Most of the cities and countries have distressed themselves about the urban social problem caused by the concentration of industry and population. Especially, disorderly expansion of cities and infrastructure improvement in rapid urbanization have also come into question. For this reason, proven urban planning facilities and tightened regulation on city planning are indispensible to solve these serious problems that we face. There are lots of similar studies to verify how to cope with a rapid urbanization.

지난해 12월 국회를 통과한 개정 공정거래법은 기업결합규제의 개선, 과징금의 상향을 통한 카르텔 억지력의 강화, 역외적용의 근거규정 신설과 손해배상의 활성화 등 주요 내용을 담고 있다. 특히 경제력집중억제와 관련해서는 2003년 시장개혁 3개년 로드맵에 기초하여 공정위가 제시한 원안대로 출자총액제한의 존치, 금융계열사의 의결권제한 강화 등이 이루어 졌다. 아쉬운 점은 경제력집중억제에 관한 이슈들이 객관적인 입장에서 심도 있게 다루어지기보다는 여야간, 당정간, 부처간, 정부와 재계간 이해관계의 차이만을 주로 반영하고 있다는 사실이다. 그간 이 문제에 관한 학계에서의 진지한 논의가 결여되어 있던 것도 이러한 난맥상을 더욱 심화시켰음은 물론이다. 법률의 개정으로 모든 쟁점이 해소된 것은 아니므로, 차제에 특히 경제력집중억제, 손해배상의 활성화 및 역외 적용과 관련하여 남겨진 향후 과제를 살펴보는 것은 중요한 의미를 갖는다.

경제력 집중에 따른 부작용을 원천적으로 치유하거나 시장규율을 통하여 치유하기에는 오랜 시간이 필요하고 그 효과가 매우 더디다는 점이 인정된다. 또한, 계열사간 출자, 지급보증, 그리고 상호주는 이론상 어느 정도 긍정적인 측면을 갖는 것도 인정되므로, 원천적 치유가 가능한 시기까지 존재하는 경제적 부작용을 필요악으로 인정하고 그대로 둘 것이 아니라 한시적이나마 정부가 일정한 역할을 할 필요가 있다고 할 때, 그리고 현 자본시장의 감시 및 견제기능이 제대로 작동하지 않는다고 파악할 때 경제력 집중을 억제하기 위한 정책수단인 출자총액제한, 지금보증, 그리고 상호주에 대한 규제는 어느 정도 설득력을 갖는다.

This paper proposes a new improved lumped element equivalent circuit analysis method to analyze withdrawal weighted SAW resonators of irregular electrode configurations, which enables to calculate the frequency response of withdrawal weighted SAW resonators. This method has led to the derivation of Smith equivalent circuit's y-parameters for a single ground electrode and formulated the resonator's admittance by calculating the total current into an IDT assembly. To illustrate the effectiveness of the technique, this method was applied to the design of a simple ladder filter and the change of the filter performance was investigated in relation to the weighting of the series and parallel resonators, respectively. The results shows that the withdrawal weighted resonator ladder filters provide better performance in their bandwidth and transition characteristics than normal ones. This new equivalent circuit analysis method can also serve as a better tool to design and analyze general SAW resonator filters.

In this paper, the erect of notch geometries on dynamic stress concentration was investigated by using the dynamic photoelasticity and the drop weight loading system Dynamic stress fields arisen by elastic wave through the loading system around various types of notch geometries were captured by using $10^6/sec$ frame rate Cranz-Shardin camera system with 12 photographic frames. We found that dynamic stress concentrations around the notch tip and comer were highly dependent on the change in notch geometries. The elders of dynamic stress singularity ware determined with respect to varying geometries of notches and we explained dynamic stress concentration in terms of the orders of dynamic stress singularity.

유럽집행위원회(EC)는 최근 해운동맹에의 독점금지법(경쟁법) 포괄적용 제외를 규정한 규칙(EC 이사회규칙 4056-86)의 폐지를 제안, 세계해운업계의 이목이 집중되고 있다. 이같은 제안이 현실화될 경우, 장기적으로 선복량 과잉현상이 해소될 것으로 예상되나, 운임의 하락압력이 더욱 강해져 해운선사들의 채산성이 악화될 것으로 분석되고 있다. 다음은 EC 내에서 일고있는 해운동맹에 대한 EU 경쟁법 예외적용 폐지 움직임을 정리한 것이다.(편집자 주)

경제위기 극복의 핵심과제는 '시장기구의 원활한 작동에 의존하는 경제의 틀'을 마련하는 것이며, 이를 위해서는 경제적 시장경제체제를 구축해야 한다. 이러한 견지에서 공정거래법 정책의 위상, 역할, 과제, 방향 등을 새로이 정립할 필요가 있다. 공정거래법 정책의 기초개념이 되어온 경제력(집중)과 경쟁의(불)공정성은 지나치게 포괄적이고 주관적이며 이에 대한 분석의 틀이 되는 이론체계도 없어 정책의 개념적 기반이 되기 어렵다. 공정거래법 정책은 독점력과 효율성의 개념 위에서 경제효율 증진이라는 목적을 추구해야만 정책의 일관성과 실효성을 높일 수 있다. 이는 대기업들의 독점력이 경제력집중 및 재벌구조와 형태상 제 문제의 근원(根源)이며, 독점력은 경제이론에 의해 정책방향과 기준이 제시되는 개념이기 때문이다. 공정거래법 정책은 시장구조와 형태를 실질적으로 경쟁화함으로써 경제효율을 극대화하는 데 주력해야 한다. 무엇보다도 경쟁 제한적 법령 제도 관행을 철폐하기 위한 규제개혁을 주도하고 경제구조조정과 재벌개혁의 기본원칙과 방법이 시장기능과 경쟁을 강화하는 방향으로 설정 시행되도록 하는 것이 긴요하다. 특히 대기업간 사업교환이나 인수 합병에 대하여 엄격한 경쟁정책적 검토와 규율을 적용해야 하며, 시장의 독과점화를 방지하면서 구조조정을 촉진하는 방향으로 기업결합 규제기준을 개선해나가야 할 것이다. 가격담합 등에 대한 당연위법 원칙의 확립, 입찰조작의 감시 적발체제 구축 등 카르텔 규제를 강화하고, 유통조직 활동의 효율화를 도모하면서 독점유지 강화행위를 엄격히 금지하여 다양한 유통경로와 업태가 출현 발전하도록 해야 한다. 산업조직적 조사 분석능력을 확충하여 경쟁정책적 시각에서 주요 사건을 선별 조사하고 법집행에 있어 사소(私訴)의 역할을 확대하기 위한 노력도 필요하다.

In the present work a finite element formulation using dynamic-explicit time integration scheme is used for numerical analysis of auto-body panel stamping processes. The lumping scheme is employed for the diagonal mass matrix and dynamic explicit formulation. Analyzed auto-body panel stomping process correction of forming using software called Dynaform using dynamic extensive method. Further, the simulated results for the auto-body panel stamping processes are shown and discussed. Its application is being increased especially in the automotive industrial area for the cost reduction, weight saving, and improvement of strength.
