Cyber crimes caused unpredictable damages by influencing targets with means such as hacking and virus in virtual space. In specific, they transcend time and space because of their anonymity and it is difficult to punish the people who are involved in crimes. To manage such cyber crimes, we need an international cooperative systems beyond difference in legal systems between countries and 'Global Governance' was prepared as a reasonable alternative. These days, governance has been presented as an important concept to explain changed social systems or changed roles of government. It was not just a concept to replace traditional government of a single nation, but to overcome new problems on social actions of humans. So it is expected that it can help prepare reasonable measures through cooperation both in individuals and systems, and public and civil sectors. To countermeasure cyber crimes in terms of global governance, we can prepare general investigation systems and professional human resources through civil and public assistance, and provide a base on which international cooperation systems can be established.

Recently, web-based E-learning systems have entered the spotlight by providing new learning environments that break down spatial and temporal limitations. The key to building the web-based E-learning system is in determining how to effectively use the system and to evaluate the degree of learning achieved by the students that use it. In traditional off-line learning systems, we can evaluate students by counting how many questions, designed to evaluate their learning achievement, he or she answers correctly within a predetermined time limit. But this method would make individualized learning, a strong point of E-learning systems, impossible because these systems provide same learning strategy to all students even though they achieve a different level of learning. Therefore, in this paper, I will find any relationships between given test answers using fuzzy implication theory, I call these fuzzy correlations, and then generate evaluation results that are reflected in those relationships. I will compare the differences between this evaluation method and a traditional evaluation method where a student takes a test to evaluate his or her learning achievement after some learning period. Finally, I will discuss how we can use these results in individualized learning.

This study begins on the basis of Jacques Lacan's article 『Logical Time and Assertions of Preemptive Certainty: A New Sophism』 published in the reissue of 『Art Note Les Cahiers d'Art』 in March 1945. In this paper, a guard presents an esoteric problem to three prisoners. If the problem is solved, the prisoner is released. A condition is given to solve a problem. Conversation between prisoners is prohibited, and the disc behind them cannot be seen. In this time and space, prisoners place themselves in logical time through the 'time of understanding' in order to become the chosen ones. We always live in logical time. We will argue the point at which Lacan destroys logical time in psychoanalysis. Time in Lacanian psychoanalysis transcends time divisions of the past, present, and future. Our time is always the past in the present. In Lacanian psychoanalysis, logical time is the time in the Other. The transcendence of the Lacanian psychoanalysis concept of time shows the deviation of logical time. In this text, We try to prove how Lacan contrasts psychoanalysis and the problem of time with time in the other. First, we will examine how logical time and impulse are related in psychoanalysis. Second, the postmortemity of the signifient (signifier) will be discussed. Third, Lacan psychoanalysis will present the transcendence of time. In conclusion, We will present the view that the time of Lacan psychoanalysis is flowing backwards. In Lacanian psychoanalysis, we try to prove that logical time is in the territory of the Other and is infinite time.

Diese Abhandlung untersucht Jacobis ${\ddot{U}}ber$ die Lehre Spinoza und den von diesem veranlassten Spinoza-Streit. Damit sie $enth{\ddot{u}}llt$ zuerst Jacobischen Zusammenhang zwischen transzent und immanent und folgt auf seine Wirkungsgeschichte in der Moderne. Ich rekonstruiere den Streit zwischen Jacobi und Lessing und danach interpretiere dessen Rezeption durch Hegel und Schleiermacher. Lessing stellt anstatt der traditionellen Begriffe der Gottheit ἑν ${\kappa}{\alpha}{\iota}$ ${\pi}{\alpha}{\nu}$ auf. $Demgegen{\ddot{u}}ber$ behauptet Jacobi Salto mortale um ihn ${\ddot{u}}berschreiten$ zu $k{\ddot{o}}nnen$, indem er Lessing als Pantheist und Atheist bestimmt. Salto mortale bei Jacobi ist der Sprung zu dem ${\ddot{U}}bernat{\ddot{u}}rlichen$ und dem Glaube. Der Streit zwischen Jacobi und Lessing ist der zwischen dem Naturalismus und ${\ddot{U}}bernaturalismus$ und $dar{\ddot{u}}berhinaus$ der zwischen dem Athismus und Theismus. $W{\ddot{a}}hrend$ die Natur der Inbegriff der Bedingten ist, ist Gott der absolute Anfang der Natur $au{\ss}erhalb$ des Naturzusammenhangs. $W{\ddot{a}}hrend$ Spinoza Gott im $nat{\ddot{u}}rlichen$ Zusammenhang begreift, $fa{\ss}t$ Jacobi den im ${\ddot{u}}bernat{\ddot{u}}rlichen$ auf. Deus sive natura bei Spinoza $ver{\ddot{a}}ndert$ sich Gott im Menschen bei Jacobi. Gott im Menschen ist nichts anders als das Prinzip des Lebens und das aller Vernuft. In diesem Zusammenhang $fa{\ss}t$ Hegel Gott als Geist denn Subjekt des Lebens auf und $h{\ddot{a}}lt$ das Wesen des Geistes $f{\ddot{u}}r$ die sich selbst vermittelnde Bewegung. Dies zeigt sich als die Spinoza ${\ddot{u}}berbietende$ Immanenzphilosophie. $Demgegen{\ddot{u}}ber$ behauptet Schleiermacher die Einheit des Endlichen und Unendlichen in der $religi{\ddot{o}}sen$ Anschuung. Die Verbindung von Mensch und Gott ist die im Endlichen immanent bleibende Anschauung der $g{\ddot{o}}ttlichen$ Eigenschaft. Dies zeigt das transzendente im immanenten.

사이버테러는 전세계적으로 시공간을 초월하여 동시다발적 공격이 가능하고 발생시각, 발원지, 침입자 추적 등이 어려우며, 한 곳의 피해가 다른 곳으로 대규모 확산이 우려되고 효율적인 차단 및 복구에도 어려움이 가중되고 있다. 이에 본 논문에서는 행정정보인프라의 불법침입에 대한 즉각적인 대응체계와 사이버테러의 사전 예방을 위한 정부고속망의 연결기관에 대한 보안정보제공 및 침해사고 공동대응 체제를 갖춘 정부차원의 정부정보공유분석센터의 효율적인 구축 방안을 제안한다.

수요자 중심의 학급 경영 시스템의 설계를 통하여 학급 경영의 장을 확대하여 시간과 공간을 초월한 효율적인 학급 경영을 가능하게 하고, 학부모와의 원활한 의사소통의 기회를 제공함으로써 상호 신뢰를 기반으로 한 협력 체제를 도모하여 효율적인 학급 경영을 이끌어낼 수 있는 홈을 설계하고 구현하였다. 또한 각 게시판에 관한 전체 권한을 어린이들에게 부여하여 잘못된 글자나 과격한 표현, 적절하지 못한 표현을 수정하도록 하고, 게시판에 대한 책임 의식을 높여 학급경영시스템에 자발적인 참여를 유도하도록 하여 교사 개인이 운영하는 시스템이 아닌 학급의 구성원인 어린이들과 함께 만들어 가는 시스템을 구현하고자 하였다.

인터넷 사용의 보편화로 사이버 공간이 날로 확장하고 있다. 테이프나 CD로 즐기던 음악을 PC 또는 전용 플레이어를 이용해 MP3파일로 듣기도 하고 ;이 영화만에 가시 않고도 인터넷으로 영화와 비디오를 감상하는 시대가 이미 열렸다. 또한 최근에는 파일형태로 공급되는 전자 북(E-book)리 등장해 종이 책 시장을 넘보고 있다. 그러나, 디지털 컨텐츠들은 쉽고 간편하게 원본과 똑같은 품짙로 복제할 수 있을 뿐만 아니라 상상을 초월하는 빠른 속도로 이동이 가능하여 사용자들이 불법으로 얼마든지 이용할 수 있다. 현재 국내외에서 이러한 문제를 해결하기 위해 제안한 기술로 디지털 컨텐츠들을 보호하고 관리할 수 있도록 하는 DRM(Digital Rights Management)이가는 시스템들이 제안되어 계속적으로 개밭되고 있다[1]. 디지털 컨텐츠를 보호하고 저작권을 관리하는 시스템인 DRM에는 크게 세 가지의 기본 시스템(Publisher Customer, DRM Server System)이 있다. 본 논문에서는 컨텐츠를 등록하고 저작권자가 그 컨텐츠를 관리하는 Publisher System을 키 알고리즘을 이용하여 설계한다. 설계한다.

고속 네트워크의 등장으로 관리 영역을 초월한 계산 자원의 공유가 가능하게 되었고, 그리드 컴퓨팅이 등장하게 되었다. 그리드 환경에 포함된 각 자원들은 이질적이기 때문에 고성능을 얻기 위해서는 효과적인 자원 발견 및 자원 선택이 중요하다. 본 논문에서는 그리드 컴퓨팅에서 다양하고 이질적인 자원들을 각 응용프로그램에서 효율적으로 이용할 수 있도록, 각 참여 노드들에게 순위를 부여하고 각 작업(Task)에 적절한 자원을 할당하여 전반적인 시스템 성능을 극대화시키는 메커니즘을 제안하였다. 각 노드의 순위는 처음 각 노드별 자원의 시스템 사양을 토대로 그룹화하여 작업을 배분하고 각 노드들이 작업을 마친 후 반환 값의 정확도와 응답시간과 같은 동적 요소를 고려하여 참여자의 순위를 부여하였고, 이러한 순위에 따른 작업 재분배 메커니즘은 전체적인 시스템 성능을 향상시키고 정확도를 높인다.

최근 스마트폰과 태블릿을 사용하는 인구가 증가함에 따라 1인 1PC를 초월하였다. 또한 하드웨어적으로 발전을 계속 하고 있다. 이에 본 논문은 개발자가 스마트폰과 태블릿을 활용하면 종래보다 프로젝트의 개발 시간을 줄일 수 있어 본 논문을 제안한다. 이를 통해 어느 운영체제이든 어느 기기이든 웹 브라우저를 사용할 수 있는 기기라면 어디서든 프로젝트 관리 및 컴파일, 실행을 할 수 있게 한다.
