  • The introduction of new technologies is a result of the advent of the Fourth Industrial Revolution and the change from management environment to cloud environment. Changes in the production and management environments are expected because of changes in the external environment. However, responding flexibly to changes is not enough. The problem of the records management process, system, and infrastructure is intertwined, and partial reorganization is difficult to cope with changes in the external environment. Therefore, we need to redesign the whole process and study the major issues to be considered so we could redesign the process and produce an improved next-generation electronic records management.

  • The purpose of this study is to identify the problems of electronic records management in the records management field and to develop a new electronic records management system that can cope with the rapidly changing records production and management environment, which is rapidly changing because of the introduction of new IT. It is time to design the next-generation records management system in all areas of process, system, and infrastructure to meet the new government record management innovation. In this point of view, the right value and direction of the next-generation records management system are determined, and the problems of the process, system, and infrastructure are identified and settled.

  • How do we create a next generation Records Management System? Under a rapidly changing system development environment, the records management system of public institutions has remained stable for the past 10 years. For this reason, it seems to be the key cause of the structural problem of the Records Management System, which makes it difficult to accommodate user requirements and apply a new recording technology. The purpose of this study is to present a redesigned model for a next-generation records management system by analyzing the status of the electronic records management. This study analyzed "A Study on the Redesign of the Next-Generation Electronic Records Management Process," records management technology of advanced records management system, and a case of an overseas system. Based on the analysis results, the improvement direction of the records management system was analyzed from several aspects: functional, software design, and software distribution. This study thus suggests that the creation of a microservice architecture-based (MSA) and an open source software-oriented (OSS) records management system should be the focus of next-generation record management.

  • The study aimed at exploring a direction of development of the conceptual model for organizing public digital records. First, it started with reviewing the possibility of item-oriented records and archival organization, then analyzed RIC-CM developed by ICA EGAD. Second, it investigated the hierarchies of the classes and descriptive information applied to public digital records, as well as showed the necessities of transition from paper-based model to digital-based one. Based on these, it studied to seek possibilities for organizing public digital records not by record groups but by items. Finally, this study proposed the direction of development of the next generation conceptual model for organizing public digital records.

  • The advent of e-government following the information revolution has affected public records systems. Records management should now be changed into an environment for establishing a national records management system based on the Internet of things (IoT), cloud, big data, and mobile (ICBM), and it is time to make a fresh start toward a next-generation records management system that responds to changes in the environment. Ultimately, it is time for a records management system that ensures a proper way of dealing with new environmental changes. It has been nearly 20 years since the Public Records Management Act was enacted in 1999, and its complete amendment was made in 2006 so that electronic records could be efficiently managed. When recompliance management needs to be rechecked, a full redesign is required to enable the current legal system to respond to the new circumstances in the present day. Therefore, this study is intended to suggest ways to improve the new records management legal system as the environment changes over the next generation and lay the legal groundwork for innovation in the national records management system.

  • EMR(Electronic Medical Records) 시스템은 기존의 의무 기록을 전산화 한 것으로 의료 서비스 시용자의 신체정보 및 진료정보 등을 전산화 하여 저장하는 시스템이다. 노령화 사회로 들어서게 되면서 많은 의료 소비자들이 의료 서비스 기관들에 발걸음이 잦아지고 각 환자마다 늘어나게 될 데이터를 좀 더 효율적으로 관리할 수 있는 EMR의 필요성이 대두되고 있다. 본 논문은 현재 IT트렌드의 흐름을 살펴보고 의료 정보 기술과 접목한 새로운 차세대 EMR 기술을 분석하고 그 발전 방향을 제시하고자 한다.

  • 연구목적은 CALS와 GIS (Geographic Information Systems)를 융합한 효과적인 전자상거래 운용 및 관리시스템의 개발에 두고 있으며, 이는 CALS와 EC로만 국한된 전자상거래 환경에 융통성 있는 지리정보기술 (Geographic Information Technologies)과의 상호운용에 의한 기법으로 전자상거래를 보완하여 생산과 판매 그리고 판매와 수요간의 비용절감의 효과를 달성하기 위함 에 있다. 전자상거래 분야의 문제점으로서 지역과 지역간에 형성되는 상거래의 공간적인 분포관계나 경제적인 연계관계 등에 대한 구체적인 요인분석이나 대처방안이 제시되고 있지 않고 있으며, 생산지와 분배처 그리고 수요자간의 공간적인 제반문제들에 의한 과도한 물류비용의 부담, 불확실한 수요공급의 추이, 급변하는 경제동향의 이해, 비정형적인 공간거래에 따른 비용의 발생 등이 대상이 되고 있다. 이들 문제점에 대한 해결 방안은 공간간의 상거래 상관관계를 제시해주는 분석기능의 제공, 지역간에 상거래 자료를 기록 관리하게 할 수 있는 공간DB의 도화 편집기능의 제공, 과거에서 현실까지의 자료에 의한 향후의 지리공간에 대한 상거래 추이를 위한 시공간 기능의 제공 등을 들 수 있다. CALS-GIS의 운용에 따른 기대효과는 다음과 같다. GIS의 공간분석기능을 활용하여 상거래 공간간의 지역성이나 경제성에 의한 상호간의 비용발생을 절감한다. GIS의 공간DB의 도화기능을 활용하여 지역사회간의 특성에 대한 자료를 도면에 의한 기록관리로 원활한 운영환경을 만든다. 시공간 모델링 기법 (Spatio-temporal Modeling)으로 과거에서 현재까지의 자료에 의한 향후의 지리공간에 대한 추이를 파악하여 상거래의 전략을 체계적으로 구축한다. 생활지리정보의 제공에 의한 다양한 정보의 접근에 의한 부수적인 관리의 도구로 전환할 수 있는 기반을 제공한다. System 개발을 개방형 환경으로 구축하여 CALS-GIS의 운영 이외의 차세대 신기술까지도 접목할 수 있는 시스템 환경으로 구현되어 제공된다.

A Study on the Expansion of the Function of the Archives to the Agency Archives (기관 아카이브로의 기록관 기능 확대 방안 연구)

  • It is time to prepare for the imminent development from the field of records management through decentralization to the records management of the new age in accordance with the flow of decentralization. To overcome a centralized record management system, more archives should be established to realize autonomous and decentralized records management. In accordance with the shift to a full-scale electronic record management environment, the appropriateness and effectiveness of the three-phase system of processing-archival-permanent record management based on physical transfer should be reviewed in terms of transfer cost and work efficiency. The archives should function as institutional archives to carry out the continuous volume record management and the autonomous record management at the institution level. This study examined the possibilities and implications of the archives to expand their functions as archives of institutions for the decentralization of record management and information governance orientation. In addition, the study diversified the types of records management institutions as a way to accomplish this and determined a way to design the functions of archives that integrate the current-end-end-end records management. At each level, institutions should set up archives based on their circumstances and aim at information governance at the level of each archive. Moreover, each archive level should establish a horizontal network to govern record information management.

A Study on Archive Description Using RiC-CM (RiC-CM을 적용한 영구기록물 기술방안 연구)

  • This study aims to examine the limitations of status that describe archives based on the Archival rules, and to propose a new method using the Records in Context - Conceptual model (RiC-CM) as a solution. Given this, the study conducted literature reviews and case studies. The solutions based on RiC-CM and its effects on the limitations of the existing environment are as follows. First, RiC-CM can describe multiple provenances about archives. This can be solved by defining individual records and provenances as "entity" and expressing their associations as relationships. The interrelation of entities alone can more accurately represent the information of provenances associated with a particular archive, making it easier to identify the overall context that makes records. Second, RiC-CM can link related files. Those that belong to a specific records group (fonds) can be resolved by assigning them to individual entities and making interrelation according to the context that makes records. This method makes it possible to serve information about the context that makes records. From the user's point of view, more options are available for searching records. Third, RiC-CM can link all relevant producer-made records related to a specific production organization. If organizations are related to each other, they can be defined as "entity," and their relationship can be expressed as "associated with." It helps to comprehensively examine the context of provenances. The findings of this study are expected to be used as a basis for future research on RiC-CM, in response to the paradigm shift for electronic records management systems.

Design and Implementation of Authority Management for the Integrated Medical Information System in a Hospital Environment (병원환경의 통합의료정보시스템에 적합한 권한관리 설계 및 구현)

  • Beginning in 2000, domestic large hospital based integrated health information system has been developed from order communication system to electronic medical record system. However, today's advanced medical information system is integrated with unit of the system because user needs is complex and various. And, the problem is authority management of health information system in complex systems of large size hospital. It is also a serious problem of private information exposure because of user's authority management defect. In this paper, we analyze the problems of past hospital information system and propose an efficient and appropriate management authority in operating environment. It also introduces the instances applied into a large hospital EMR system, developing proper authority management to match the characteristics of the integrated medical information system. The proposed system is based on solutions of authority management system suitable for integrated health information system, as well as the next generation of EMR.
