broadcasting law and regulation system. It precludes all doubts that freedom of broadcasting is one of those fundamental human rights that constitute the comer stones of democracy, just as is the case with the press. The objective of this study is to explore the practical meaning and the structure of regulations on the freedom of broadcasting under the Constitutional of the Republic of Korea, From the viewpoint of freedom of expression. For these purposes, this study inqures into the meaning and legal characters of freedom of Korean Constitutional Law, and the structure restricting freedom of broadcasting on the ground of functions and role of broadcasting in our contemporary society, comparing with those of the Unites states of America and the Federal Republic of Germany.

Two Aspects of the Game Playing Effect and Attitude toward Game Regulation :Focused on Game Genre (게임 플레이 효과의 양면성과 게임 규제 태도 연구 :게임 장르를 중심으로)

  • This study looks at the social implications of gaming disorder by considering the situation in Korea. Focusing on specificity of game genres, this study analyzed two aspects of the game playing effect-positive(cognitive needs) and negative(game addiction)-and suggested directions for game regulation policies and game addiction studies, since game playing effects are closely related to game regulatory policy. To analyze game effects and attitudes to regulations, this study performed regression analysis based on the online survey. Results show that game playing effects and attitudes toward game regulation differ based on the nature of game genres. While longer gaming increased the effect of addiction, it also increased cognitive needs. Playing roleplaying, Aeon of Strife, and strategy game genres(RAS), which are subject to game regulation, increased game addiction levels but simultaneously contributed to increased cognitive needs. While playing augmented reality genres positively affected cognitive needs, it also showed favorable attitudes to general game regulation.

  • This study aims to suggest relaxed regulation plans for web-board games by analyzing regulations on gambling games with online and mobile platforms. One of the controversial issues in the South Korean game industry these days is legal regulations related to 'gambling'. Gambling is one of its ambivalent factors, which is necessary for fun of these games but has risks of overindulgence and addiction. This study analysis the web-board enforcement ordinance from Feb. 2014 and current relaxed regulation. Moreover, we find the plan which will be relaxed to regulation under what safety net. We propose the solution of web-board regulation policy which is available for an adult.

미디어 환경변화에 따른 지상파 차세대 TV방송 활성화 정책방안 - ASTC 3.0 부가서비스(UHD모바일) 규제 완화와 지원을 중심으로-

  • 미디어 환경은 방송과 통신의 융합으로 모든 미디어는 언제(Anytime), 어디서나(Anywhere), 어느 단말기기(Anydevice)로도 원하는 콘텐츠를 자유롭게 이용할 수 있는 방향으로 발전하고 있다. 국내 미디어 정책의 주요 변화가 있었을 때는 1995년 케이블방송 도입, 2002년 위성방송 도입, 2008년 IPTV 도입, 2013년 OTT의 등장이다. 국내의 경우 2012년 지상파TV의 디지털 전환도 큰 정책변화 중의 하나였다. 그러나 국내 미디어 정책 및 제도는 미디어 환경변화와는 무관하게 여전히 매체별 접근에 기반한 미디어 산업 균형발전 논리를 추구하고 있다. 미디어 정책변화에 따른 지상파 차세대 TV방송(ATSC 3.0) 활성화에 대한 현안 사항을 쟁점별로 분석하여 정책방안을 제언하면 첫째, 아날로그 시대부터 유지되어온 국내 방송정책 및 법제의 플랫폼별 칸막이 규제를 풀어 지상파 플랫폼 규제를 완화하여야 한다. 둘째, 정부의 지상파 ATSC 3.0 부가서비스(이동)부터 규제 완화와 지원이 필요한 시점이다. 셋째, 지상파 차세대 ATSC 3.0에 대한 재난매체 지정이 필요하다. 마지막으로 기술중립적 서비스 허가체계인 Negative 규제방식을 도입하여 사업자의 기술결합과 기술혁신에 대한 유인 독려가 필요하다.

  • 지금까지 인터넷 망의 공개성과 중립성이 콘텐츠와 응용 서비스의 활력과 발전을 가져온 것이 사실이지만, 기술적 측면에서 보면 차별화의 행위 중에는 유익한 면과 시장에 해가 되는 양면성을 지니고 있다. 망중립성 규제의 내용과 범위에 따라 이해관계자의 대응방향을 모의상황을 통해 추정해보고, 정책의 방향을 모색해보는 것은 중요한 의미를 가진다. 모의상황 설정에서 초점을 둔 것은 규제정책의 범위에 따른 상호 거래관계, 혁신기회, 거래비용, 도입비용 등의 동태이다. 결론은 기술의 빠른 발전에 의한 미래의 불확실성이 완벽한 망중립성을 주장하는 것을 어렵게 한다. 한편, 차별화(discrimination)와 차등화(differentiation)의 경제적 의미는 다르지만, 망중립성 규제의 옹호론자들은 두 가지 모두 차별화의 범주에 넣어 규제하려 한다. 이러한 시각의 차이는 논쟁을 핵심으로부터 벗어나게 하는 원인이 되고 있다. 망사업자의 차별화를 제한함에 있어 정책의 올바른 방향은 차별화의 행위가 갖는 유용한 면과 위해한 면의 균형을 이루는 것이 핵심 과제이다.

Strategies of Local Terrestrial Broadcasting Companies since the Introduction of Comprehensive Programming Channels (종합편성채널 도입에 따른 지역 지상파방송 대응 전략)

  • This study looked into coping strategies of local terrestrial broadcasting companies in the media market, since the introduction of comprehensive programming channels was confirmed. Local terrestrial broadcasting companies vulnerable to market competitiveness are driven more out to the difficulty of survival in a limited advertising market with the advent of comprehensive programming channel. and Local terrestrial broadcasting receive discriminative application than comprehensive programming channel. They have reverse discrimination in must-carry, broadcasting area, programming regulation, advertisement regulation, broadcasting development fund. Hence, Local terrestrial broadcasting needs diverse countermeasures at difficult media circumstances. Above all, Competitive content reinforcement is desperately needed. That's why content distribution structure needs diversification. And, It is necessary for local terrestrial broadcasting companies to diversify the content distribution system. As a way to expand distribution structure of local broadcasting, the introduction of local programming regulations for total amount will be highlighted in the nationwide network program. The mandatory policy that programs produced by local terrestrial broadcasting companies will be broadcast regularly in prime time through a nationwide network is an example. In addition to developing high content independently, 2nd Multiple channels of distribution is needed. It has to be supplied to various platforms including local broadcasting, SO and etc. In addition, it is necessary to activate regional co-production program between local terrestrial broadcasting companies and regions. Time rate between central stations and local terrestrial broadcasting companies must be distributed practically. And also, local terrestrial broadcasting companies in addition to ad revenue model to themselves and their own businesses by expanding the sponsorship to strengthen the competitiveness will have to nurture self-sustaining. Moreover they must have enlarge economy of scale through widen of broadcasting area.
