Direct Payment Policy in Less-favored Areas and Its Challenges in Rural Japan (일본 중산간지역 직불제 추진 실태 및 시사점)

  • The study aims to explore the individual and group agreement of the direct payment of less-favored areas in Japan. This study was conducted by literature review, specialist interview and field visiting. The results of this study were as follows. First, direct payment policy in Japan was consisted of three components which were to maintaining multiple functions, to reorient agriculture sector, and to revitalizing the community activities. Second, the purposes of direct payments with conversion program is to reorient agriculture and revitalize the community activities which were changed from sustaining existing agriculture. Third, the conditions of group agreement is to make a agreement that a group of farmers should make a five-year agreement stipulating activities necessary to prevent the abandonment of farmland and to be more than one hector, and good agricultural practice or other activities favorable or friendly to environment should be implemented. As individual and group agreement, the land area of direct payment was 662,000 ha in less favored areas. In conclusion after direct payment in less favored areas, the abandonment of farmland was mitigated, and the agricultural production activities and community activities had become more vigorous through the discussion for planning their own land in the village.

Applicability Evaluation of Agricultural Subsidies Inspection Using Unmanned Aerial Vehicle (무인항공기를 이용한 직불제 이행점검 적용성 평가)

  • Unmanned Aerial Vehicle (UAV) have several advantages over conventional remote sensing techniques. UAV can acquire high-resolution images quickly and repeatedly with a comparatively lower flight altitude i.e. 80~400 m nullifying the effect of extreme weather and cloud. This study discussed the use of low cost-effective UAV based remote sensing application in inspection of agricultural subsidy. The study area accrue $60.5km^2$ of Buljeong-myeon, Goesan-gun, Chungbuk in South Korea. UAV image acquired 25 times from July 25 to August 11, 2015 for 3 days. It is observed that almost 81.1 % (3,571 of 4,410 parcels) parcels are truthful whereas some parcels are incorrect or fraudulent. Surveying with UAV for agricultural subsidy instead of field stuff can reduce the required time as much as 64.8 % (19 of 54 days). Therefore, it can contribute significantly in speedy and more accurate processing of grant application and can end unfair receipt of the grant which in turn will improve customer satisfaction.

  • The direct payment program for rural landscape conservation in practice since 2005. Recently it is the policy or plan of direct payment for rural landscape conservation attracts great interests as they may help rural people who are very disadvantaged. This paper presents the status of the direct payment program for landscape conservation in rural area and proposed improvements to the program as following; 1) to diversify the plant species, 2) to include other rural elements than plants, 3) to enlarge the areas of crop plantation, 4) to simplify and clarify application process. We sampled two pilot programs, one of spring flower crop and the other of autumn flower crop, and questionnaire surveyed visitors, local government officers and farmers in order to find problems and suggest improvements.

Evaluation of Direct Payment Program for Environmentally-Sustainable Livestock Production (친환경축산직접지불제 시범사업 추진성과 분석)

  • 본 연구는 지속 가능한 친환경 축산업의 직접지불제를 도입하는데 농가이행 프로그램 개발과 시범사업의 효과를 분석하기 위하여 전국단위 4대 축종(한우, 젖소, 돼지, 닭)에 대한 2003년도에는 프로그램 개발과 2004년$\sim$2005년(2년간) 시범사업 시행 효과를 분석하기 위하여 각 시 군에 참여한 농가의 현황과 담당 공무원 및 농가에 대한 의향조사를 실시한 결과는 다음과 같다. 1. 기본프로그램(2003년)으로 소(한육우 젖소)는 조사료포 확보 및 분뇨 경지환원, 돼지 닭(산란계 육계)는 사육밀도 완화 및 분뇨발생량 감축을 위하여 발생되는 경지확보 비용 그리고 사육밀도 완화에 따른 감소두수의 소득감소분을 농가부담 50%로 설정하였다. 인센티브 프로그램으로 축사 및 분뇨처리시설 주변에 악취, 조경 등 환경개선을 위하여 조경수를 구입 식재하면 비용의 50%를 직불하도록 하였다. 2. 시범사업 참여실적은 2004년에 459호에 비하여 2005년에 653호로 42.3% 증가하였으며 참여비율은 한우 24.4%, 젖소 17.4%, 돼지 40.2%, 닭 18.0% 이었으며 친환경축산 직불금 지급액 비율 한우 16.1%, 젖소 22.0%, 돼지 46.4%, 닭 15.5% 이었으며 농가당 지급액은 한우 3,987천원, 젖소 7,627천원, 돼지 6,965천원, 닭 5,212천원이었고, 인센티브(조경수 식재) 참여는 전체농가 중 20.4%, 호당지급액 1,303천원(4.6%) 이었다. 3. 조사료포 확보 실적은 한우 $1,303m^2$/두('04)에 비하여 $1,639m^2$/두('05)로 26% 증가하였고, 젖소 $1,517m^2$/두('04)에 비하여 $1,561m^2$/두('05)로 3% 증가하였다. 4. 돼지 닭의 사육밀도는 돼지 $1.14m^2$/두('04)에 비하여 $1.27m^2$/두('05)로 11% 넓어졌으며 산란계는 $0.059m^2$/수('04)에 비하여 $0.083m^2$/수('05)로 41% 넓어졌고 육계는 $0.078m^2$/수('04)에 비하여 $0.069m^2$/수('05)로 12% 좁아졌다. 5. 축산환경개선사업에 대한 설문조사 결과 환경개선제 사용이 악취 및 파리 감소에 효과가 크며 지원사업을 계속해야 한다고 답하였다.

Measuring Landscape Value of Jeju Island's Mandarin(Orchard) for the Introduction of Direct Payment System of the Landscape Preservation (경관보전직불제 도입을 위한 제주감귤(원)의 경관가치 평가)

  • The dichotomous-choice contingent valuation method is applied to estimate the landscape value of Jeju mandarin(orchard). A distribution-free approach, Turnbull empirical distribution model, is employed to solve negative willingness to pay and truncation problems. The data used are collected from the interviews with tourist about willingness-to-pay at the various donation amount levels of Jeju mandarin(orchard)'s landscape value. The evaluation result is shown that the average amount of willingness to pay for the Jeju mandarin's landscape value is 12,926 won per person with standard deviation of 1,874.7 won/person. When the number of Jeju visitors is considered, the economic value of Jeju mandarin's landscape rises every year(2005:64.89 billion won, 2011: 84.43 billion won). The average economic value of Jeju mandarin's landscape are estimated 59.65 billion won during 2000-2005 and 76.88 billion won during 2006-2011, respectively.

A distribution-free approach, Turnbull empirical distribution model, is employed to solve negative willingness to pay and truncation problems. The data used are collected from the interviews with tourist about willingness-to-pay at the various donation amount levels of Jeju stonewall's landscape value. The evaluation result is shown that the average amount of willingness to pay for the Jeju stonewall fencing farming land is 3,001 won per meter with standard deviation of 511.0 won/m.

An Analysis of Factors Influencing on Satisfaction Level of Agricultural and Rural Polices (농업인의 농업·농촌 정책 만족도 결정요인 분석)

  • To investigate farmers' satisfaction level and factors influencing on various agricultural and rural policies, an interview survey has been carried out in Jeonnam and Jeonbuk agricultural area, and collected 750 survey questionnaires from farmers. Satisfaction level was low in average ranging from 2.71 to 3.09 in five point Likert-scale on 22 agricultural-rural related policies. Ordered logit model results showed that satisfaction level decreased when farmers are older, had higher income, and had higher number of attendance in agricultural education programme. In addition, satisfaction level decreased when farms had main source of income from rice farming, dry-field farming, livestock farming, or facility horticulture. Lower satisfaction level was also related to location of farm. On the contrary, satisfaction level increased when the farmer had greater owned land. Among 22 agricultural and rural policies, practices that farmers prefer include Direct Payment for Rice Farming Income Compensation, Environment-Friendly Farming Service, Farmland Banking Services in order. Since direct payment policies that farmers prefer may not contribute in development of agriculture, policies can induce both farm income and agricultural development may increase farmer satisfaction level and finally resolve the income gap between the urban workers and farmers.

  • The purpose of this study is to analyze the trends of basic income guarantee of which the discussion has been spreading in recent years and to explore the feasibility of this system in the rural areas of Chungchengnam-do. Basic Income Guarantee means a system in which all members of society could take regular incomes which is at a minimum necessary for their life without any conditions, and it is already introduced or being currently discussed in several countries and regions such as USA, Switzerland, Namibia. In Korea, it is currently claimed that breakthrough policy such as basic income guarantee for farmers should be introduced for farmers or rural residents who are facing the challenges of the double, namely the reduction of farm incomes and rural population due to the expansion of global free trade such as WTO and FTA since 1990s. Therefore, the policy considerations and suggestions for implementing the basic income guarantee for farmers in Chungcheongnam-do is explained in this paper.
