Performance Analysis of Start-Up Investment Subsidies (창업투자보조금 사업의 지원 성과 분석)

  • Until recently, Korean government had supported Start-Up Investment Subsidies to the early stage of non-metropolitan manufacturing company for the purpose of promoting start-up and new job creation. As a result, for 4 years, there are total of 1.546 trillion won increase of sales and a total of 3,825 people have been hired including non-regular workers. In this paper, I suggest the performance of Start-Up Investment Subsidy and policy direction for improvement.

An Empirical Study on the Relationship among Firm Characteristics, Human Resources and Investment Strategies of Korean Private Venture Capitals (한국 벤처캐피탈의 조직상황적 특성, 인적자원 특성 및 투자전략 간의 관계에 관한 연구)

  • There are many different types of risk capital competing for deals in the korean entrepreneurial capital market. In the past, even though korean private venture capitalists did not have their distinctive competitive advantages, due to government support and subsidies, they could be survived in the market. However, the government controlled area has changed to a market driven area which emphasizes market forces and competition rather than support and protection. In order to be competitive, Korean private venture capital firms need to recruit high calibre professionals and build required financial skills for wise entrepreneurial investments. The purpose of this article is to analyze the relationships among firm characteristics, human resources, and investment strategies of korean venture capital firms. We can find that the asset size of venture capital firms has a positive effect on the size of their human resources. However, we can not find any relationship between firm characteristics and investment strategies of venture capitals. Even though we find some evidences among some variables, we need to interpret the results very carefully. Further research would be needed to carried out to clarify the disputable interpretations and our understanding of this area.

  • In the past, because Korean private venture capital firms could get government support and subsidies, they could be survived in the market without having required management capabilities, advanced venture investment techniques, and professional supporting agencies and institutions. However, business environments have changed a lot recently. Now, only through identifying the optimal financial structures(the ratio of debt to equity), Korean private venture capital firms can minimize investment risks and ensure higher profits. Since Modigliani and Miller(1958) criticized the existence of the optimal financial structure, there have been numerous studies on the optimal financial structure of firms. However, there is no empirical study investigating the financial structure of venture capital firms. The purpose of this article is to analyze the relationship between firm characteristics, financial security indies, and financial profit indices of korean private venture capital firms. We gathered the data from various sources, including the web pages and the financial statements for 2003 and 2004. By using the student's t-test and the correlation analysis, we showed that there are differences in the current ratio and the ratio of net profit to net sales between new and old korean private venture capital firms. Even though it is known that korean private venture capital firms does not have enough knowledge and investment technique to compete with global venture capital firms, our result show that old korean private venture capital firms have already built some knowledge and understanding of venture capital investing.

  • 창업자본시장에는 다양한 유형의 자본이 서로 경쟁하고 있다. 과거에는 벤처캐피탈이 정부의 보조금과 지원으로 경쟁력이 부족한 업체도 시장에서 생존할 수 있었다. 하지만, 산업환경이 많이 바뀌었고 오늘날의 경쟁적인 환경하에서 적응하기 위해서는 벤처캐피탈 회사는 필요한 인적자원을 확보하고 경쟁우위의 원천인 지식과 테크닉을 축척해야 한다. 본 논문은 조직상황의 차이에 따라 벤처캐피탈의 인적자원의 특성의 차이가 있는지 인적자원과 조직상황의 특성의 차이에 따라 투자전략은 영향을 받는지 실증 연구하였다.

농업 벤처 기업 분석과 활성화 방안 연구

  • 본 연구에서는 농업벤처기업의 활성화를 위해 경영현황 및 애로사항, 지원 우선순위 등에 대해 조사하고 분석하였다. 이를 위해 국내 농업벤처기업 103개소를 대상으로 벤처기업협회에서 실시한 설문조사 결과를 분석하였으며, 일반벤처기업 2,098개소, 농림어업 벤처기업 67개소를 대상으로 실시한 벤처기업정밀실태조사 자료를 토대로 비교 분석 연구를 수행하여 다음과 같은 주요 결과를 도출하였다. 첫째, 일반벤처 대비 높은 금융비용과 부채비율, 신규자금에 대한 높은 정부 의존도, 자금조달의 어려움과 벤처 투자 유치 실적이 저조함으로 인해 농업벤처기업의 재정 여건은 매우 열악한 환경에 있는 것으로 나타났다. 이를 극복하기 위한 방안으로 농산물 중부가가치가 높고 수출 가능한 품목을 선별하여 육성하는 투자 방안이 필요하며, 정부 보조금과 지원금 매칭 펀드 방식의 혼합 지원 및 크라우드 펀딩의 활용 검토가 필요하다. 둘째, 농업벤처는 일반벤처에 비해 R&D투자보다는 설비투자 비중이 높으나 연구개발 자금지원을 가장 필요한 방안 1순위로 꼽고 있으며, 자가 기술을 활용하여 비즈니스 모델화하는 데 어려움이 많은 것으로 파악되었다. 또한 제조업 기업 비중이 63.2%를 차지하고 있어 사업 분야의 편중이 높은 것으로 나타났다. 이와 같은 결과를 고려하여 해외시장을 고려한 제품 연구개발 및 생산원가 경쟁력 확보, 그리고 관련 분야 투자유치와 고용 창출이 필요하다. 또한 개발된 기술의 사업화 지원을 위해 투자 기반 사업화 추진과 제조업 외 다양한 분야의 육성이 필요하다. 셋째, 사업규모가 적고 기업이 안정화되지 못해 신규인력 확보 및 유지에 어려움을 겪고 있는 것으로 나타났다. 인력확보의 활성화를 위한 방안으로는 지속적인 농업 인력 감소에 대응하여 스마트농업 가능 인력의 양성이 필요하며, 농업벤처 지원 교육의 체계화와 효율화를 위한 컨트롤타워가 필요하다. 넷째, 국내외 판로개척에 대한 애로사항이 가장 높은 것으로 나타났다. 이를 위한 지원 방안으로 관 주도의 수출지원정책에서 민간참여 위주로 정책 방향 변경이 필요하며, 수출대상국에 적합한 전략적 농산물 및 가공식품 생산이 필요하다.

Effectiveness of R&D Tax Credit for SMEs (중소기업 R&D 조세지원의 효과성 분석 및 개선방안)

  • This study aims to analyze the effectiveness of R&D tax credit for SMEs. We surveyed to collect the information on firm's financial statements and R&D tax credit during 2014-2016, and implemented fixed effect model, random effect model and panel negative binomial model. The results show that the effect of R&D tax credit is 5.3 times larger in terms of R&D expenditure and 4.3 times bigger in terms of number of researchers than that of R&D subsidy. In addition, the effect of tax credit on non-metropolitan area companies is higher than that in the metropolitan area. Based on these results, we suggests three ways to improve the R&D tax incentive system for SMEs; To convert unused R&D tax credit of the start-ups to tax points, to exempt the minimum tax rate on R&D expenditure in equipment, and to unify the operation of various R&D tax credit institution.

  • Conventional funding system for the university research projects is limited to a grant or subsidy type funding method which does not require an obligation of refund. Such a funding system is known as ideal one for the university research activities which in general is not a profit oriented activities. It is considered ideal in a sense that nonprofit oriented research activities gives more emphasis on creativity than on efficiency or practical value. A venture- business-start-up research activity can not be considered as a pure nonprofit oriented activities. It clearly gives more emphasis on efficiency and practical value than on creativity Recently a large portion of the venture-business-start-up research activities are carried out in the universities. When a conventional research funding system is applied to such a new type of research activities, it turned out that the success rate is much lower than expectancy. This is why a new and differentiated funding system is sought for such a new type of research activities. A funding system of loan type for a venture-business-start-up research activities is proposed herewith. A loan system naturally requires a pay back after the successful start up of the venture business. This loan system nay be considered that a business concept is grafted on a conventional funding system for the university research activities. This means that a rather loose or generous terms and conditions of the money loan case is introduced into this funding system to remedy the short comings of the intrinsic nonprofit nature of the university research activities. The point is how to improve the success rate and how to reduce the undesirable aspect of the conventional university research activities when it is practiced with the new type of research activities. After one and half year of practicing with the new funding system. it can not be asserted that a definitely positive results could be obtained. but a trend of desirable aspects could be observed such as low drop out rate. project selection efficiency, higher sense of responsibility. etc.

A Qualitative Study on the Additionality Effects of Public Subsidies (정부의 기업연구개발지원의 부가성 효과에 관한 정성적 연구)

  • This paper attempts to investigate how and why the additionality effects occur in the case when a firm receives government subsidy as opposed to counterfactual situation. To demonstrate this, we selected 12 SMEs(small and medium enterprises) firms in Daejeon area and have conducted multiple case studies. In order to analyse the multiple cases of firms, we classified firms innovative activities into three stages which are composed of input, behaviour and output stages and related various factors. Furthermore, we investigated the differences according to types of firms and stages of firm growth. Empirical results show that various input, behaviour and output additionality effects exist when firms receive public subsidies. Compared to companies in the growth and mature stages, startup phase companies depend on government subsidy extensively and they use public subsidies strategically to develop new product and to change their strategic direction. The attitude of firms to use government subsidies is different according to their types and stage of growth as well.
