이 연구의 목적은 대한지적공사에서 추진하고 있는 지적정보서비스 유통 방안을 마련하기 위해 공공과 민간부분의 지적정보서비스 현황과 수요를 파악하고 분석하는데 있다. 이 연구에서는 심층면접과 개별면접을 병행하여 지적정보의 인지도와 활용도를 포함한 지적공간정보에 대한 활용실태, 지적공간정보의 품질만족도, 향후 지적공간정보 수요 예측, 지적공간정보의 유통서비스체계에 대한 선호도, 공사의 사업 다각화, 공간정보 시장의 수요 등을 정확히 파악한 후 지적정보의 이 활용과 유통을 증진시킬 방안을 도출하였다.

지적정보는 정보자체가 가지는 높은 보안과 고유의 특성으로 인해 유통 및 활용에 어려움이 있고, 타 기본공간정보와의 융복합을 위한 상호운영성이 미흡한 실정이다. 하지만, 정보의 개방과 통합은 당연한 시대적 흐름으로서 개방과 통합의 범위는 점차 확대되는 추세에 있다. 최근, 정보의 공개 및 유통을 효율적으로 지원하기 위해 공간정보에 대한 인프라 즉, 표준에 대한 논의가 활발히 진행되고 있다. 정보간 융복합과 서비스 측면에서 다양한 분야별로 많은 표준들이 개발, 운영되고 있는데, 특히, 메타데이터 표준이 관심의 대상이 되고 있다. 정보의 유통 및 서비스를 효율적으로 지원하기 위한 메타데이터 표준은 정보에 대한 정확한 설명을 제공하고, 사용자가 정보를 선택하고 활용하는데 도움을 줄 수 있는 부가정보를 제공하는 중요한 역할을 수행한다. 따라서, 본 연구에서는 지적정보가 다양한 분야에서 활용되고 수요가 창출될 수 있도록 한국의 환경에 맞는 지적정보 메타데이터 표준(안)을 설계하고자 한다. 지적정보의 특성을 감안한 메타데이터 표준의 구성을 통해 정보의 유통 및 서비스를 조기에 실현하고, 타 공간정보와의 융복합을 통한 시너지 창출 및 국가 기본공간정보로서의 역할을 충실히 수행할 수 있을 것으로 기대한다.

현재 전 세계적으로 2차원 평면지적관리 체계의 한계성을 인식하여 3차원 지적정보 구축을 위한 다양한 연구가 진행되고 있다. 우리나라 역시 토지자원을 보다 효율적이고 입체적으로 관리하기 위하여 3차원 지적정보 구축을 준비하고 있다. 본 연구에서는 국외의 3차원 지적정보 구축에 관한 동향과 이에 따른 시사점을 고찰하여 봄으로써 향후 국내의 3차원 지적정보 구축시 바람직한 방향을 제시하여 보고자 한다.

도시계획정보는 토지의 사회경제적 이용 가능한 잠재성을 보여주는 반면에 지적정보는 주로 법적 측면에서 토지정보를 다루고 있다. 지적정보시스템은 지적분야의 고유한 데이터뿐만 아니라 많은 다양한 정보를 다른 정보시스템으로부터 제공받아 이를 이용, 고부가가치의 정보를 생산하거나 의사(정책)결정을 지원하는 다목적시스템으로 진화를 시도하고 있다. 이런 점에서 지적정보와 도시계획정보의 교환의 필요성이 높아지고 있지만 두 정보분야의 이질적 요소를 제거하지 않고는 정보공유가 불가능하다. 도시계획과 지적분야의 정보공유를 연구의 중심으로 하여 특히 지적분야의 구성요소를 토지계획분야에서 원하는 정보로 변환, 사용하는 점에 역점을 두었다.

Nowadays, a variety of efforts, such as the open of SPACEN, the enactment of law related to Spatial Information and the improvement of institute in order to encourage of the Spatial Information Industry in domestic, are fulfilled. At this moment, it is expected that spatial information market will be vigorous, with the development of image-based cadastral map with combining cadastral information(vector) with Imagery information (raster). Hence, this study deals with the Image-Based Cadastral mapping and its application.

본 연구에서는 토지에 관한 각종 정보 중 현재 2차원에 국한된 지적정보를 지적공부에 등록하고 있으나 토지의 입체적인 활용의 증대 및 이에 따른 입체적 권리의 다양화 등으로 2차원적인 토지정보의 등록방법으로는 효율적인 토지관리 및 소유권 보호에 한계에 이르고 있어 이에 대한 대안으로 3차원 지적정보를 지적공부에 등록할 수 있는 기본방안을 제시하고자 하였다. 이를 통해 국토개발에 대한 정책결정 정보를 효율적으로 제공 할 수 있으며, 국민소득의 증가에 따라 사회간접시설(SOC)분야 및 국민 개개인의 토지이용에 있어 각종 계획과 설계 등의 인프라 조성에 기여하게 될 것이다.

The cadastral system of our country is same as Japanese 2D-cadastral system. Recently, not only surface but ground and underground is became the developable space, so today the management of cadastre becomes more difficult to preserve each ownership of properties and to manage the nation lade efficiently. Consequently, we are in need of the 3D-cadastral information system for handle with whole cadastre information. In this paper, we propose the efficiently registrating strategies and more stabile construction technique for the 3D-cadastral information system.

This study developed a mobile application system for serving cadastral information needed to propel diverse cadastral works including cadastral resurvey efficiently. First, BlackPoint-Xr was selected as a spatial client engine to embody the cadastral information system based on mobile device including smart phone and tablet PC. The mobile cadastral information system contains functions such as finding location with GPS based on spatial information such as aerial photo, cadastral map, administrative map, and digital map, parcel search with address and lot number, finding land register including land address, the classification of land, and land price. Especially, this study developed functions which can analyze the measurement of distance, area, slope and cross-section elevation of land to apply construction work and land maintenance project. This system can support efficiently cadastral work and construction project by serving diverse cadastral information to users in field and can be also applied to the field of digital cadastral information.

사회가 고도의 정보화 사회로 발전됨에 따라 효율적인 국토관리를 유지하고 발전시키기 위해 국가지리정보체계에 관한 관심이 고조되고 있고 산ㆍ학ㆍ연에서 연구가 활발히 진행되고 있다. 국내외를 막론하고 각 국에서는 21세기에는 국토관리를 디지털화하고 있다. 행정자치부에서는 지적도면전산화사업을 2005년에 완료를 목표로 추진하고 있으며, 건설교통부의 지형도전산화사업은 완료단계에 있다. 또한 가스, 전기, 통신 등의 시설물관리를 위해 수치지적도를 필요로 하는 기관에서는 독자적으로 지적도 수치화작업을 추진하고 있다. 본 연구에서는 국가지리정보체계의 일환으로 지적도면 및 지형도전산화사업의 추진현황을 파악하고 지적정보와 지형공간정보 관리의 이원화로 불편을 겪고 있는 문제점을 도출하여 연계ㆍ활용 및 개선방향을 심도 있게 파악하고 분석하여 단계적 해결방안을 제시함으로써 지적정보와 지형공간정보를 연계하여 효율적으로 이용할 수 있는 방안을 제시하였으며, 행정업무 및 국민의 일상생활에까지 지적과 지형공간자료의 연계를 통한 행정의 효율성 및 국민편익에 유익한 결론을 얻을 수 있었다.

With the recent surge of public interests in real estate markets, public demand on cadastral information including cadastral maps has been increasing rapidly. However, the torrent system that provides cadastral information falls far short of meeting public demand due to its main focus on government users. In order to reduce the gap between public demand and supply of cadastral information, a new business model is needed that fulfills public needs and at the same time generates profits for service providers. The main objective of this paper is to identify a potential business model that satisfies the above conditions. To achieve this objective, we have explored the unmet needs of public users in real estate transactions and examined whether the unmet needs can best be served by the resources and capabilities of Korea Cadastral Survey Corporation. Then, we have crafted a detail business model i.e., Syndication model, that includes value propositions, resource maps, and revenue and cost estimations. Finally, a plan is proposed to serve government users better with the financial surplus from the proposed business model. The results of this study can be useful for other similar areas including GIS, ITS and telematics, academically as well as practically.
