  • 오늘날 기술의 발전으로 시스템들은 점차 대형화 복잡화 되어가고 있다. 이처럼 점차 대형화 복잡화 되어가고 있는 시스템들은 더욱 커진 사고 및 고장에 대한 위험을 내재하게 된다. 또한 대형 복합 시스템에서 발생하는 사고 및 고장은 바로 큰 재산피해나 인명피해와 직결 될 수 있다. 따라서 체계적인 안전관리의 필요성이 점차 커지고 있다. 이에 대응하여 철도, 항공, 해양 등의 산업에서는 각 산업에 적합한 안전관리체계를 수립하려 노력하고 있으며, 표준 및 매뉴얼을 제정하여 보급에 앞장서고 있다. 예로써 가장 활발히 안전관리체계의 도입을 추구하고 있는 항공 분야에서는 국제민강항공기구와 미 연방항공청의 주도로 안전관리체계에 대한 가이드와 매뉴얼을 만들어 각국의 사정에 맞는 안전관리체계를 도입할 수 있는 바탕을 제공 하고 있다. 이처럼 점차 중요해지고 있는 안전관리체계내에서도 위험원 식별 및 분석활동은 그 중요성이 크다. 이를 통해 도출되는 위험원 및 위험원의 영향 및 원인이 시스템 개발 및 운용에서 수행하게 될 안전관리활동의 바탕이 되기 때문이다. 따라서 위험원 식별 및 분석활동에 적용하기 위한 여러 기법에 대한 연구가 활발히 이뤄지고 있다. 본 논문에서는 여러 가지 위험원 식별 기법 중 HAZOP을 이용하여 고속철도시스템의 위험원 식별 및 분석을 수행 했다. 또한 HAZOP의 수행 및 위험원 식별 활동의 프로세스 모델을 제시함으로써 실질적인 위험원 식별 활동의 수행에 도움이 될 것으로 기대한다.

  • Since 1971, the aptitude test for domestic train drivers has long been maintained without any overall change. With the revision of the Railroad Safety Act in 2006. the aptitude test was changed from the type of written and skill test into the type of question-and-answer and reaction test. However, the main structure of the test is being maintained unchanged. In this paper, we focus our attention on the improvement of the present aptitude test. We surveyed on two groups, one is the railroad expert group and another is train driver's group, questioning about the importance of the domestic and foreign aptitude test items. Based on the analysis, we suggest desirable aptitude test system for the railroad safety.

  • Owing to the established international standards for reliability and safety management of railways and the third-part conformity assessment implementation, quantitative risk assessment focusing on communication system related to railway safety has being implemented. The quantitative risk assessment starts from the establishment of quantitative RAMS requirements; the risk has to be maintained under an acceptable safety level. This paper introduces the risk assessment process based on international standards ; risk assessment was conducted using failure data for railway facilities for about 5.5 years. In addition, based on the results, a scientific risk management method for railway facilities is suggested.

  • 기존선 속도향상, 안전성 확보, 수송서비스 개선을 목표로 하는 철도기술연구개발사업은 고객에게 고품질의 서비스를 제공하고 타 교통시스템과의 경쟁력을 확보하기 위하여 주관행정부처인 철도청과 전문기관인 한국철도기술연구원에서 추진하고 있다. 이 사업은 1999년 12월 철도기술연구개발사업기본 계획을 수립하여 2001년 8월 한국철도기술연구원을 사업자로 선정하고 총 450억의 정부지원예산을 투입하여 2004년까지 4차년도에 걸쳐 기존선 속도향상을 위한 실용화 기술개발, 철도유지보수시스템개발, 고속 철도운영시스템개발을 목표로 하고 있다.   • Urban railroad is the central axis of public transportation which transport the citizens quickly and safely. The idea of the maintenance of urban railroad cars is preventive maintenance aiming at breakdown prevention, and it should be performed conforming to the fixed regulations and maintenance guide. The accuracy of maintenance and the punctuality of rolling stock operation could be secured by reliable inspection equipments. In this study, a scientific maintenance and safe operation of rolling stocks & a method of improving work efficiency will be examined through the case that Busan Urban Railroad has developed its own vehicle inspection equipment and has been making good use of it.

한국철도사고에 대한 분석 -FTA기법을 중심으로-

  • 1899년 공중의 운송수단으로 철도가 우리 생활속에 자리잡은지 100년이 지났으며, 현재는 시속 300km에 육박하는 고속철도가 준공되고 있는 실정이다. 그러나 철도기술이 발전됨에 따라 안전사고도 증가하여 많은 인명상, 재산상의 피해를 초래하고 있다. 2000년 의 철도사고는 572여건에 225명이 사망하고 347명이 부상을 입었다. 이러한 수치는 1998년을 기점으로 점차로 줄어들고 있는 추세이나 아직까지도 재해의 원인을 살펴볼 때 안전수칙 미준수나 기계기구의 취급부주의와 같은 후진국 수준의 원인이 큰 비중을 차지하고 있는 실정이다. 모든 산업사고는 재해조사표에 근거하여 재해를 분석하고 있으며, 이의 결과는 동종재해 및 유사재해의 재발방지 수립대책으로 활용되어야 한다. 따라서 본 연구에서는 산업재해조사표를 기준으로 FTA분석을 실시하여 철도사고에 대한 보다 객관적이고 체계적인 원인을 규명하고자 하였다.

Parametric Study of the Effects of Train Wind on Turnover Safety (차량 전복 안전성에 끼치는 열차 풍압의 파라메타 연구)

  • When constructing a high-speed railroad, the reduction of the distance between track centers and the width of track bed will save the construction cost. However the shortening the distance between track centers may cause the stability problems due to higher wind pressure. Therefore the extensive technical review and aerodynamical study should be performed to determine the adequate distance between track centers. In this study, the impact that the increase in wind pressure due to the change of aerodynamic phenomena with the change of the distance between track centers may have on two trains passing by each other was predicted, and the stability of train operation was analyzed in order to review the distance between track centers suitable to Honam HSR trains. We conducted the parametric study of the effects of train wind on the running stability.

  • This paper presents the methods to acquire the Safety Certificate from Independent Safety Assessment based on the IEC or EN standard which is commonly applied to railway system for Automatic Train Protection (ATP) system in accordance with ERTMS/ETCS Level 1 system. This also shows approach methods and relative activities for project lifecycle to accomplish and ensure the system requirements of ATP system, RAMS and system quality activities. These kind of activities for quality assurance of ATP system to obtain Safety Certificate could improve the quality of domestic railway system based on On-Board system of ERTMS/ETCS Level 1 and also contribute to the growth of railway business.

  • This paper describes the evaluation of structural integrity and dynamic characteristic of inertial load test equipments for performance test of railway vehicle propulsion control system. The propulsion control system of railway vehicle has to be confirmed of safety and reliability prior to its application. Therefore, inertial load test equipments were designed through theoretical equation for performance test of propulsion control system. The structural analysis of inertial load test equipments was conducted using Ansys v11.0 and the dynamic characteristic was evaluated using Adams. The results showed that the structural integrity of inertial load test equipment was satisfied with a safety factor of 10.2 on the bearing part under combined load. Also, the structural stability of flywheel according to dynamic simulation was secured by the maximum oscillation displacement within 0.83mm.

Case Study on the detailed standard setting and Application for QRA in Honam high speed railway tunnel (호남고속철도터널의 정량적 위험도 분석(QRA)을 위한 세부기준수립 및 적용사례)

  • Although the accident rate is lower than the road tunnel, fire in railway tunnel can bring large damage of human life. In the high speed railway tunnel, the possibility of the railway-disaster (fire) is growing in consideration of the speedy railway and the tunnel length. For that reason, MLTM (Ministry of Land, Transport and Maritime Affairs) published "Rules about the Safety Standard of Railroad (2005.10.27)" and "The Detailed Safety Standard of Railroad (2006.9.22)". According to those, QRA(Quantitative Risk Analysis) technique is recommended to be applied to railway tunnel design which is longer than 1km for assuring the safety function and estimating the risk. However, it is difficult to perform the disaster prevention design due to lack of the detailed standards about event scenario, fire intensity, incidence rate of accidents etc. Therefore, This paper introduces the case of tunnel design for disaster prevention of the Honam high speed railway including the detailed standards of QRA and reasonable safety facilities.
