철도 안전관리 개선을 위한 확률론적 위험도 평가 방안의 고찰

  • 우리는 복잡한 현상을 하나의 수치로 표현하는 각종 지표(index)를 생활에서 많이 접하고 있다. 종합주가 지수, 불쾌지수, 소비자 물가지수, 년간 교통사고 건수, 인구 10만명당 교통사고 사망자수 등도 일종의 지표라 할 수 있다. 철도에서도 위험을 평가하는 지표로는 "년간 사고건수", "열차운행 100만-km당 사고건수"와 같이 발생빈도에 초점을 둔 경우와 "년간 사망자수", 혹은 "피해액", "운행지장"과 같이 사고피해에 초점을 둔 경우가 있다. (중략)

  • 기존선 속도향상, 안전성 확보, 수송서비스 개선을 목표로 하는 철도기술연구개발사업은 고객에게 고품질의 서비스를 제공하고 타 교통시스템과의 경쟁력을 확보하기 위하여 주관행정부처인 철도청과 전문기관인 한국철도기술연구원에서 추진하고 있다. 이 사업은 1999년 12월 철도기술연구개발사업 기본계획을 수립하여 2001년 8월 한국철도기술연구원을 사업자로 선정하고 총 400억의 정부지원예산을 투입하여 2006년 7월까지 5차 년도에 걸쳐 기존선 속도향상을 위한 실용화 기술개발을 목표로 하고 있다. (중략)

  • The total number of railroad stations managed in Korea is 322 (including general and wide-area railways), and a considerable number of stations are aging. In terms of the size of the existing railway station and the number of entrances, it has not been possible to secure adequate service capacity, and the demand for station improvement is increasing due to changes in surrounding conditions such as urban development. In the past, railroad stations were focused on the simple function of a connection passage in terms of maintenance or management, but in recent years, railroad stations are also changing to an atmosphere that they should be reborn as a user-centered comfortable, convenient, and safe service provision space. In this study, a case study related to the improvement of the old railway station was conducted to derive an improvement plan that meets the improvement standard of the old station, and the service level evaluation standard was developed. By introducing the concept of service level (LOS) in the development model, station congestion, station movement convenience, and station safety were selected as evaluation indicators. In addition, this development model applied an analytical stratification technique to divide various evaluation elements of each indicator into major and detailed elements and derive the relative importance of the elements by class. Priority for improvement was derived using the ratio of the number of E and F on the LOS for each facility. Based on this study, it is expected to be helpful in using it as an evaluation criterion for improving objective and equitable railway station.

Analysis of Accident Modification Factors (AMF) for Roadway-Rail Grade Crossing Accidents with Baysian Method (베이지안분석을 이용한 철도건널목 Accident Modification Factors (AMF)에 관한 연구)

  • This study develops Accident Modification Factors (AMF) of countermeasures with Baysian method which are newly proposed for reducing Roadway-Rail grade crossing accidents. This study proposes a new "Bayesian Analytical Framework" for countermeasure assessment which combines "Subjective" Prior Information with "Logical" based Information. The newly proposed "Bayesian Analytical Framework" consists of the following three steps: The 1st step - Countermeasure Selection, Choice of Participants, Selection of Crashes; The 2nd step-Development of Crash History Manual and Countermeasure Evaluation Manual; The 3rd step-Development of AMFs through sound statistical tests. This study used the Komogorov-Smirnov(K-S) Test to determine whether two unknown distribution functions associated with the two populations are identical. The results of the study are that individual responses did not meet the K-S test of identical distributions. while individual vs. group distributions are identical. This indicates that combining the input of several people reduces the impact of individual subjectivity and assumptions and is important for developing a repeatable distribution to develop sound AMFs of countermeasures for reducing Roadway-Rail grade crossing accidents. The procedures of the AMF development conducted in this study can be used to estimate the safety effects of countermeasures for road segments and intersections, in addition to Roadway-Rail grade crossings.

  • The three-dimensional precision numerical analysis was performed using the finite element model applied with the railway track model consisting of rails, sleepers, and track elastic springs(ballast, rail pad). As a result of analyzing the track deformation level of the existing tracks due to the excavation work adjacent to the railway facilities, it was found that the track irregularity evaluation criteria (allowed values) of both conventional and high-speed railways lines were satisfied. Based on the numerical analysis using the track model, it was analyzed that the results of the prediction of the track irregularity due to the excavation work and the level of the track deformation occurring at the actual site could be approximated as closely as possible.

Stability and Safety Analysis on the Next Generation High-Speed Railway Vehicle (차세대 고속철도의 안정성 및 안전성 해석)

  • In this work, the stability and safety analysis are carried out to predict the performance of a next generation high-speed railway vehicle (HEMU-400X). Since the safety of the high-speed railway vehicles is very important, it is meaningful to predict the dynamic performance and stability of the railway vehicles using a numerical model at a railway vehicle design step. The critical speed of the dynamic model depending on the conicity of the wheel is calculated in the stability analysis. The critical speed calculated in this analysis is over 400km/h for the conicity value of 0.15, which is determined on the basis of representative international standard, UIC 518. Also, the lateral and vertical accelerations at several points of the same dynamic model are calculated for the safety analysis. In the simulation, the dynamic model runs at the test speed of 440km/h, which is determined considering a maximum target speed, and the total driving distance is 30km. And those estimated values are less than the allowed maximum acceleration values of UIC 518.

Durability Evaluation of Gangway Ring for the Articulated Bogie of High speed Railway Vehicle (고속철도차량 관절대차 갱웨이 링의 내구성 평가)

  • To improve ride quality and running stability of high speed train(HST), it is important that connection between coaches adopts the articulated bogies by using a gangway ring, unlike the conventional independent bogies assembled with car bodies. Although the gangway ring should be ensured absolute safety against passenger movement between coaches during train operation, there is still a lack of quantitative durability criteria of that. Therefore, in order to improve the passenger safety of HST, it is important to study the test requirements on durability evaluation for the ring. In this study, seven mixed loading cases were derived from the triaxial loading(vertical/lateral/longitudinal) modes. The safety factor of each component is at least 2.4 or more from the results of the finite element analysis. In addition, fatigue safety was evaluated through durability analysis from the viewpoint of strain-life design. Durability tests for the gangway ring carried out a total of 10 million cycles in 4 phases load conditions. After the durability test, the defect of each component was investigated using nondestructive testing techniques.

  • Safety regulation of railway embankment is restricted by safety factor in dry season or rainy season in Korea. Safety factor which is results from the limit equilibrium analysis is varied by various external conditions. And because it has no reflection point, it is very difficult to manage the safety of trains. Safety regulation such like warning sign, reduce speed and train stop is the best choice to reduce the damage of embankments where it is worried about occurrence of disasters. In this study, additional index is proposed to support present safety standards based on unsaturated soil mechanics and reliability analysis. It is velocity of failure probability. It has an apparent reflection point near present safety regulation. It is possible to modify the regulation for safety management and monitoring system of embankments by using this index.
