The purpose of this study is to analyze the status of interlibrary loan (ILL) services using data from its transection. While analyzing the ILL data, agenda to improve the quality of services was identified, and suggestions were made to address them. Three data sets including National Inter-Libary Loan data, National Library Statistics System data, and local inter-library loan system analysis data were collected and analyzed. The results indicate that the size of transaction in ILL is getting bigger. The local ILL, particularly, was expanded and actively used by people. Additionally, the type of library participating in ILL networks was diverse and the number of library was increasing. Finally, this study discussed the tool to measure the contribution of each library in ILL. The collection uniqueness and collaboration index of library as well as the ILL statistics should be considered in the process of the tool development.

The aim of this paper is to explore the promotion of reading books at the public school. The promotion of reading books at the school is more important and useful for students than the Educational Information Project, which is setting computers and the Internet at the public school. Because watching TV and navigating the internet without reading books is not good for students to exercise creativity and sound personality. To promote reading books at the school, at first schools need to hire librarian-teachers, and build collection at school libraries as explained. And then schools need to conduct campaigns for promoting reading books, such as reading boots for students, reading books for 10 minutes every morning, and book flood program. In addition, the lesson on reading instruction will be helpful.

Marine accidents show various causes and effects in Korea where 3 sides of the country are surrounded by the ocean. Every year, 600 to 700 marine accidents occur mostly by small fishing boats. There are repeated accidents which involve crashes of coastal ships with fishing boats, which produce casualties and massive environmental hazard and the need for underwater search for shipwrecks. From the beginning of 21st century, the decrease of large ships with large number of crews led to the emergence of digitalvessels and the digital data storage of the installed equipments on the vessels, marine digital forensic - the extraction and analysis of the stored digital data within digital vessels - became necessary. This article is intended to suggest marine digital forensics as a solution of collecting evidence for discovering the causes, liabilities and compensations of marine accidents.

IOn 7th of Dec. 2007, large oil spill took place the seas off the Taean coast caused by the collision between VLCC Hebei Spirit and crane floating barge Samsung-1 and a lot of problems were revealed during response to the accident. The author, accordingly, examined to analyze the cause of this accident on the aspect of spill prevention and presented some preventive measures, such as strictness to the current standard for tug operation, expansion of VTS service area and transfer of the VTS responsibility to Korea Coast Guard, designation of appropriate anchorage per ship's type, cargo and visiting purpose, and special management for dangerous goods carriers.

Since various smart devices are being developed, a growing number of people are reading eBooks instead of paper books. However, people started making eBooks on their own by scanning paper books because there are not enough eBooks provided from market. The term "Bookscan" was made with this reason. The number of bookscan company is increasing because the equipment is too expensive. However, the commercial activity of bookscan company is against copyright law. Also bookscan files are in danger of being illegally distributed on web, because bookscan companies are not protecting copyright. Publication market follows the same procedure with sound market which was collapsed due to copyright problem. Therefore, the technical methods should be prepared for law system against bookscan. The previous ICOP(Illegal Copyrights Obstruction Program) system has been applied to sound and movie files, but not applied to publication. This paper suggests the framework for bookscan file management based on practical mechanism.

다양한 경로를 통하여 입수할 수 있는 지리적인 정보는 지도 흑은 해도, 표, 그래프, 좌표난 다른 형태 등 다양한 형태로 표현되고 전자해도도 이러한 다양한 표현수단중 하나이다. 전자해도(ENC)는 지리적인 정보, 즉 지리적인 이름과 수심, 등심선 등의 수치와 해도, 표, 그래프 등 도형들의 집합물로서 이를 전자해도의 국제규격인 S-57 format으로 표현하고 ENC product specification에 따라 체계적인 형태로 저장된 데이터로 이는 저작권법이 규정하고 있는 데이터 베이스의 정의에 부합하는 저작물이라고 할 수 있다. 이러한 전자해도의 발행 목적은 바다에서 안전을 책임지는 것이고 환경 보호에 기여하는 것으로 이들 디지털 해도 시스템은 off-shore 산업 환경과 지질학상의 행정과 같이 해상에 대한 적용뿐만 아니라 상업적 해운업, 해군 작전, 어업선과 레져, 선박과 같은 곳에서 사용된다. 따라서 앞으로 계속하여 증가될 전자해도의 수요증대 및 활성화를 대비하여 다양한 수요자의 요구를 충족시킬 뿐 만 아니라 업무의 효율을 기할 수 있는 공식적인 디지털 항해 상품의 공급방안, 가격결정 및 관리 시스템이 구축되어야 하고, 전자해도 데이터의 다양한 응용과 관련하여 공급된 데이터의 사용 및 변형범위와 데이터의 오류로 인한 피해 발생 시 책임소재 등의 문제들이 검토되어야 한다.

경험에 의하면 앞에서 언급한 장비의 사용, 규율, 규제된 용제의 사용, 기름 페인트 사용의 억제, 그리고 엄격한 페인트 과정을 따르는 것에 의해 잠수함내의 탄화수소 농도를 100만분의 1 또는 2 수준으로 유지할 수 있다. 예방책으로는 세심한 관찰, 선체내로 들여오는 모든 물질의 기록 그리고 규제된 물질의 사용 시간, 장소 및 양의 제어이다. 이러한 점들은 잠수함 내부를 안전하고 건강한 환경으로 설계하기 위하여 활용될 수 있는 자료들이다. 잠수함 내의 공기질은 적외선 분광 광도계, 질량 분광계, 상자성(paramagnetics), 열전도율, 광이온화 그리고 열량 검사에 의해 분석될 수 있다. 분석된 결과는 과거의 데이터와 비교되어 활성탄충의 교체등을 포함하여 유지 관리의 자료로 활용된다. 이러한 원리를 이용한 다양한 계측기가 선체 내의 대기 상태를 분석하기 위하여 사용된다. 중앙 대기 측정기, 추적 가스 분석기, 수소 탐지기, 이동형 대기 모니터, 이동형 산소 분석기, 탄광 안전 지시계, 열량 분석관, 탐지 펌프 시험기가 사용된다. 이러한 계측기는 잠수 전 또는 후에 사용된다. 계측기는 화재 발생시 영향을 받지 않은 공간 또는 냉매가 충전되는 장소에 사용된다. 오늘날 여러 종류의 특별한 잠수함이 존재한다. 정찰 업무를 통해 세계 평화를 유지하고 특별한 임무를 수행하는 것보다 덜 복잡한 목적을 지닌 잠수함도 있다. 그러나 선원들이 안전한 내부 환경 속에서 바다 속을 항해하고 계속 그 응용 범위를 확장하기 위하여 앞에서 언급한 장비들 또는 그 변형들이 사용되어야 한다.

As the new notification of Ministry of Public Safety and Security on the management of coastal VTS has been effective since April $20^{th}$ this year, all pleasure ships over 2 tons with AIS device(Automatic Identification System) must be the objects given certain vessel traffic service. So Tong-yeong Coastal VTS which has the largest number of pleasure ship throughout the country tries to review some problems that have emerged since the beginning and require consideration in all its aspects to prevent any maritime incidents related with pleasure ships and contribute largely to making our sea safe.

국민의 생명과 재산을 보호하기 위해 아무리 강조해서 지나치지 않는 안전을 중요시 하는 우리나라는 각종 재난 사고가 많이 발생한다. 이는 안전의식이 결여되었기에 발생하는 사고들이다. 특히 안전사고와 관련해 다사다난한 일들이 많이 있는데 책임감을 비롯한 본인과 타인의 안전의식 결여로 일어난 문제들이다. 우리나라는 재난에 좀 더 현명하고 안전하게 대처하기 위해서 사전의 적극적인 예방과 사고 후의 빠른 조치, 건전한 안전의식 함양이 필요하다. 2014년 4월 16일 세월호 침몰 사고로 수백 명의 사상자를 낸 대형 참사를 계기로 국민들의 해난(해양사고) 안전에 대한 관심이 높아졌다. 위기상황 속에서 당황하지 않고 올바르고 안전한 판단으로 신속히 대피 할 수 있도록 미리 체험하는 안전체험교육시설을 통해 체계적인 대비로 인명피해를 줄이기 위한 대책이 필요하다. 본 연구는 해난(해양사고)로 인한 인명피해 위험도의 관리기법을 수립하고 재난 관리 체계 중 대비(Preparedness)에 중점을 두고 체험교육을 통해 어떤 효과가 있는지 설문조사를 실시하여 연령대별 체험자들의 반응을 토대로 가상적인 방법을 적용한 인명피해 위험도 저감효과를 분석한다. 국내 여수 해양경비안전교육원에서 올해부터 한국해양소년단연맹과 협업하여 '바다로 캠프' (해양안전 체험 프로그램)를 운영하여 위기 대응 훈련을 실시 할 계획이다. 따라서 본 연구에서는 교육원 대상자를 대상으로 설문조사를 실시하고자 한다.
