Busan Port which is the representative social overhead capital facilities for international trade of goods has need the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a moor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the Busan City imposes taxes on container. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, Empty container and Tranship container are the factor of Busan city traffic jam but their was excluded from container tax. This is deviate from equilibrium of the tax object. Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like china, Taiwan, Japan's port make their competitiveness strong by decreasing the cost of port dues.

통신기술이 1 세에서 5 세대로 발전하는 동안 해상물류의 핵심인 컨테이너는 기능상의 큰 발전없이 과거에 머물러 있다. 이에 본 논문에서는 컨테이너의 위치 및 상태 정보를 수기로 관리하던 기존의 방식에서 벗어나 IoT 장비를 활용해 실시간 위치 파악, 상태 모니터링 및 자동화 등을 통해 물류의 가시성을 확보하고 컨테이너를 효율적으로 재배치함으로써 비용 절감 및 새로운 서비스 창출하기 위한 스마트 컨테이너를 제안한다. 부가적으로, 태양열판을 이용한 전원공급, 펠티어 소자를 이용한 냉방기능을 제공함으로써 신선 식품 배송의 핵심인 풀 코드 체인(Full Cold Chain) 플랫폼으로 활용범위를 넓히고자 한다.

국내 대부분의 컨테이너 운송업체에서 컨테이너 운송을 담당하는 차량의 형태는 자차, 위탁차와 용차의 세 가지로 분류된다. 자차와 위탁차는 차량 운영은 동일한 명령 체계를 따르나, 위탁차의 경우는 실제 해당기업과 개별 계약을 맺어, 각 차량이 명령을 수행한 물량에 따라 변동되는 수익을 얻게 된다. 용차의 경우는 수주 물량을 별도로 이들 업체에 할당시키며, 차량 운영 체제도 별도로 운영되게 된다. 따라서, 본 연구에서는 국내 운송업체에서 실제 운영하고 있는 세 가지 타입의 차량을 어떻게 운영하는 것이 가장 운송업체에 이익을 가져다 줄 것인가를 목표로 컨테이너 운송 요율의 특성을 반영한 배차계획을 수립하는 접근방법을 제시한다. 이를 위해 차량 운영 계획에 대한 수리적 모형을 구축하며, 이를 해결하는 탐색적 해법을 제시하도록 한다.

The productivity of automated container terminals is significantly affected by not only the speed related performances of automated transfer cranes(ATCs) but also the sizes of container blocks. In this paper, it is discussed how to determine the size of import container blocks considering both the container handling times of an ATC and their storage space. Firstly, evaluation models are suggested for the container handling times of an ATC in a typical import container blocks. Secondly, three mathematical formulations are suggested to determine the size of import container blocks. Numerical experiments for the suggested models to determine the size of import container block are provided.

본 논문에서는 컨테이너 BIC-code 자동인식 시스템의 전 처리 과정으로서 다중 임계값을 이용한 BIC-code 영역 추출 방법을 제안한다. 기후요소, 빛, 카메라 위치, 컨테이너의 색과 같은 다양한 요인으로 인해 고정된 임계값을 사용할 수 없다. 따라서 각 영상에 대해 다양한 임계값으로 실험하여 컨테이너 BIC-code 인식에 가장 우수한 임계값을 결정하여 영상을 이진화한다. 다음으로, 가장 우수한 임계값으로 이진화 한 영상에 대하여 레이블링, 닫힘 연산을 통해 BIC-code의 가로, 세로 여부를 판단하게 된다. 또한 레이블링 된 각 영역을 판단하여 잡음을 제거하고, 개별 code를 분리한다. 제안된 방법에 대한 실험결과 성공적인 코드 영역 분리가 가능함을 확인할 수 있었다.
