The supervision system due to the Building Law was introduced in 1963. As the building came to be more various from the side of use, efficiency and the size, it came to be complicated. Construction Technical Managemen Law started in 1994. and it introduced a responsibility supervision system. And Residential Building Promotion Law improved quality of Buildings. But these facts are limited in part in the supervision objective building, and supervision system is restricted. This research investigates the current problem of supervision system, and the improvement program will go far toward solving the problem.

The result of responsibility supervision system which has been enforced for the last twenty (20) years since January, 1994 is evaluated, and keeps an eye out the process of unification and absorption of the system into the construction management (CM). As a baseline data for this study, the grade framework of construction engineer's ICEC introduced with CM is summarized. In this manuscript, the questionaire survey for CM and ICEC was conducted toward the target group of road field construction engineers and analyzed the outcome of the respondents' answers. 50% of the respondents have answered positively for the question about converting responsibility supervision to CM. 48% of the respondents from construction works field have answered positively for converting responsibility supervision system to CM while 38% of the respondents from engineers of supervision field have answered positively, less positive than the answers from works field engineers. 46% of overall respondents have answered, however, to maintain the present system of 40%, 40% and 20% on the survey to the question asking the opinion on the ways of calculating ICEC to use the rates : 40% of career, 40% of qualification and 20% of academic achievements. However, it appeared that engineers who have comparative advantages with academic achievements and career, and engineers with lower grade qualification demanded higher rate for career.

The construction industry in Korea has seen significant improvements in quality management techniques, driven by the dramatic development of new technology through Manhattanization and enlargements, but compared with technical development, the level of building quality improvement is still lagging behind. In the meantime, as the interest in construction quality soars due to changes in user consciousness, the level of quality that is being demanded is rising. The government has reinforced quality systems by implementing responsible supervision requirements and granting overseas companies permission to enter the supervision business in Korea, and private sector companies also are attempting quality improvement through quality assurance approaches like the preliminary qualification screening system and ISO 9000 series. But currently, building constructions are done only according to the construction specifications of project owners, whose design, materials and construction methods are already decided, and do not leave any necessity or opportunity for technical developments for the quality improvement of contractors. Therefore, in this study, a work process and system improvement plan for payment regulations is proposed, with which contractors can secure quality voluntarily in the building construction phase.

Recently in information business, managing and auditing are getting more difficult because of enlargement, intellectualization and convergence. In addition, ordering organizations have been having a difficult time choosing a service because not only there is a huge overlap between information audit system and PMO but also the work boundaries of those two are not clear enough. As the demand that a business managing and auditing frame work need to be more developed in terms of independence, quality, economic feasibility and responsibility has been increased, the Korea Association Of Information Systems Audit has been attempting to improve business management and audit system by proposing Unified Project Management Framework whose process is approximately constructed. This study introduces Unified Project Management Framework which is all-encompassing from the ordering at the very beginning of business to the operating in the post-processing step and then verifies its work scope through a comparative analysis with existing management systems. Also, this thesis examines the necessity of unification of audit system and PMO by analysing existing similar systems. At the end, this study, analyses the suitability of Unified Project Management Framework by evaluating it with IT goal frame of COBIT5 which is constructed based on BSC performance management index. The result of the analysis is expected to help people in charge understanding the features of Unified Project Management Framework before they apply it to practical business.

Recently the organizations related construction express frequently their opinion to MOLIT at the time of introducing the ICEC grade system and converting a system from responsibility supervision (RS) to construction management (CM). However there was no data to investigate the recognition of road construction engineers about the policy change. In this study, a questionnaire survey was conducted and analyzed twice to the road construction engineers on the CM and ICEC grading system at the Korea Institute of Construction Technology Education. The trend of response from the road construction engineers was verified through the survey separately from other institutions. This study analyzed the results and introduced a desirable policy proposal to promote an international competitiveness of the engineering industry.

Many contractors have overlooked the construction contract general conditions and it was a bad construction practice. Today, construction project is very complex and complicated. This requires a networked contract document and results in a complicated contract conflict hardly to be solved. Therefore, to reduce the construction dispute and to enhance construction practice, clarification of definition of Owner, several conditions to be revised, insertion of design supervision were suggested in this paper.

Since Intelligent Transport Systems(ITS) is a complex project combining technology and system of transportation, information and communication and civil engineer, it needs a specialized management activities. However, it is difficult to judge who has responsibility for a shoddy and fault construction since the role between project management and supervision is very ambiguous. The aim of this study is propose an efficient project management and supervision for ITS reflecting the characteristics of ITS. Therefore, we suggest a statistical models using nonlinear regression model to prepare the project management and supervision compensation criteria, hence, we choose the realistic and validation statistical model.
