It is common to optimize the propulsion control system through a so-called tuning process that modifies the parameter values of the propulsion control software during a ship commissioning. However, during this process, if the error of the initial setting value is large, the tuning time may take too long, or the propulsion equipment can be seriously damaged. Therefore, we conducted research on the design of a propulsion controller that applied a Processor lever controller even for inexperienced people with relatively little experience in tuning propulsion control software to be able to reduce the tuning time while protecting the propulsion system. Through simulation, by comparing the execution result of propulsion control lever commands through the PI controller without applying the Processor lever controller. We analyzed the improvement of the Overshoot and propulsion performance. The simulation results showed that the safety of the propulsion system increased because Overshoot of approximately 9.74%, which occurred when the Processor lever function was not applied.

현재 전 세계적으로 저탄소 녹색성장, 저출산 고령화, 노동생산성 증대, 온실가스 감축 등의 사회적 현안 해결 방안의 일환으로 '스마트워크(Smart Work, 해외에서는 텔레워크(Telework) 사용)'가 주목 받고 있다. 이미 미국, 일본, 영국, 네덜란드 등의 선진국에서는 사회문제의 새로운 대안으로 스마트워크 제도를 확산하고 있다. 우리나라에서도 스마트폰의 확산과 높은 수준의 정보통신기술(ICT) 인프라로 인해 스마트워크 도입이 가능하게 되었고, 사회현안 해결 및 삶과 일의 균형을 이루는 근로여건이 부각되면서 스마트워크에 대한 관심이 더해지고 있다. 이에 따라 정부는 스마트워크를 국가사회 전반으로 확산하기 위한 '스마트워크 추진전략'을 2010년 7월에 대통령께 보고하고, 이를 추진하기 위한 '스마트워크 활성화 추진계획'을 2011년 1월에 발표하였다. 본고에서는 국내외 스마트워크 추진체계 및 사례에 대해 살펴보고자 한다.

Recently there are growing arguments about the needs to improve Cadastral Resurvey Projects more efficiently and rationally since the projects have realistically started. This study aims to analysis some problems of the projects and finds out the solutions. With this purpose, we have surveyed some literatures related to the demonstration projects, and then have examined some similar domestic urban development projects and international Cadastral Resurvey Projects in order to apply their appropriate tools to the present or future projects. Generally the execution process of Cadastral Resurvey Projects has four steps and this study arranges the main problems in each steps. In the result it suggests that some improvements should change as the followings. (1) It is more effective to take planning-based approach than project-based one. (2) The project boundary needs to be decided with the rectangular patterns not the irregular ones for the efficient project. (3) The adjusting the current baseline of agreement should be reconsidered because too high baseline may make the project difficult to progress. (4) Not only systematical public relations to promote the projects but also a variety of incentives to induce the public participations is very important to solve the problems of involvement. (5) Institutional tools for collaborate planning is also desirable to solve the conflicts among stakeholders rationally and effectively.

Geographic Information Systems(GIS) are very useful for spatial analysis and policy in local government administration. Recognizing the value of GIS, Chungnam province authorities put a spur on the introduction and development of it. But they have some difficulty in this process because of technical restraint, expertise shortage and budget limit. This study has surveyed current achievement and conditions for GIS development and presented general framework and subordinate tasks to build up GIS. First of all, there are a few prior conditions to guarantee the success of GIS: First, we should set up reasonable long-term plan and follow systematic procedures according to the plan. Second, it is essential to clarify what initiatively manage to whole business and so we should make up GIS-Board as an institutional center for this job. Third, we must research how to take advantage of already existing NGIS(National Geographic Information System), so that we may eliminate redundancy of investment. We can save a lot of finance and human resources through it. Fourth, we must focus on the importance of accurate mapping by utilizing new technology like GPS(Global Positioning System). Fifth, we should arrange efficient training program to constantly produce excellent human resources for GIS.

정보통신 표준화가 미래 시장 선점을 위한 도구로 부상하면서, 선진국들은 국제표준화를 선도하기 위하여 국제표준화 기구에 대한 체계적인 대응 및 국제 표준화 추진전략을 수립하여 범 국가적으로 추진하고 있다. 따라서 우리나라도 이러한 치열한 국제 표준화 경쟁에서 선진국과 경쟁하여 국제표준화를 선도하기 위하여, 국제표준화 추진을 위한 국가적인 전략 및 추진 체계 구축이 필요하다. 본 논문은 주요 국제 표준화 기구의 지식재산권 정책을 분석하여, 이에 대응하여 우리 기술로 국제 표준화를 선도하기 위한 전략 및 대응체계 구축을 위한 방안을 제시하고자 한다.

The standardization of NGIS emerges as an important subject because of the needs for sharing information and assuring of information inter-operability. The standardization could be developed by refering OSE/RM, which is promoted internationally, that the corresponding national standards are required. The standardization of NGIS, that has been promoting, consists of standardization of national electronic base-map and common data exchange format. The process for standardization of base-map has been taken in the area of feature-attribute code and data modeling. In the area of common data exchange format, we have been accepted the accommodation of international standards as the national standard.

CFRP is often used as lightweight hull material for luxury yachts or special-service ships. An electric propulsion system is also eco-friendly, and has been trialled to equip a small vessel as its main propulsion. In this study, replacing the hull materials and propulsion system with CFRP and electric motors, we made an estimate of the effect of weight reduction and compared it to the original design, for this purpose a case study was conducted on a 45-ft yacht. When redesigning structures with CFRP, we applied the reinforcement content of the carbon fiber in the same way as the original (GC = 0.4), and when changing to the electric propulsion system, we designed motors and battery packs to achieve the same performance as the original. The result showed that CFRP and the electric propulsion system could make the structural and machinery weights 45 % and 58 % lighter, respectively. However, in terms of efficiency, it was confirmed that the electric propulsion system is practically inefficient because it requires a huge amount of battery packs for the same navigation range with diesel engines.

Since continuous expand in governmental R&D investments and growth number of research institutions, model of multi-agency program has been planned and pushed ahead to settle the inefficiency of investment by the scattered and competitive R&D Programs. However, it was often pointed out that new model's effect has been fall because the institutional inertia of cooperative system between agencies. In this study, we analyze the current state of multi-agency program and suggest the optimal R&D governance model to improve a better direction. Afterward, several problems were turned up and that allocation and execution of the R&D budget separately, less coordination and cooperation among agencies, and absence of typical evaluation system of multi-agency program. Therefore, we suggest some of improvements by analyzing each steps.

우리나라 전자정부 추진 과정 중에 드러난 문제점들은 정보화 투자의 비효율성, 일관성 결여 및 중복성, 정보화 수요의 폭발적 증가에 따른 양적인 대응의 한계, 전산환경 운영의 비효율성 등으로 요약될 수 있다. 이러한 문제점들은 범정부적인 정보자원에 대한 일관된 관리운용체계의 확보를 통해 해결될 수 있다. 점차 경량화되는 정부가 혁신된 정보자원 관리운용체계를 효과적으로 유지하기 위해서는 이를 뒷받침하는 지원 기능이 강화되어야 한다. 본 연구에서는 우리나라 차세대 전자정부 추진 목표로 완전 통합 단계의 달성을 상정하고, 그 방안으로 국가정보기술원의 역할모형을 제시하였다. 국가정보기술원은 정부가 추진하는 모든 정보화사업이 일관성있고, 효율적으로 진행될 수 잇도록 국가정보화에 필요한 전반적인 기능들을 섭렵하여 지원하는 전담기관으로, 정보화기획, 정보화사업관리, 정보자원 운영, 국가표준관리, 감리 및 평가 동의 기능을 수행한다. 특히, 본 연구에서는 범정부적 정보인프라의 통합운영을 담당하는 국가정보센터의 모형을 제시하였는데 국가정보기술원은 이를 통해 정보자원 운영 기능을 수행하게 된다. 본 연구에서 제시된 국가정보기술원의 역할 모형은 정부의 정보자원 관리운용체계를 혁신하고, 유지하는데 필요한 기능을 충분히 수행할 수 있을 것으로 기대된다.

현재 우리군은 900럴개의 크고 작은 정보체계가 각기 독립적(stand-alone)으로 운영되는 연통형정보체계로 단위 정보체계 각각은 효과적으로 운영되지만 정보체계 간 상호연계에 많은 어려움을 겪고 있다. 이러한 상호연동문제 해결방안 중 하나로 이기종 시스템 간 상호운영 표준기술로 웹서비스의 도입방안을 연구하였다. 민간분야의 웹서비스 추진전략은 국방도메인이 요구하는 웹서비스 추진전략과는 서로 상충되는 면이 존재한다. 이에 국방분야의 특수성을 고려한 웹서비스 신기술을 도입 시, 표준화되고 빠르고 안정적인 국방 웹서비스 프로젝트진행을 위한 기반환경구축을 목표로 국방 웹서비스 프레임워크 모델개발을 추진 중에 있다.
