본 연구는 경쟁도입이 비 체화된 기술진보에 반영된다는 가정에서 Habijn(2000)의 비 체화된 기술진보추출 방법론을 이용하여 1975년부터 2002년까지 정보통신서비스산업의 비 체화된 기술진보를 식별하였다. 또한 Bai et at.(1998, 2003)이 제시한 구조변화추정방법론을 이용하여, 상기 비 체화된 기술진보 측정치에 대한 구조변화시점을 추정하였다. 추정된 시점에 대한 실증분석결과를 보면, 비 체화된 기술진보의 구조적 변화시점은 본 연구대상자료의 21번째 자료년도인 1995년으로 나타났다. 또 다른 비 체화된 기술진보의 구조변화는 15번째 자료순서인 1989년도에 나타났다. 역시 다른 물리적 감가상각를$(5\%)$을 이용한 비 체화된 기술진보에 대하여 구조변화분석을 실시할 경우, 1995년도와 1981년으로 나타났다. 따라서 1995년 전후에 비 체화된 기술진보의 구조적 변화가 발생했다는 사실을 알 수 있었다. 이러한 실증분석결과는 다른 계량적 검증을 통하여 뒷받침되었다. 따라서 본 연구의 실증분석결과로 볼 때, 1995년 이후에 정보통신서비스산업에서 비 체화된 기술진보성장의 발전경로상에 커다란 구조변화를 경험하였으며, 새로운 경쟁도입이나 해당 산업활성화정책은 정보통신서비스산업발전에 긍정적 역할을 수행했음을 알 수 있었다.

대법원 2012. 1. 19. 선고 2010다95390 전원합의체 판결은 민사법원이 특허침해소송에서 특허의 진보성에 대하여도 판단을 할 수 있고 진보성이 부정되는 특허권의 행사는 권리남용으로 허용되지 않는다는 취지로 판시하였다. 이 글에서는 이 사건 판결을 소개하고, 기존 대법원의 입장과 하급심의 실무 및 일본의 운용 실태를 살펴본 후, 향후 특허침해소송에서 진보성 판단 방향 및 구체적 적용기준을 전망하였다.

This paper deals with the job creation effect of economic growth by focusing on the types of technological progress. The hypothesis is that labor-saving technological change may create less job than capital-saving or factor-neutral ones. The hypothesis is proved theoretically using an equilibrium model of labor market. Empirically, first, a simulation experiment is performed to check the hypothesis empirically and confirms it. Secondly, we look at labor/capital ratio since it may be affected by the type of technological improvement. One important policy implication is that job creation effect of economic growth depends on the structure of labor supply as well as that of labor demand.

This paper applies a income mobility method to technology inequality using conditional human capital stock and shows their empirical results during the 1980 to 2000. There are several interesting empirical results coming out this analysis. Among the results, the paper turns out that world technology inequality mobility measurement is significantly higher for rapid formation of human capital stock countries than for slow formation of human capital stock countries. This paper, therefore, suggests that technology policy need to focus on improving the public education structure to recover the rate of return to human capital investment and to speed up technology development and deployment in Korea.

본고에서는 발명명세서의 질적향상을 도모하고 진보성에 대한 거절을 명세서 작성시부터 극복함을 통해 권리획득 기간을 줄이기 위하여 특허의 요건인 진보성에 대하여 그 개념파악과 특허청 심사실무를 검토하고 그 대책을 강구하였다. 결국, 출원 명세서의 내용이 목적, 구성, 효과 측면에서 목적의 특이성과 구성의 곤란성, 효과의 현저성이 진보성 있는 발명임을 고려하여 해당기술분야 통상의 지식을 가진 제3자가 용이하게 알 수 있도록 해야 하며, 선행기술을 조사 분석하여 인용예가 발생하지 않도록 주의를 기울여야 할 것이다.

기술진보와 불확실성이 방산 시장의 두드러진 특징이다. 군이 요구되는 무기와 장비는 신속히 변화하는 고가의 첨단기술에 의존함으로써 방위산업은 지속적인 대규모 기술개발투자를 요구하며 비용 및 성능요건 등에 관한 불확실성에 의해 지배된다. 예컨대 제트엔진, 미사일, 전자, 헬기 등 새로운 생산물을 탄생시킨 방산 분야의 기술진보는 민수품 생산기술을 크게 진보시켰으며 기업들에게 R&D를 강조하면서 새로운 개발 및 생산시설 투자를 요구하였다.

This study examines how individual attitudes towards government and society are affected by political conservatism and liberalism. With survey data from 533 adults(M=249, F=284) who live in Seoul and surrounding areas, we examine the general attitudes towards society, expectation on general government and differences in attitudes towards the Roh Moo-hyun Gov't and the Lee Myung-bak Gov't between liberals and conservatives. Results show that liberals and conservatives vary by age and residence, whereas attitudes towards the general government and society are not. By contrast, liberals and conservatives are distinctly different evaluating governments with specific political tendency. Liberals are more positive to the Roh Moo-hyun Gov't than conservatives whereas the evaluation appears conversely on the Lee Myung-bak Gov't. These differences of attitudes are more distinctive when dividing liberals and conservatives by subjective judgement and political party preference than conceptual measurement of political ideology. These findings suggest that political conservatism and liberalism is the factor that has powerfully affected individual attitudes in the specific political context rather than a consistent ideological framework in Korean society.
